07/12/65 City Council Minutes190 REGULAR MEETING Regular meeting of the City Council of Kalispell, Montana on July 12, 1965 at 7:30 P. M. in the Council Chambers. Mayor Flynn presiding. All Councilmen were present. Minutes of the July 6th meeting were read and approved as corrected on motion by Turner. Seconded by Roche and carried. Committee Reports: Happ, Curb, Sidewalk and Boulevard- Recommended that the request of Central Bible Church for the removal of trees and boulevard to permit angle parking be denied. The curb cut for the Inter Lake be taken from the south of the lot adjoin- ing Robinson RadiesbarShop. (300 Block- 1st. Avenue West) A 20 foot curb cut be granted. Happ moved adoption of the report, seconded by Homuth and carried. Homuth, Safety Committee- Recommended parking be restricted on South Main and 9th Street East for 2 car lengths on the east side of Main Street South from Intersection with 9th Street East, and 2 car lengths on the South side of 9th Street East, east from the intersection with 'Main Street. Two car lenghhs to be approximately 35 feet. (Corner of Dr. Curry's Office) M. Roberts, Streets and Alley Committee- Reported that the District Engineer of the State Highway Department had informed him that the Highway Department would send a Hydraulics Engineer to look over the water problem in the Adams Addition to make recommendations for correction of the situation. Addressina the Council: Paul Orr stated his objection to the Council action to require mobil vendors to park in the third stall on streets from Main Street or avenues. He said that he had parked on Main Street for a number of years and felt that it had created no problem. Letter from Bob Orr requesting the Council allow mobil vendors to park in the second stall. Roche moved that mobil vendors be permitted to use the second stall on the Streets with Main Street excluded. Seconded by W. Roberts and carried. Roche moved amendment to the above motion making it the second stall away from the intersection. Seconded by W. Roberts and carried. Turner moved approval of the following beer and/or liquor licenses. Seconded by W. Roberts and carried. Liquor and Beer License Beer License Off Premises Beer Kalispell Golf Assn. Roberts moved conditional approval of liguor and beer license for the Vista Club pending the receipt of letter satisfactorily explaining their appli- cation for Beer and Liquor license not later than July 31, 1965. Seconded by Riley and carried. A letter was received from Roland Anderson requesting abandonment of alley. Turner moved the request of Mr. Anderson be referred to Street and Alley Committee. Seconded by W. Roberts and carried. Roche reported on Northridge Water Line. He talked with Mrs. Simpson by telephone and that she would sign the papers regarding dedication of roadway and foreward them to the proper persons for signatures. Roche, Park & Recreation Committee- Reported that Mr. Miller had offered a sprinkler system to the Golf Association but in order to use it a 6 inch line would need to be installed from the standpipe. W. Roberts moved that Dr. Roche express thanks to Mr. Miller for his generous offer but that the cost of installation of the sprinkler system prohibited the Council from taking advantage of the offer. Seconded by Bjorneby and carried. Fire Chief Tillson recommended that the ducts at the Club House be plugged or removed as they acted as a chimney and presented a fire hazard. Riley moved that question of the regulation of private swimming pools within the City be referred to the Safety Committee. Seconded by Bjorneby and carried. Riley recommended that a pressure relief valve, heat controled, be required on hot water tanks to prevent overheated water from backing into water meters as this damages the meters. Referred to City Engineer. Mayor Flynn invited any Councilman who wished to meet at the City Hall at 6:45 P.M. to go to the Sewer Plant to see the clarifier. Police Chief requested the Council adopt the Sticker Ordinance. This is an ordinance that requires auto repair shops to contact law enforcement officials If a damaged auto does not have a sticker affixed when it comes in for repair. The stickers are affixed by Police officers when investigating an accident and shows that the accident or damaged car was investigated. Billings and Miles City have such an ordinance. Police 6hief was instructed to obtain a copy of a Sticker Ordinance. Ordinance #715, an Ordinance amending Section 17-85 of the Kalispell City Code, providing for an extension of the congested traffic area for parking meter purposes. Roche moved adoption of the Ordinance, seconded by M. Roberts. On roll call vote all Councilmen voted for adoption. Ordinance #716, an Ordinance regulating the busing of garbage. Bjorneby moved adoption of the Ordinance, seconded by Turner and carried. On roll call vote all Councilmen voted for adoption. Turner moved for adjournment. Seconded by Homuth and carried. Read and approved as read this 4th day of August 1965. Mayor ATTEST: ity C rk SPECIAL MEETING A Special Meeting of the Kalispell City Council was held July 19, 1965 at 9:00 A. M. Mayor Flynn presiding. W. Roberts, Councilman absent. All others present. The meeting was held for the purpose of reviewing the preliminary budget for the fiscal year 1965-66. Department heads met with the Council during the day on behalf of their Department budgets. Meeting continued to July 23rd, at 7:30 P. M. for adoption of the "Preliminary Budget". ATTES C t Clerk
