Regular meeting of the City Council of the City of Kalispell, Montana was
held at the Council Chambers at 7:30 P. M. on March 14, 1966.
Mayor Flynn presiding. All Councilmen present.
Invocation by Rev. Loewen of the Central Bible Church.
Minutes of the regular meeting of March 7, 1966 were read and approved as
read on motion by Councilman Roche. Seconded by W. Roberts and carried.
Councilman Roche moved the adoption of Resolution #2577, a Resolution
extending the corporate limits of the City of Kalispell, Montana. Seconded by
Happ. On roll call vote all Councilmen voted for adoption.
Opening of Bids for purchase of Pump and Motor and Miscellaneous items.
Bids received from C. Powell Electric, Carl Weissman & Sons, and Pacific
Hide and Fur Depot.
Councilman Homuth moved the bids be referred to the Sewer -Water Committee
with power to act. Seconded by O'Brien and carried.
Councilman Bjorneby moved that the Starting Dates of Employment for Firemen
and Policemen be inserted in the minutes. Seconded by O'Brien and carried:

City Attorney Murray presented Ordinance #730, an Ordinance amending Section
22-17 of the Revised City Codes, providing an increase in Mill Levy. The passage
of this ordinance would bring our ordinance in line with the State Codes.
Councilman Bjorneby moved adoption of Ordinance No. 730. Seconded by Roche. On
roll call vote all Councilmen voted for adoption. (providing salaries for Policemen
placed on reserve list)
Mayor Flynn reported on Police Retirement and recommended a new Retirement Plan
be formulated for new officers added to the Police Department in the future as adding
new personnel to the present retirement plan would assure the financial collapse of
the present retirement program.
City Attorney Murray read a proposed Resolution, a Resolution formulating a
separate -retirement for newly employed police officers in the future.
Police Officers, Bob Soderstrom, Curtis Snyder, Ted Waggener, and Police Chief
Christopherson felt that the passage of this resolution would create some problems
and asked that further study be made before any action is taken.
Mayor Flynn appointed members of the Safety Committee and Finance Committee
as a Committee to meet with the Police Department representatives to make a further
study.
Airport Lease - Minor changes in the wording of the Airport Lease worked out
by Council and Airport Association Representatives.
Councilman Homuth moved adoption of Resolution No. 2578, a Resolution
authorizing Mayor Flynn to execute a lease with the Airport Association. Seconded
by Bjorneby. On roll call vote all Councilmen voted for adoption.
Bonds - Councilman W. Roberts moved acceptance of the following bond. Seconded
by Happ and carried.
Gordon M. Jensen - Plumbers Bond
City Engineer McClintick requested the Council pass a Resolution which would
set the load limit 50 pounds below the state load limit for the streets and avenues

of the City of Kalispell with the exception of Highway 93 (Main Street) and
Center Street which would be set the same as the State Load Limits.
Councilman Roche moved adoption of Resolution No. 2579, a Resolution setting
the load limits as�prescribed by the City Engineer. Seconded by Bjorneby.
On roll call vote all Councilmen voted for adoption.
City Engineer requested permission for Carl Torgerson, Assistant at the Sewer
Disposal Plant to attend the Sewer -Water School being held at Missoula during March
and the first part of April.
Councilman W. Roberts moved permission be granted for Carl Torgerson to
attend the Sewer -Water School in Missoula. Seconded by Bjorneby and carried.
City Engineer requested permission to call for bids for gravel and road
oil, oil to meet State specifications.

Councilman Happ - A through street in an East West direction should be
considered possibly on loth Street or llth Street.
Library Consolidation
Councilman O'Brien reported some of the problems that the consolidation of
City & County Libraries would present and said that he would arrange a meeting
with Mr. D. P. Langbell as soon as possible to further discuss this matter.

carried.
