REGULAR MEETING
Regular Monthly Meeting of the Kalispell City Council was held March 7, 1960,
at 7:30 P. M.
Mayor Hammer presided, with all Councilmen present.
Minutes of the regular meeting of February 1, 1960, and special meeting of
February 2, 1960, were read and approved as read.
City Officials' Revarts:
The following monthly reports were approved on motions duly made, seconded,
and carried:
Chief of Police for February
Police Judge for February
City Engineer for February
City Health Officer for February
City Treasurer for January
City Clerk for January
Finance Chairman Harmon reported monthly claims against the City had been
audited by the Committee and moved payment be authorized. Motion seconded -and
carried.
Moved by Haddow that Council advertise for bids on gravel in accordance with
specificationscf City Engineer. Motion seconded by Metcalf and carried.
Invitation to address the Council -
Leonard Wolf, President of Municipal Employees Local, asked for a committee from
Council to meet with Union Committee on a working agreement.
Mayor appointed Councilmen Metcalf, Ryder, Fisher, and Horstman on this -Committee,
Moved by Harmon that request for meeting with local union be referred to a69ve
Committee. Seconded by Homuth and carried.
Mrs. Scherf, Mrs. Olson, Mrs. Webb, and Mrs. Isaacs, representing Century and
Garden Clubs, spoke in opposition to proposed removal of center boulevard strip on
South Main St.
Following bids.were opened in accordance with call for bids to purchase Mobile
Radio Units.

Moved by Harmon bids on above be referred to the Committee to submit a report
at a special meeting. Motion seconded by Metcalf and carried.
Councilman -Fisher described a special -clamp proposed to be used by Junior
Chamber of Commerce on meter posts_to display the -flag.
Moved by Fisher that Junior Chamber be given permission to use these flag
clamps under condition that they be responsible for any damag6 to meter posts and
for any other liability imposed. Motion seconded by Ryder and carried.
Haddow, for Street and Alley and Safety Committee, recommended a further check
of traffic at Second Street and Woodland Ave. before arriving at a solution.
Moved by Haddow that Council call for bids on road oil for season's use, second-
ed and carried.
Ryder reported meeting of Legislative Committee of Municipal League to be held
In Helena March 17th. Agreed that he should attend.
Horstman submitted proposal of Power Company for new street lighting of Idaho
Street and North Main for consideration of the Lighting Committee for their recom-
mendations.

Horstman moved that the Council hold a scheduled meeting each ninth in addition
to regular meeting. The extra meeting to be held on the 3rd Monday for purposes of
policy discussion without action. Motion seconded by Metcalf.
Moved by Huggins the foregoing motion! be tabled. Voting on the motion to table,
5 voted for and 3 against.
Councilman Metcalf proposed that the successful applicant next in line for Police
and Fire personnel be given employiaent in another department of the City as a matter
of policy in order that he may be available for his regular position when a vacancy
occurs. Council concurred.
Harmon of Park Committee outlined plans of Golf Association to remodel Club
House by closing off one end of building.
Moved by Huggins that plans be approved. Seconded by Homuth and carried.
Moved by Horstman that Golf Course fence bordering Highland Park Addition be
moved back 30 feet on abandoned street. Motion seconded by Harmon and carried.
Moved by Horstman that appointment of Don Renken Police Officer for 6 months
probationary period be confirmed. Seconded and carried.
Moved by Huggins that Elvin Christopherson, Assistant Chief of Police, be
authorized to attend Police Officers School at Bozeman from March 31st to April 13th.
Seconded and carried.
Moved by Fisher that Daily Inter Lake be designated the official publication for
City of $aliapelli Seconded and carried.
Following bonds were approved on motion of Fisher, seconded and carried.:
Montgomery Ward & Company, Oil. Burner - Louise Monk, Pawn Shop - .Anderson -Timber
Line Electric Company, Electriciacfs Bond.
On motion of Ryder, seconded and carried, Council adjourned.

There will be a special meeting of the City Council Monday, March 14th,
1960, at 7:30 P. N., for the following purposes:
MANHOLES & TRAFFIC LIGHTS ON IDAHO
AMENDMENT TO DOG ORDINANCE
BIDS ON MOBILE RADIOS
We, the undersigned, being all of the members of the City Council, do
hereby waive notice of the date and purpose of the special meeting of the City Council
to be held Monday, March 14, 1960, at 7:30 P. M., and consent to the transaction of
any and all business to come before the Council as designated above.

Moved by Horstman that pending revision of the dog ordinance City Treasurer be
authorized to accept certificates of vaccination for rabies that are effective for the
term of the 1960 licensing period. Seconded by Ryder and carried.
