07/23/65 SP City Council Minutes192 F� SPECIAL MEETING A Special Meeting of the Kalispell City Council was held July 23, 1965, at 7:30 P. M. in accordance with the following notice given and acknowledged. TO THE HONORABLE BOARD OF COUNCILMEN CITY OF KALISPELL, MONTANA Gentlemen: There will be a Special Meeting of the, City Council Friday, July 23, 1965, at 7:30 P. M. for the following }nrpose; ADOPT PRELIMINARY BUDGET We, the undersigned, being all of the members of the City Council, do hereby waive notice of the date and purpose of the Special Meeting of the City Council to be held Friday, July 23, 1965 at 7:30 P. M., and consent to the transaction of the above and any other business that may properly come before the Council-:i ATTEST 2!/) City Aerk Mayor Laurence G. Bjorneby Vernon Homuth Norma E. Happ. M. C. Roberts John D. Roche Robert W. Riley H. V. Turner Wm. W. Roberts Marshall H. Murray City Attorney Mayor Flynn presiding. All Councilmen present with exception of Wm. Roberts. Members of the Police, Fire, and Street,;: Departments requested pay raises that would exceed the $200.00 annual increase for monthly employees and 10,,% per hour for hourly employees. Police Department made request for 1% of gross for longevity pay or a 25.00 raise with the 1% longevity pay based on the starting wage of 350.00 as at present. Police Chief Christopherson made a request that the Police Secretary's salary be raised to the equivalent of the Secretaries in the City Clerks Office. Gene Thompson, of the Fire Department made a request that Firemen be granted sick leave pay on the basis of other City Departments. He was informed that the law requires that sick leave for Firemen be paid out of their pension fund. Representatives of the various departments were informed that their requests would be considered. The Street Department made a request for permission to meet with the Council members at another time to present their recommendations for more efficient operat6on of the departmentf-stating that they did not believe the 104; per hour increase was satisfactory in view of the fact that the County employees, whose wage scale was previously higher thati the Citys, had just been granted another raise. Homuth presented a request of the Kalispell Golf Association to erect a sign at the triangle where North Main and California Streets intersect. The sign to be 2 feet by 4 feet, the lower edge of the sign to be 6 feet above the ground. Bjorneby moved that request for s6gn be granted, seconded by Riley and carried. Swimming Pool. Roche reported that the cost of operating the,pool was higher than it has ever been due to the obsolesence of the pool and equipment. He suggested that the pool be completely renovated before it is opened for another seasons use. Council members discussed pay raise request of the Police Department. Riley moved the uniform allowance for policemen be raised to $125.00 per annum. Seconded by M. Roberts and carried. Homuth moved adoption of the Preliminary Budget as revised, instructing the City Clerk to publish required notice that it is on file and open for inspection. The City Council will meet August 4th, 1965 at 7:30 P. M. at which time any tax payer may appear and be heard for or against all or any part of said budget. Seconded by Turner and carried.
