M. in accordance with the following notice given and acknowledged. TO THE HONORABLE BOARD OF COONCILMEN CITY OF KALISPELL, MONTANA Gentlemen: There will be a Special Meeting of the City Council Monday, August 23, 1965, at 7:30 P. M. for the following purpose. Permission to set Prefab -Housing in City Limits Streets- Adams Addition Right turn on red light signs We, the undersigned, being all of the members of the City Council, do hereby waive notice of the date and purpose of the Special Meeting of the City Council to be held Monday, August 23, 1965 at 7:30 P. M., and consent to the transaction of the above and any other business that may properly come before the Council. ATTEST: George Beardslee T. R. Flynn City Clerk Mayor Laurence G. Roberts absent, all other Councilmen present. Pre -Fab Housing (House Trailers) Mr. Earl Carol made request for permission to place two section trailer house on foundation at 4th Street West and Meridian Road. When erected on the foundation the unit would be 209 x 551. Mr. Carol stated that he had contacted neighbors in the area and that none of them had objected to his placing the unit at this location. Mr. Gary Guest requested permission to place on a permanent foundation a double decker trailer, the dimensions of which are 129 x 561, the location would be on a lot to the rear of the Meridian Dairy. Mr. Guest stated that the cost of the trailer was $10,537.00. Mr. Gerald Cole requested permission to place on a permanent foundation a 24' x 502 expandable trailer at 625 First Avenue East. Homuth moved that these requests be turned ever to Committee as a whole with power to act. Seconded by Turner and carried. Adams Addition- Streets M. Roberts reported that the committee could not come up with a recommendation concerning Adams Addition Streets and the committee therefore turned the matter back to the Council. Donald Adams reported on a proposal -to gutde the drainage of surface water through the Adams Addition by means of a shallow ditch which would come from 3 Mile Drive to be carried through a culvert under Rosewood Drive and emptied onto Glenwood Drive where it lays in a north -south direction. He stated that the problem occurs in the spring when the frost is in the ground and at other times of the year the water soaks into the ground. City Engineer, McClintick stated that he did not feel that this water would damage the street after it had been surfaced and curbed. That it would be better for the roadbed to be used for a period of a year before surfacing was done. Mr. Brown stated that he did not feel that the Council should attempt to resolve all of the problems at this time as the immediate problem was the laying of the streets. M. Roberts moved the acceptance of the offer of the principles to participate in the cost of excavating and backfilling the Adams Addition Streets in the amount of $2800.00. Seconded by Riley. On roll call vote Riley, M. Roberts, Roche ana Happ voting for. Homuth, Turner and Bjorneby voting against. Principles of Adams Addition agreed to put in curbs and Oil Sprinkling. 1 I - a 0 1 Right Turn Signs "-'Homuth reported that they had tried placing the signs on the traffic lights but the lights cannot be serviced with the signs mounted. Recommended right turn signs be placed on poles on all four corners of the intersections. Homuth moved posts be placed on corners just inside pedestrian lanes on Intersections where there are traffic lights and that the right turn on red light signs be attached to the posts. Turner suggested that the signs be tried at one intersection before ordering the erection of signs at all the intersections involved. Motion by Homuth was not seconded. City Engineer was instructed to place signs at one intersectionnto see how they work. The Council to act on the right turn signs at the September 7, 1965 meeting. Mr. Sig Ludwig made request for the removal of highway dividers on Idaho Street. City Engineer McClintick reported that this had been taken to the Supreme Court and that the dividers were required. Zoning Darwin Hamilton, Chairman of the Board of Adjustment presented members of the Council with copies of proposed changes in the zoning ordinance for them to study and consider at a later date.
