02/08/65 City Council MinutesREGULAR MEETING' Regular monthly meeting of the Kalispell City Council was held February 8, s 1965, at 7:30 P. M. Mayor Flynn presided with all Councilmen present. Minutes of January llth regular meeting were read. Roberts moved approval as read, Turner seconded and carried. City Official Reports: Reports of Police Chief, Police Judge, City Engineer and City Sanitarian for January and City Treasurer and City Clerk for December were examined. Lenon moved acceptance of reports, seconded by Smyser and carried. Committee Reports: Homuth, Finance Committee, reported all claims audited and approved for payment. Homuth moved acceptance of report, seconded by Bjorneby and carried. Jerrow, Parking Meter Committee, reported that committee would make further study in regard to reserved parking space and meter hood rentals. Addressing the Council: Steve Lee, 805 -3rd Avenue East, objected to the City making one side of 3rd-Avenue East "No Parking" area. He was assured by the Council that there were no plans at this time for limiting parking on 3rd Avenue East. Mr. Lee also objected to having 3rd Avenue East open to heavy truck travel because of the noise. Especially bad since the intersection of 3rd Avenue and 8th Street East was now a four way stop, trucks made considerable noise in stoping and starting. Request that 3rd Avenue East be closed to heavy traffic was referred to the Street and Alley Committee. Dr. Nelson, 781-1st. Avenue E. N., representing the Flathead Historical Society, requested that members of the Society be given the opportunity to meet with an advisory committee of the City Council concerning the use of the Depot Park Building by the Society next spring and summer. Request was referred to the Recreation Committee, Bjorneby Chairman. James Salansky, County Attorney, made request for a reserved parking space in vicinity of the Strand Building for the use of his office. Request referred to Councilman Jerrow of Parking Committee to check and report at the February 15th meeting. Bill Hilgemann, of Pacific Power & Light Co., made request for permission to clear trees on 2nd Street East and Woodland Avenue for new heavy cable run. Also request for pole space in traffic island at intersection of 2nd Street and Woodland Avenue. Requests were referred to Sidewalk and Boulevard Com- mittee. Mr. J. Dan Webster of Pacific Power & Light Co., presented Councilmen copies of Industrial Survey. Smyser moved that the Council send letter to J. Dan Webster and Pacific Power and Light Co. thanking them for their pub- lication of Industrial Survey in Flathead Valley. Turner seconded and motion carried. Bids on Liability Insurance were opened. Referred to Finance Committee to.report,back with recommendations at the February 15th meeting. See * Amendment of City Code Section 26-2, Ordinance #6711 was presented. On roll call vote, Smyser and Jerrow voted no. All other Councilmen voted for adoption. Correspondense A letter from Baugh Construction Co., granting easement for access for fire prevention, sanitary and health representatives and equipment at new postal facility location. Request for abandonment of alley that runs through building site of new Postal Facility. Resolution of Intention to abandon alley was presented. Ellingson moved resolution be approved as drawn up by City Attorney, seconded by Smyser. On roll call vote all Councilmen voted for adoption. Bjorneby, of Parks and Recreation Committee, reported on costs of enclosing swimming pools and filtration costs. Police Chief Christopherson presented "Goldenrod Accident Report" that the State Patrol desires they put into use. City Attorney Murray, reporting on Trailer Court Ordinance. Asked that action be delayed on revision of Trailer Ordinance until State submits all changes in Trailer Regulations. Also that the public should be notified that the City intends to enforce the Dog Ordinance. Homuth moved that the City Attorney be authorized to write Genevieve Huntsinger. Smyser seconded and motion carried. Mayor Flynn reported that the Water Department no longer gives adjustments on water bills except for billing errors. Any person requesting adjustments referred to City Council. Mayor Flynn requested approval of George Beardslee as Acting City Clerk. Homuth moved approval, seconded by Turner and carried. City Engineer made a request to call for bids on a pickup truck and a 2-ton truck. Also a 1-ton dump truck would be needed in near future. Lenon moved that call for bids be granted, seconded by Jorneby and carried. Roberts moved permission be granted, seconded by Bjorneby and carried. Ellingson inquired about the possibility of the City providing "Off Street Parking" to meet future parking needs. Ellingson appointed chairman of Committee of own choosing to investigate this possibility. Homuth made the suggestion of putting in additional parking meters near the new Post Office location. Homuth also inquired about the status of the Campbell house trailer, as the permit for permission to use has expired. Meeting adjourned by order of Mayor Flynn.
