Attorney Gordon Rognlien informed Council that Mr. Hartley, government
representative of re -development agency would hold a meeting in Kalispell
May 12th and asked Council to explore possibility of obtaining aid for storm
sewer through this program.
Council was adjourned on motion of Homuth, Seconded by Roberts.
Read and approved this 5th day of June, 1961.

REGULAR MEETING
Regular monthly meeting of the Kalispell City Council held June 5, 1961,.
7:30 P. M.
Mayor Flynn presiding, with all Councilmen present.
Minutes of regular meeting of May lst and special May 8th read and approved
as read.
Following City Officials' Reports were reviewed and accepted:
Chief of Police for May
City Engineer for May
Police Judge for May
City Treasurer for April
City Clerk for April
Committee Reports:
Finance Chairman Homuth - monthly bills audited - moved -payment be author-
ized. Seconded and carried.
Turner - Sewer -Water Committee - tested flow of sewer line at Fairgrounds
and found ample capacity to take_care of Lee Lewis property - to meet with County
Commissioners.
Horstman moved that Council favor making a test of the river flow by open-
ing Northwest Dam to determine -the drop in the water table in the slough area
and that a public hearing on said action be held at the regular July meeting,
seconded by Ellingson and carried.
Lenon recommended more notice to public by press and radio that City will
not mow boulevards.
Smyser - Annexation - presented written report on petition of'Howard Poston,
moved adoption of the report. Seconded by Horstman and carried.
City Treasurer submitted written report of licenses paid and delinquent.
Mayor appointed Mrs. Donald Schnaidt to Library Board. Confirmed on motion,
of-Lenon, seconded and carried.
Dr. Jerome Wildgen, Robert McCormick, and Vernon Homuth were appointed the
Board of Health, with Robert McCormick designated "City Unitarian". Lenon
moved confirmation of these appointments. Seconded and carried.-
Homuth moved the passage of Resolution No. 2437, a resolution calling for
an election to be held August 29, 1961, on the question of granting a franchise
to the Montana Power Company for the distribution of gas in the City of Kalispell.
Motion seconded by Lenon. All Councilmen voted for -passage of the resolution.
Moved by Smyser that a resolution be presented to the Montana Public Service
Commission asking for a fair rate increase to the Montana Power Company which
would make gas, available to the Flathead Valley. Seconded and carried.
Addressing the Council -
Arthur M. White requested curb cut on his property on 2nd St. and 3rd Ave. W.
Referred to Sidewalk and Curb Committee.
Howard Poston requested water service for new service station and market
on his property petitioned for annexation. Referred -to Sewer -Water Committee.
Letter from Municipal Employees Local requestigg meeting with Employment
Committee referred to Chairman Ellingson.

Written request of Police Officer Orville Fredenberg for transfer to the
Inactive reserve was granted on motion of Lenon, seconded and carried.
Letter from Joe Caraher asking for special meeting of Council on Recreation
program referred to Park Chairman Bjorneby.
Petition for 4 new street lights on loth Ave. West and Meridian was presented.
Moved by Horstman petition be granted. Seconded and carried.
Moved by Lenon that Council go on record and agree to maintain the County
section of the Fairgrounds sewer line, and in the event the line becomes over-
loaded, the City will replace with an adequate size line. Seconded by Turner aid
carried.
Following Bonds were approved on motion of Homuth, seconded by Roberts and
carried.

Moved by Horstman Engineer be authorized to advertise for purchase of 2
emergency stand-by sewer pumps and hose lines. Seconded and carried.
Moved by Homuth that the next regular Council meeting be held July 5th
instead of July 3rd. Seconded by Turner and carried.
Homuth moved for adjournment. Seconded by Roberts and carried.

City Sanitarianjor June on motion of Homuth, seconded by Lenon.
City Treasurer for May on motion of Turner, seconded by Bjorneby.

Fire Chief - 2nd quarter - on motion of Ellingson, seconded by Roberts.
Police Judge Christopherson requested appointment of Leslie Cochran acting
Police Judge during vacation period and other absence during fiscal year. Bjorneby
moved approval. Seconded by Turner and carried.
Committee Reports:
Roberts, for Sidewalk & Curb Committee, recommended granting curb cuts for
C. O. D. Body Shop; one on 2nd Street -West and one at south side of their lot on
3rd Ave. W.
Roberts moved approval of the report. Seconded and carried.
Roberts also moved for approval of use of new roll type curb and gutter to be
Installed at the discretion of City Engineer. Seconded and carried.
Bjorneby for Park Committee - no decision reached by Committee on Recreation
Director until a meeting is had with interested parties.
