Regular meeting of the Kalispell City Council was held May 16, 1966 at
7:30 P.M. in the Council Chambers.
Mayor Flynn presiding with all councilmen present.
Minutes of the May 9, 1966 meeting were read and Councilman Bjorneby moved
approval of minutes as corrected (correction in Park Committee reported build-
ing is to be constructed of material other than concrete block). Seconded by
O'Brien and carried.
Nelson Lease:
Mr. Charles Therrien reported that he and his associates were negotiating
to take over the maintenance of the refuse cans and wished to make an agreement
with the Council after talking further with his associates and Mr. Nelson.
Committee Reports:
Councilman W. Roberts, Reserved Parking for Wayne Fritz, reported committee
had not had a meeting but it was found that the Police Department was renting
a hood for this parking and felt that this was satisfactory.
Councilman M. Roberts - Road Oil Bids - Reported the road oil bid was
awarded to Phillips Petroleum as this was the lowest bid that met specifica-
tions. 11. Roberts moved acceptance of the report. Seconded by Bjorneby and
carried.
Councilman Roche - Malathion Bids - The bid was awarded to W. Cody of
Missoula for 97% Malathion.
. Councilman Roche - Park Committee - Reported the city has been offered
an opportunity to purchase some land in the Woodland Heights Add'n for
$10,000.00 which could be paid off on terms to suit the city. The land is
located in the area between the south border of Brick and Builders Supply and
the north border of Woodland Park. Councilman W. Roberts moved the Park Com-
mittee continue neg6tiations regarding this offer. Seconded by Bjorneby and
carried.
Councilman Roche - Swimming Pool - Recommended that the swimming pool be
opened for another season.
Addressing the Council:
Mr. Art Burch requested that an area in Woodland Park be set aside for
an Ice Hockey Rink. The area he would like set aside is north of the present
skating area. He requests that the north end of the requested rink area be
widened to 75 ft. and that poles be installed for lighting and that provisions
be made for flooding the area.
Water System Bids:
Councilman Bjorneby and Councilman M. Roberts questioned if it were advis-
able to automate the water system to the extend proposed, and felt that a modi-
fied plan might serve out needs as well and be considerably less in cost.
Councilman W. Roberts moved that Mr. Whetstine of Morrision-Maierle and repre-
sentatives of Hersey-Sparling Company be asked to meet with the Council to
supply further information regarding proposed automation and that a special
meeting of the City Council be called for this purpose. Seconded by Roche and
carried.
Charles Tillson - Fire Chief - Reported that there had been another fire
at the City Dump - the tractor having caught fire. Chief Tillson requested
that a fire extinguisher be made available at the dump and suggested that the
extinguisher be mounted on the tractor.
Mixing Plant:
The question of a possible dust problem that might be created by a mixing
plant was raised and the possibility that a dry dust collector might not be
adequate, and that dust might be a problem as far as location 6f plant is con-
cerned. The City Engineer explained that the City's operation of the plant
would be at lower temperatures and at a lower volume than the plants used for
State Highway construction and that because of this, there would be relatively
little dust produced and that the dry collector would be very adequate to con-
trol the dust. Councilman Riley moved that the Mixing Plant be located at the
City Shop. Seconded by Bjorneby and carried.
Councj4man Riley moved for adjournment. Seconded by O'Brien and carried.
