REGULAP, MEETING
A regular meeting of the Nalispell City Council was held September 6, 1966,
at 7:30 P.N. in the Council Chambers.
Mayor Flynn presided, with all councilmen present.
1inutes of the regular meeting on August 8, 1966, the special meeting on
August 8, 1966, and the special meeting on August 15, 1966, were read and ap-
proved as read on motion of Councilmen Roche. Seconded by Councilman W. Roberts
and carried.
No bids were submitted for the Opening of Bids on Griffin Park.
Correspondence:
A letter was received from Fire Chief Tillson reporting the action of the
Kalispell FireDepartment Relief Association placing Captain Donald R. Adams on
the Disability Pension Roll of the Kalispell Fire Department Relief Association
effective August 1, 1966.
Letter of resignation from Policeman Richard J. filler - effective date
9-1-66.
Letter received from property owners on 1st Avenue West objecting to Korn
Buick using a parking lot as a used car lot.
A letter was received from Water Supt. Harris requestion permission to
call for bids on a car of cast iron pipe and fittings of various sizes. Coun-
cilman W. Roberts moved dater Supt. Harris be authorized to call for bids for
cast iron pipe and fittings. Seconded by Councilman Roche and carried.
A letter was received from the Valley Hank requesting 24-minute speed
parking meters in front of the Bank. Councilman Roche moved the request of the
Valley Bank be referred to the Parking Meter Committee with power to act.
Seconded by Councilman Bjorneby and carried.
A letter was received from Police Chief Christopherson requestion perr.Ass-
ion to call for bids for a new patrol car. Councilman Bjorneby roved Police
Chief Christopherson be authorized to call for bids for a new patrol car.
Seconded by Councilman id. Roberts and carried.
Letter from Police Chief Christopherson requesting stop signs he placed
on all roads entering Highway 93 from the blinker light on South r-_ain to the
Hacienda, and suggested that street lights be installed in the vicinity of the
Armory on Highway 93 South. He also requested the intersection of 7th `.ve.
E.N. and Oregon Street be signed by a four-way stop on a trial basis. The
street light request was referred to the Street Lighting Committee for further
study. Councilman Roche moved stop signs be installed as requested by Police
Chief Christopherson. Seconded by Councilman W. Roberts and carried.
A letter was received from H. A. Fisher regarding the dunp ground lease.
This was referred to City Attorney Yurray and City Engineer 14cClintick.
A letter from the State Board of Health regarding Water -Sewer, Swimming
Pool and Dump Grounds.
Letter received from State Electrical Board outlining the St.ate's electri-
cal inspection program.
i Safety Plaque was received from the AAA showing, a 16-year achievement
with no pedestrian fatalities.
Approval of Bonds:

Councili.ian Bjorneby n.ov-ed approval of bonds. Seconded by Council:an
O'Brien and carried.
City Official Reports:
Clerk and Treasurer for July.
Engineer, Police Chief, Police Judge and Sanitarian for August.
Councilman M. Roberts rioved approval of City Official Reports. Seconded
by Councilman W. Roberts and carried.
Committee Reports:
Library - Councilman O'Brien reported the old Post Office Lease has been
completed and an attempt to obtain a Federal Grant for remodeling is planned.
Streets & Alleys - Councilman Happ requested that junk cars on Streets
and Avenues should be removed.
Under consideration by the cor.T:ittee is the possibility of establishing a
left -turn lane at the intersection of hest Center Street and Nain Street.
Sewer -Water: Councilman Roche recorLmended the City Water Department offer
free water to Flathead County for the watering of City Courthouse Park in ex-
change for Flathead County providing the care and maintenance of said City Court-
house Park. Councilman Roche moved acceptance of the report. Seconded by Coun-
cilman Happ and carried.
Mayor Flynn reported that he and Councilman Bjorneby had attended a meeting
in Helena regarding Fire and Police Pensions.
Addressing the Council:
Mr. Dpan Jellison of the Airport Association presented the Strand lease for
approval. Councilman W. Roberts Noved approval of the lease as aiaended. Seconded
by Councilman Roche. Roll Call Vote. Councilmen Riley and Bjorneby voted No.
All others voted Aye. Carried.
Ass't. Police Chief Waggener reported problems with golf carts on the Citi,
Streets. Councilman Roche said that the Golf Association would renedy this
problem.
Ass't. Police Chief Waggener also reported there was a problem with portable
signs, creating a hazard by obstructing vision at intersections. Fences were
also included. This was referred to the Safety Comnittee for further study.
City Engineer AicClintick re,^.00ted that the new o,,ner of the Tiddletree Apts.
had requested the City to surface the allely at the owner's expense.
Councilman Roche moved adoption of Resolution No. 2598 - a resolution author-
izing N'ayor Flynn to sign an option to purchase land in Woodland Heights. Se-
conded by Councilnan Homuth. Roll Call Vote. All voted Aye.
Fire Chief Tillson requested permission to send a fireman to the "Auto Arson
Seminar" at Helena, Montana, on Septer..ber 12, 1966. Councilman O'Brien moved
Fire Chief Tillson be granted permission to send a fireman to the Auto Arson
Seminar. Seconded by Councilman Riley and carried.
Councilman W. Roberts moved for adjournment. Seconded by Councilman O'Brien
and carried.
