04/12/65 City Council Minutes17: REGULAR MEETING Regular meeting of the Kalispell City Council April 12, 1965 at the Council Chambers 7:30 P. M. Acting Mayor Vernon Homuth presiding. Smyser anal Lenon absent. All other Councilmen present. Minutes of the April 6, 1965 regular meeting were read, Roberts moved approval as corrected. Seconded by Bjorneby and carried. Committee Reports: Roberts, Sidewalk & Curb- The Committee met in joint session with the parking committee to consider the request of Mr. Egley for authorization to remove five feet of sidewalk along the east side of the K. M. Building on First Avenue East and also to change the above mentioned side of the said street from parallel park- ing to angle parking. Mr. Egley stated the sidewalk changes would be made at the expense of the Mercantile Company. The City would" then have to blacktop the additional five feet of street gained and make any necessary changes in Fire Hydrants and Catch Basins. The Committee recommeridsthat the whole block on the east side of the Kalispell Mercantile Co. from :second Street East to Third Street East be done at this time and that the request of Mr. Egley be granted thereby widening the Street and making room for angle parking as requested. It is also re*ommehd&dthat if at all possible the two blocks north of Second Street (from the Montana Hotel Building to Himsl-Wohlwend Motors and from Flathead Motor Sales to Rygg Ford or Center Street) be done at the same time. The Committee concurs with the Parking Committee andrecommends that angle parking be established on the West side of First Avenue East from Fourth Street East (Henricksen Motors Used Car Lot) North to Center Street as soon as the widening of the street is completed in the necessary places. In these four blocks by angle parking at a 40 degree angle 25 to 30 additional parking places should be available. Mr. Jerry Schnell, of the Valley Oil Company was contacted by W. W. Roberts and has agreed to go along with the removal of five feet of sidewalk bordering his property, the Mobil Station south of the K. M. property, at the same time the K. M. work is being done. Mr. Dan Webster of the Pacific Power & Light Company has told Mr. Egley that the Power Company will make the necessary changes in Light and Telephpne poles at no expense to the City or the partys involved in the change. Mr. Webster stated that they didn't life the expense involved but would not stand in the way of progress. Roberts moved acceptance of the report. Seconded by Turner and carried. Roberts reported the request of Mr. Begg of the Kalispell Laundry fora 14 foot curb cut south of the Laundry Building for a car wash. He rer..omwnded that if the request were granted that one of the reserved parking spaces now granted to Mr. Begg be revoked and the parking meter head'be moved up to the next space. Roberts moved acceptance of the report. Seconded by Bjorneby and carried. Robertza,reported the request of the First Church of Nazarene for authority to remove the boulevard on the north side of Fourth Street West from 2nd Avenue West to the alley at the rear of the church. Referred to the Sidewalk and'Curb Committee with instructions to report at the next meeting. Ellingson, Street and Alley Committee- Reported that Flathead Motor Sales was low bidder on the bids for 2 Ton, 1�Ton trucks and were awarded the bids. Ellingson moved acceptance of the report, seconded by Roberts and carried. Turner, Sewer and Water Committee, moved that Supt. Harris be granted permission to call for bids on 2000 feet of 6 inch Cast Iron Pipe and 1000 feet of 4 inch Cast Iron Pipe, and fittings. Seconded by Roberts and carried. Roberts moved the City Engineer be authorized to call for bids on road oil. Road oil to meet State Spot Test Specifications. Seconded by Bjorneby and carried. Bjorneby moved that the City Engineer be authorized to call for bids on gravel. Seconded by Turner and carried. Roberts moved the City Engineer be authorized to call for bids on paint. Seconded by Ellingson and carried. Police Department- Letter from Police Chief asking permission for LeRoy McDowell to attend Law Enforcement School. Roberts moved that McDowell be granted permission to attend Law Enforcement School at Bozeman from May 9th to May 23, 1965. Seconded by Bjorneby and carried. F� 1 1 Water Line- Adams Addition: Roberts moved authority to proceed with granting water lines in the Adams Addition* at expense of Adams and others pursuant_, to agreement. (attached) Bond- The Trading Post - Pawnbrokers Bond Bjorneby moved acceptance of license Bond for The Trading Post. Seconded by Roberts and carried.
