SPECIAL MEETING
A Special Meeting of the Kalispell City Cecil was held October 2%41.,,1963
at 7:30 P. M. in accordance with the following notice given and ackowledged.

Gentlemen:
There will be a Special Meeting of the City Council Tuesday, October 29,
1963 At 7:30 P M. for the following purposes
Open Bids:- Baker Addition, Sewer, Gasoline Fuel Oil
.Sale of Lot in Readts Addition
We,'the undersigned', being all of the 'members of the City Council, _do
hereby waive notice of •the Batt and purpose of the 'Special Meeting of the
City Council to be held Tuesday, October 299 1963 at 7:30 P. M., and consent
to the transaction of the above and any other brassiness -that may -properly
come before.the Council.

Turner moved acceptance of Agnes Conrados bid and adoption of Resolution

Roberts moved acceptance of the following low bids, seconded by Lenon and
carried.

Mr. Magstadt, of Magstadtfs Grocery expressed his .objection to the one-way
traffic on 6th Street West as.he felt, it was injurious to his business. He
stated that most of his customers come from the south and southwest direction_ of
his 'business and it was inconvenient to park:.
Council was recessed at.8:00 P. M.-to consider Mr. Magstadts situation.
Reconvened at 8:17 P. M. Requested Mr. Magstadt to give the -one-way Street a
longer trial and the City Engineer was instructed to open parking on 5th Avenue
West adjacent to Grocery with a half hour limit on parking.
Mr. Magstadt was'in£ormed by the Council that no member of the Council
desired to,injure.his business and that no outside party had requested,the.
change to a one-way street, but that after considerable study, the Safety
Committee had recommended. that 6th Street West be made a one-way.Street,.the
traffic to flow in a West bound direction. Also', that if Mr. Magstadt still
felt, after giving the present arrangement a reasonable trail, and still unsatis-
factory, he could appear before the Council again to have the matter reconsidered.
Gas Installation Bids for Sewer Plant and Water Works Shop were re -submitted
and referred to the Special Committee of Ellingson_, Roberts and City Engineer for
consideration.
Turner moved for adjournment. Seconded and carried.

REGULAR MEETING
Regular monthly meeting of the Kalispell City Council held November 4, 1963
at7 : 30' P. ,. M.
Mayor Flynn presiding. Councilmen Bjorneby, Ellingson,,Homuth, Jerrow, Lenon,
Smyser.and Turner present. Roberts absent.
Minutes of the regular meetings of October 7th.and October 14th,,and special
meeting of October 29th were read. Turner moved approval as read. Seconded and
carried.
Monthly Reports of City Officials:
The monthly reports of Police Judge, Police Chief, City Engineer and City
Sanitarian for October,.and City Treasurer and City Clerk for September were
examined and approved. Motion by Lenon, seconded'and,carried.
Reports of Committees:
Turner, for Library Board$ reported approval of -gas installation for Libfary.
Homuth Finance Committee reported monthly claims examined and approved for
0ayment.: Moved acceptance of report, seconded by Lenon and carried.
Homuth, Safety Committee, reported P.T.A. Group proposed traffic signal by
Pepsi -Cola Plant on #93 Highway. State Highway Department recommended crosswalk
and signs instead.
Ellingson moved acceptance of bid of Kalispell Sheet Metal Company for gas
conversion of Water Works Warehouse @ $250.00 and Sewer Plant:for.$213.00.
Seconded by Lenon and carried.
The following bids were received for a new Police Patrol Car and allowance
for trade of 1959 Chevrolet.
