08/03/66 City Council MinutesREGULAR FETING
Regular meeting of the Kalispell City Council was held August 3, 1966, at
7:30 P.M. in the Council Chambers.
Mayor Flynn presiding with Councilmen Roche and W. Roberts absent. All
other councilmen present.
Minutes of the July 25, 1966, meeting were read and approved as read on
motion of Councilman M. Roberts. 2nd by Councilman O'Brien and carried.
City Official Reports:
City Engineer, Police Chief, Police Judge, Sanitarian - for July.
Councilman M. Roberts moved acceptance of City Official Reports. 2nd by
Councilman O'Brien and carried.
Committee Reports:
Annexation - Councilman Bjorneby reported the requests of Perry Brown and
one other party (physical therapist), who each wished to annex single lots to
the city. This was held in Committee for further study.
Library - Councilman O'Brien reported that County Commissioners request a
Resolution from the City granting the County taxing authority for Library pur-
poses. Councilman O'Brien moved adoption of Resolution No. 2593 granting tax-
ing authority to the County for Library purposes. 2nd by Councilman Bjorneby.
Roll Call Vote. All councilmen voted Ave.
Street & Alley - Councilman ?,`. Roberts presented a petition requesting
the closure of alley in Park View Addition. Councilman M. Roberts moved adop-
tion of Resolution No. 2594 - a Resolution of Intention to Abandon an Alley.
Seconded by Councilman O'Brien. Roll Call Vote. All councilmen voted. Aye.
Park Committee - Councilman Bjorneby recommended re -advertising Griffin
Park with minimum bid $90,000.00, sealed bids. Oral bids to follow opening of
sealed bids, permitted to those qualified by sealed bids. Council reserves the
right to reject any or all bids. Councilman Bjorneby moved approval of Park
Committee Report. Seconded by Councilman M. Roberts and carried.
Chief of Police Christopherson requested the 25-mile speed limit be ex-
tended on Highway 93 South to past Danny's Drive Inn. Councilman Homuth moved
a 25-mile speed limit be established on Highway 93 South at the Thomas Christmas
Tree Yard for traffic entering the City from the south, and a 35-mile speed
limit be established at the same point for traffic leaving the City. Seconded
by Councilman Happ and carried.
Councilman O'Brien moved adoption of Resolution No. 2590 - a Resolution
Levying an Assessment for the Sprinkling of the Streets and Avenues with oil
in the Oil Sprinkling District. Seconded by Councilman Bjorneby and carried.
Councilman 0' rien moved adoption of Resolution No. 2589 - a Resolution
Levying an Assessment for Water Sprinkling the Streets and Avenues for the
Year 1966. Seconded by Councilman 1. Roberts. Roll Call Vote. All voted Aye.
Councilman Bjorneby moved adoption of Resolution No. 2591 - a resolution
levying a special tax for the removal and disposition of garbage or other of-
fensive matter from streets, elleys, or on any premises. Seconded by Council-
man Homuth. Roll Call Vote. All councilmen voted Aye.
Councilman Bjorneby moved adoption of Resolution No. 2592 - a Resolution
Levying an Assessment for Lighting the Streets and Avenues in the Lighting
District. Roll Call Vote. All voted Ave.
Correspondence:
Letter received from Fire Chief Tillson requesting that Roger Bowman be
confirmed as Fireman. Councilman Bjorneby moved Roger Bowman be confirmed
Fireman. Seconded by Councilman O'Brien and carried.
Letters of appreciation for pay increase were received from the Kalispell
Police Protective Association, Kalispell Fire Department Wage Committee, Office
Employees of the Water Department and City Clerk's Office.
Addressing the Council:
Martin Hendrickson, 1531 and 1537 - 5th Avenue East, requested separate
water service for 1537 - 5th Ave. East. This request was referred to the
Water -Sewer Committee.
City Engineer McClintick expressed appreciation for the increase in salary.
He also reported that the new mix plant was exceeding expectations, that
the plant was producing 40 to 50 ton per hour and no dust problem was being
experienced, and that depreciation would be approximately $1.00 per ton and
the cost laid down on the street was approximately $5.20 per ton.

Hearing on Preliminary Budget
- We, the undersigned, being all of the members of the City Counaii, do
hereby waive notice of the date and purpose of the Special ??eeting of the
City Council to be held Wednesday, August 3, 1966, at 7:30 P.N., and consent
to the transaction of the above and any other business that may properly
come before the Council.

No one appeared to support or protest the budget.
George Hammond, representing the Municipal Employees Union, requested
priority in re-employment for those men who were "force cut" because of lack
of work and that employee should not lose rights because of drawing out re-
tirement.
Hospital Insurance - The City would agree to payroll deduction for this
purpose if employees have a group insurance plan.
Union dues check off. City Agrees to withhold union dues for those
members who authorize the City to do so. Union will present new contract
in the near future, which will be effective July 1st.
