REGULAR MEETING
A regular meeting of the Kalispell City Council was held October 2, 1967,
in the Council Chambers at 7:30 P.::., with Mayor Bjorneby presiding.
All councilmen were present.
The minutes of the meeting held September 11, 1967, were read and ap-
proved as read on motion of Councilran Roche. Seconded by Councilman Roberts
and carried.
Committee Reports:
Safety - Councilman i:iron requested a progress report from Fire Marshall
Gene Thompson. Fire Marshall Thompson reported the locations of buildings
that have been torn down or burned down and also locations of buildings ex-
pected to be removed in the near future.
With the aid of blackboard diagrams, Councilman iviron gave a report of
the traffic situation in the High School area and pointed out a number of
traffic problems that the construction of the High School Addition created
and steps that the Safety Comr.Attee and Police Chief had taken to attempt to
relieve some of these problems. Miss Louise Hanger and Mr. Richard Nelson,
representing residents of 4th Avenue West in the 500 Block, objected to the
one-way traffic for that block. eir. John T•allard of the High School said
that they have 14 school busses which load on 6th Street West during various
hours of the day. The busses at present were headed South on 6th Street
while loading and it was necessary that the busses proceed South on 6th
Street to 3rd Avenue West, as they were not able to negotiate the turn at
the intersection of 4th Avenue west.
Following a discussion, Councilman Roche moved that there be no parking
on 6th Street West next to the Nigh School, that the 500 block of 4th Avenue
West be restored to two-way traffic and that there he no parking on either
side of 4th Avenue West from the intersection with 6th Street to 25 ft. North.
Seconded by Councilman Roberts and carried.
Councilman 11iron moved that there be no parkin, on 2nd Avenue East from
the intersection with 3rd Street East for a distance of 15 ft. South on each
side of 2nd Avenue East. Seconded by Councilman Happ and carried.
Ceune_
Employment - Councilman .icCormick reported the Committee recommends that
all Union employees of the City of 'Kalispell be paid on an hourly basis. :.'nly
non -union employees will be carried on a monthly salary. We further recommend
that the employees assigned as ;:iaintenance personnel at the City pump station
be utilized in other work with the Water Department when there are periods
not requiring the full time of a man at the pump station.
Councilman McCormick moved passage of Ordinance No. 743 - an ordinance
fixing the salaries and compensation of City employees. Seconded by Council-
man O'Brien. Roll Call Vote. _:11 voted :eye.
Airport - Councilman O'?;rien reported the Airport Association wishes to
lease a strip of airport property to the Jaycee's. The Jaycee's want to use
the property for the storage of Christi -as street decorations and for the
storage of flags. Councilman O'.'_jrien moved approval of the Airport Associa-
tion leasing airport property to the Jaycee's. Seconded by Councilman Roberts
and carried.
Sidewalk & Curbs - Councilman iiapp reported requests for curb cuts have
been received from Kalispell Ceneral }'.ospital - 6th Ave. East, Motor Supply -
Center Street and 2nd Ave. West, and Jay Kilpatrick - 3rd Ave. W.N. and Idaho.
The Committee recommends these curb cuts be granted to aid in off-street
parking. On the corner lots, the curb cuts shall be 20 feet back from the
corner. The firms shall pay the cost of the curb cuts ` $1.00 per foot over
allowable cut. Councilman Happ moved approval of the requested curb cuts.
Seconded by Councilman Riley and carried.
Street & Alley - Councilman Happ moved the adoption of the following
letter of intent:

We, the undersigned, request that the Street and Alley Committee recom-
mend to the City Council that it resolve that a portion of Glenwood Drive
in the Adams Addition and Kinshella Avenue in the Lewis and Clark Addition
be included in a surface water drainage system that will serve an area of
approximately 600 acres now generally bounded on the east by ;.eridian Road,
on the north and west by the natural high crest of ground, all land within
Section 1 and 12, Township 28, North Range 22 West, until such time as it
is economically feasible to establish an S.I.D. or M.I.D. to build an under-
ground storm sewer to serve this area.
The surface water drainage system is proposed to be a shallow graded
swale at approximately 20 foot width along the route proposed on the attached
preliminary design prepared by Atlas Engineers of Billings, "ontana.
A design of pavement in the involved portion of Glenwood should be such
so as to contain the surface water drainage between the curbs.
A drainage swale is proposed on Kinshella Avenue which at present is
undeveloped. At such time as Kinshella Avenue is developed, pavement design
should be such as to contain the surface water drainage between the curbs.
It is intended that easements across private lands be acquired, and
ultimately be granted to the appropriate public authority.

Adoption of above letter of intent was seconded by Councilman Hensley
and carried.
Street & Alley - Councilman Happ reported the Committee requests Council
approval to investigate the possible lease of First Federal Savings t`x Loan
parkin; lots on 2nd Avenue West. Councilman O'Brien moved the Street & Alley
Committee be authorized to investigate the possibility of leasing parkin --
lots on 2nd Avenue .Jest from First Federal Savings & Loan. Seconded by
Councilman Roche and carried.
The Street & Alley Committee also recommends the South side of Idaho
Street east of 4th Ave. E.N. be striped yellow.
Sewer & Water - Councilitian Roberts reported the Committee recommends
that if a customer has a hi;h bill due to leakage, and it is 217/1 or :,lore of
the customer's average bill, then an adjustment to the customer ".1ay be made
by the Water Superintendent and/or the City Clerk as follows: _add 20% to
the customer's highest bill for the preceding year, and render a hill for
that amount. The leak must be repaired before an adjustment is .-ranted.
Councilman Roberts moved adoption of the Sewer -Water Coru,iittee report.
Seconded by Councilman Riley and carried.
Open Bids - Police Patrol Car:

Councilman Roberts moved the bid be referred to the Safety Cormlittee
with power to act. Seconded by Councilman tiiron and carries?.

Addressing the Council:
Mr. Bill Ha , representinz the Skyline Bowl, requested the Council re-
consider his request for 1-hour additional parking on Tuesdays and Wednesdays.
The councilmen assured 1r. Haiiii his request would receive further considera-
tion.
Fire Chief Charles Tillson reported General Roofing has subi,Atted a
bid price of $95C.00 for re-roofin` over fire truc % stalls.
Councilman liiron moved acceptance of the bid of General Roofing, pro-
vided the bid was revised to show a firm ceiling of $950.00 for the reroofing.
Seconded by Councilman Rilev and carried.

Ass't. Police Chief Gil aldwin reco fended the closure of Wyoming Street
from Highway 93 to 2nd Avenue W.N. during school hours, and the painting of
the crosswalk across Highway 93 near the Russell School.
Mr. Fred Posey, Principal of Russell School, felt that these recommenda-
tions should be followed for increased safety for the school children.
This was referred to the Safety Coi-u:iittee for further study.
A petition was received requesting the street light on Pacific Power L
Light Pole #2821 in Block 139, Kalispell Original Addition, be added to the
City Lighting Assessment. Councilran Riley moved the petition be granted
when the 1968 assessments are assessed. Seconded by Councilman Roche and
carried.
Councilman Roche moved for adjournment. Seconded by Councilman `1cCormick
and carried.
