REGULAR MEETING
A regular meeting of the Kalispell City Council was held November 7,
1966, at 7:30 P.M. in the Council Chambers with Mayor Flynn presiding.
All councilmen were present.
The minutes of the October 10, 1966, meeting were read and approved as
read on motion of Councilman W. Roberts. Seconded by Councilman O'Brien
and carried.

Councilman W. Roberts moved the ambulance bids be referred to the Safety
Committee and Fire Chief with the power to act. Seconded by Councilman M.
Roberts and carried.

Councilman Bjorneby moved the Police Car bids be referred to the Safety
Committee and Police Chief with power to act. Seconded by Councilman Roche
and carried.

Councilman W. Roberts moved the cast iron bids be rejected, that bid
specifications be tightened with point of delivery being stated and a new call
for bids be published. Seconded by Councilman Riley and carried.
Committee Reports:
Street Lighting - Councilman W. Roberts recommended the installa-
tion of street lights on Highway 93 South. Councilman Roche moved that
three 21,000 lumen street lights on 40' poles be installed on Highway 93
South. Seconded by Councilman W. Roberts and carried.
Street Lighting Petition for Sylvan Drive - Councilman Bjorneby
moved that street lights be installed on Sylvan Drive, as requested in the
petition and that property owners be assessed for street lighting. Seconded
by Councilman Happ and carried.
Woodland Park - Councilman Roche recommended that lighting at the
hockey rink be increased by replacing some of the present lights with 7,000
lumen lamps. The over-all lighting of Woodland Park was discussed, and it
was generally agreed that the lighting at Woodland Park should be upgraded.
A further study is to be made with the aid of Pacific Power and Light Company
personnel.

City Official Reports:
City Clerk and Treasurer for September
City Engineer, Police Chief and Police Judge for October
Councilman W. Roberts moved the approval of the City Official Re-
ports. Seconded by Councilman Bjorneby and carried.
The guard rail island located South of Kalispell by the Hacienda was
discussed by members of the Council and the Police Chief. The general con -
census of opinion was that this "island" is a traffic hazzard and should be
removed. The question arose as to whether this location was a State or City
responsibility. Councilman Roche moved the Street & Alley Committee investi-
gate to determine if the City has the authority to remove the guard rail
island near the Hacienda. Seconded by Councilman O'Brien and carried.
Finance Committee:
Councilman Homuth reported that all claims had been audited and moved
acceptance of the Finance Committee Report. Seconded by Councilman Roche
and carried.
Safety Committee:
Councilman Homuth reported the Committee has not had a meeting regard-
ing consolidation of radio coimnunications. Er. Bill Car of Pacific Power &
Light Company wished to meet with the Committee regarding the cominuncation
consolidation.
Mixing Plant Petitions - Councilman :•:. Roberts reported a petition pro-
testing the location of the 'Nix Plant had been received. The Committee is
in the process of contacting persons who signed the petition to find out
exactly the complaint of each person.
One -Way Streets - East Side: Councilman IT. Roberts reported this was
to be held in Committee for further study.
Councilman Roche moved the intersection of 2nd St. & 5th Ave. West be
made a 4-way stop. Seconded by Councilman Happ and carried.

GENTLEMEN:
The Committee met on October 29 and on Nov. 3, 1966, at 7:30 P.11. in the
Chambers of the Kalispell City Council. Members of the Fire and Police De-
partments were invited to attend these meetings and there was a representa-
tion from each of these departments at each of the meetings.
The Proposed Bill was reviewed and some revisions were recommended.
The Legislative Council Committee is meeting November 25th and 26th in
Helena and has invited City Officials and representatives of the Police and
Fire Departments to attent this meeting concerning Police and Fire Pension
Legislation.

City Engineer McClintick reported a request has been received by r'r. Nor-
deen for permission to put in a house trailer at 915 West Center Street.
Councilman 11. Roberts moved the request for permission to have a house trailer
at 915 West Center Street be denied. Seconded by Councilman W. Roberts and
carried.
Councilman Roche moved adoption of Resolution No. 2603 - a resolution
fixing the cost of sidewalk and curb construction completed during 1966 and
authorizing issuance of warrants for payment of said sidewalk and curb con-
struction. Seconded by Councilman 11. Roberts. Roll Call Vote. All voted Aye.
Councilman Bjorneby moved adoption of Resolution No. 2604 - a resolution
authorizing the creation of a Capital Improvement Fund for the Water Depart-
ment. Seconded by Councilman W. Roberts. Roll Call Vote. All voted Aye.
Councilman Roche moved enactment of Ordinance No. 734 - an ordinance
amending Section 11-11 of the Code of the City of Kalispell, :lontana, re-
garding Garbage containers - duty to provide; Location; Specifications.
Seconded by Councilman Happ. Roll Call Vote. All voted Aye.
Councilman Bjorneby moved enactment of Ordinance No. 735 - an ordinance
amending Section 4-20 of the Kalispell City Code - impounding, redemption,
or other disposal of unlicensed dogs. Seconded by Councilman Roche. Roll
Call Vote. Councilman Riley voted no. All other councilman voted Aye.
Correspondence:
Letters were received from the State Highway Commission regarding blinker
lights.
Bonds:

Councilman Roche moved acceptance of bonds. Seconded by Councilman W.
Roberts and carried.
Union Contract:
Councilman Bjorneby moved Mayor Flynn be authorized to sign contract
with Local 256 Municipal Employees' Union. Seconded by Councilman W. Roberts
and carried.
Councilman O'Brien moved the Nov. 14, 1966, City Council ieeting be
postponed to Nov. 21, 1966. Seconded by Councilman W. Roberts and carried.
Councilman W. Roberts moved for adjournment. Seconded by Councilman
O'Brien and carried.
