06/14/65 City Council Minutes1 8 Is REGULAR MEETING Regular meeting of the City Council of Kalispell, Montana on June 14, 1965 at the Council Chambers 7:30 P. M. Mayor Flynn presiding with all Councilmen present. Minutes of June 7th regular meeting were read and approved as amended on motion by Turner. Seconded by Bjorneby and carried. Committee Reports Bjorneby, Annexation- The Committee still has the proposed Northridge Annexation under consideration. Turner, Sewer -Water Committee- Mr. Browns request for permission to build a building over the sewer line be denied on motion of Turner. Seconded by Bjorneby and carried. Homuth, on Highway Commission Agreement, moved that the Highway Commission Agreement to referred to the Mayor, City Engineer and City Attorney to act in the best interest of the City. Seconded by Turner and carried. Homuth, Safety Committee- Police have made a survey of scrtba and hedges at Intersections and notices have been mailed to persons who were found to be in violation of the Ordinance. Recommended that the Ordinance should be amended or rewritten to include fences. The Safety Committee met with Sister Adrian of the Kalispell General Hospital regarding the request for one way alley traffic at the rear of the hospital and the placement of signs. Homuth moved that the Hospital request for traffic control in the alley be granted. Sedended by W. Roberts and carried. Recommended that crosswalk signs be installed at the School crossing on 2nd Street where it intersects 2nd Avenue East. M. Roberts, Street & Alley Committee- Moved acceptance of the low bid of the Big West Oil Company for road oil. Seconded by Turner and carried. M. Roberts, Curb & Sidewalk Committee- Moved the request of Jack Brown to remove the boulevard on 3rd and 4th Avenue E. No. adjacent to B & B property, and to move hydrants and replace curb be granted. Sedonded by Happ and carried. Roche, Park and Recreation- The Employment of personell for thw swimming pool has been completed and it is expected the pool will be in operation the latter part of this week. Request permission to increase the fees at the pool by 36%. Also request for a new cot and first aid supplies. Pool personell for 1965 as follows: Dona Elder - Manager Richard Alimini - Life Quard Kate Chapman Marilynn Landwehr Kenneth Patterson -Cashier Hdmuth moved the acceptance of the report. Seconded by Bjorneby and carried. Addressing the Council Mr. Lee Brown, inquired if it would be possible to move the black top mixing bed in the near future. City Engineer informed Mr. Brown that it would not be possible this summer but that the length of the mixing bed could be shortened which should help Mr. Browns situation. Mr. John Moirison of Morrison-Maierle Engineering Co., Helena, Montana regarding possible sewer developement in northwestern portion of the City. Recommended preliminary study to see if development is feasible, as one project or as a series of projects. Mr. Morrison and the City Engineer had made a quick survey of about 160 acres of land including the Adams Addition, Northridge Addition and school property and estimated the cost for a collection system for such an area to be between 125,000 to 130,000 dollars, pointing out that this was a very rough estimate. Treatment could be by lagoon system or by a treatment plant. The main disadvantage of the lagoon system is the land area required. The estimated total cost would be $240,000 dollars. Some items would be el�digible for a Federal Grant under Public Law 706, U. S. Board of Health. A pre -study should include areas that have good possibilities of being develfped within the next 10 to 15 years. Money for advance engineering studies is loaned interest free but is not a grant and the lean does not have to be repaid until the actual construction of the project starts. 1 1 Money for a pre-liminary study could be secured by applying for a loan from the Federal Housing & Home Finance Agency. Approximate cost of this study would be from $3,500. to $4,000. dollars. The first step would be the pre-liminary study. Second step would be detailed plans so that contractors will be able to submit bids. Third step, actual construction. M. Roberts moved the Sewer & Water Committee get together with property owners of the area to try to determine boundaries of the area to be studied in the preliminary plan for sewer facilities in Northridge and adjoining area. Seconded by Homuth and carried. Fire Chief Tillson made a request for permission to attend the Fire Chiefs Council at Lewistown. W. Roberts moved that Tillson be authorized to attend the Fire Chiefs Council. Seconded by Turner and carried. City Engineer, request permission to purchase automatic chlorinator for Sewage Plant. Request authorization to build building for storage of ton tanks of chlorine because of the savings that could be realized by purchasing in car -load lots. W. Roberts moved that the City Engineer be authorized to purchase the chlorinator equipment. Seconded by Bjorneby and carried. The following bonds were approved on notion of W. Roberts, seconded by Bjorneby and carried. David Nathe Electrieians Bond Arlin Lewis House Mover Bond Roche moved the Water Superintendant be authorized to call for bids for 2400 feet of 12 inch Cast Iron Pipe. Seconded by Turner and carried.
