REGULAR MEETING
Regular meeting of the City Council of Kalispell, Montana on July 6th,
at 7:30 P. M. in the Council Chambers.
Mayor Flynn presiding with all Cpuncilmen present.
Recess was called until 8:00 P. M. Reconvened at 8:00 P. M.
Minutes of the June 14, 1965 meeting were read and approved on motion'by
Roche, seconded by Bjorneby and carried.
Reports of City Officials:
City Clerk and City Treasurer for May, and Police Chief and Fire Chief for
June. Turner moved acceptance of the City Officials reports, seconded by Bjorneby
and carried.
Committee Reports:
Turner, Sewer -Water Committee- Reported persons in the Northwestern portion
of the City are favorable to sewer developement in the area. Will have more to
report at a later meeting.
Happ, Curb and Sidewalk Committee- Reported that there was curb drop on 4th
Avenue East in the 200 Block on the West side of the street that was too deep and
recommended that this condition be corrected.
Homuth, Finance Committee- Reported all claims had been aduited and moved
acceptance of the report. Seconded by Turner and carried.
Homuth, Safety Committee- Dr. Curry had requested No Parking signs in front
of his office at Main and 9th Street East but wished to delay action on the request
until other members of the Committee could give consideration to the request.
M. Roberts, Streets and Alley Committee- The Committee is contacting owners
In the Adams Addition to determine how much of the cost of street developement they
will accept.
Roche, Parks and Recreation Committee- A new circulating motor had been
Installed at the pool and old motor repaired and held in reserve. Reported that
some vandalism had occurred at the pool, fire crackers had been used to blow off
some of the newly patched areas and repatching was necessitated. Reported that
the cost of operating the pool was prohibitive in view of the pools present con-
dition and that it would be necessary in the very near future to make one of three
choices, as follows: 1 - Close the Pool. 2- Build a new pool roughly estimated
to cost $250,000. 3.- Renovate the present pool at a cost of approximately $45,000.
Proposed that the Council consider the possibility of selling two of the
present Park properties and the proceeds be used to expand Woodland Park into a
tecreation complex with ball fields, badmitton courts, volley ball courts, etc.
or to create a Recreation District and ask for a bond issue.
The need for land fill, culvetts and fresh water in the lagoon in Woodland
Park was pointed out.
V. Roberts, Parking Committee- The Singer Sawtng Machine Co. had made a
request for a reserved parking space in front of their store. W. Roberts moved
the request be denied. Seconded by Bjorneby and carried.
Homuth moved all mobil vending wagons be prohibited from parking on Avenues
and on Main Street and that they be allowed to park no closer than the third
parking stall from Main Street and the Avenues. Seconded by Happ and carried.
Addressing the Council:
Mr. Forest Aker stated his object4on to having meters in front of his Store.
He was informed that the meters would be removed from front of his store.
Mr. Him Hutcheson requested a 24 minute express meter be placed in front of
his establishment on the west side of the alley. W. Roberts moved the request be.
granted. Seconded by Roche and carried.
Mr. Robert Conn protested the lateness of ball games at Thompson Field,
stating that he was not against baseball but that since the lights had been
installed at the field the games were lasting sometimes until 11: P. M. and on
occasion until 11:30 P. M. and that the noises associated with baseball games
such as cheering, horn honking were a nuisance to these in the neighborhood and
made it difficult for small children to go to sleep. That he did not believe
that children the age of Pee Wee Ball Players should be out until that hour of
the night and requested that the lights be removed so that the games would end at
a more suitable hour.
Above request was referred to the Recreation Committee.

Police Chief Christopherson recommended that the posts of express meters be
painted a different color so that they would be more easily identified by patrons.
Streets- Adams Addition; An estimate of the cost of excavation and,backfill
was given the City Engineer in the amount of$5,577.00. Adams offered to pay half
of this amount.
Discussed at length by Mr. Don Adams, Mr. Darwin Hamilton and Sig Ludwig and
Council members the surface water problem that exists in the Adams Addition. The
Council expressed the opinion that it did not feel that it would be advisable to
construct the streets until the water problem was solved. The City could not
assume the responsibility for correcting the situation.
Turner moved the discussion be tabled until the water situation is worked
out by those responsible. Seconded by Bjorneby and carried.
Police Chief made a request for permission to attend the Police Chiefs
meeting in Great Falls July 9th and loth. Bjorneby moved that permission be
granted. Seconded by Turner and carried.
Correspondence
The Daily Inter Lake requested a 20 foot curb cut. Referred to Committee.
Don Adams, request that the City Engineer be authorized to establish grade
for streets in the Adams Addition.
Turner moved the City Engineer be authorized to establish grade for streets
in the Adams Addition. Seconded by W. Roberts and carried.
The following Bonds were approved on motion by Turner, seconded by W. Roberts.
Carried.
Doreen S. Burtsfield Surety Bond
Harold D. Peterson Electricians Bond
A letter from Mountain Aviation of Missoula, Montana requesting that the
City keep the Airport open.
W. Roberts moved the old dump grounds be offered for pasture rental @ 20.00
per year. Seconded by Riley and carried.
Happ, Curbs and Sidewalk Committee moved adoption of Resolution 2551 ordering
the construction of curbs. Seconded by Turner. On roll call vote, all Councilmen
voted for adoption.
Mr. Al Klingler of the Municipal League addressed the Council telling of the
value of the League to the City.
Homuth moved the League dues be paid. Seconded by Bjorneby and carried.
W. Roberts requested permission to be absent from the City and State July 18th
through July 24th.
Bjorneby moved W. Roberts request be granted, seconded by Turner and carried.
Roche -moved for adjournment, seconded by Turner and carried.
Read and approved as read this 12th day of July, 1965.
