08/14/67 City Council Minutes306 SPECIAL MEETING 14 A Special Meeting of the City Council of the City of Kalispell, Montana, was held in the Council Chambers on August 9, 1967, at 7:30 P.M. for the purpose of conducting a Budget Hearing. Mayor Bjorneby presided. All councilmen were present. Mayor Bjorneby asked if anyone were present to support or protest the proposed budget. No one appeared to support or protest the proposed budget. Councilman Miron moved the proposed Fire Department budget be reduced $706.52 and the Police Department budget be reduced $860.86. Seconded by Councilman Happ and carried. Councilman Miron recommended that 1% increment be paid to fire and police personnel for service beyond 20 years. Councilman Roberts moved the pay base for firemen and policemen be $475.00 per month and that Increment be paid on a base of $400.00 up to and including 20 years service. Seconded by Councilman Riley. Councilman Miron voted No. Motion carried. Councilman Hensley moved that the Street Department budget for new equipment be reduced $10,000.00. Seconded by Councilman O'Brien and carried. Mayor Bjorneby recessed the meeting until Monday, August 14, 1967, at 7:30 P.M. REGULAR MEETING A regular meeting of.,the City Council and continuation of the Budget Hearing was held in the Council Chambers on August 14, 1967, at 7:30 P.M. with Mayor Bjorneby presiding. All councilmen were present. The minutes of the meeting held on August 7, 1967, were read. Council- man O'Brien moved the minutes be amended to include the effective date of July 1, 1967, for the appointments of Curtis Snyder to Plain Clothes Officer and William Ulrich to Sergeant. Seconded by Councilman Miron and .carried. Councilman O'Brien moved approval of theā€¢minutes as'amended. Seconded by Councilman Riley and carried. Committee Reports: Councilman Miron moved the meter maid be paid $1.85 per hour effective July 1, 1967. Seconded by Councilman O'Brien and carried. Councilman Miron reported a letter of resignation was received from Perry Brown. Councilman Miron moved Perry Brown be granted his entire leave pay without any deduction for schooling. Seconded by Councilman Roberts. Roll Call Vote. Councilman Hensley abstained. All others voted Aye. Councilman Miron moved the appointment of Morgan Richard Stotts, Jr. as probationary policeman for a period of six months, at a salary of $400.00 per month during the probationary period. The effective date of the pro- bationary appointment is to be September 1, 1967. Seconded by Councilman Riley. The question of residency requirements was raised and discussed. Councilman Miron withdrew the motion and Councilman Riley withdrew the second on the motion. Mayor Bjorneby appointed Morgan Richard Stotts, Jr. as policeman for a probationary period of 6 months beginning September 1, 1967. Councilman Miron moved the Mayor's appointment of Morgan Richard Stotts, Jr. be approved. Seconded by Councilman Riley and carried. Parking Meter Committee - Councilman Riley reported the Committee recommends that 2-hour parking be enforced as set forth in existing City Ordinance Section 17-90 of the Code of the City of Kalispell, with the ex- ception that this apply only in metered positions within the prescribed area. Decals shall be placed upon the meter posts as set forth in City Ordinance Section 17-87 of the Code of the City of Kalispell to inform the public. Additional authority for this action is set forth in Section 17-51 of the Code of the City of Kalispell. Councilman Riley moved the enforce- ment of the 2-hour parking limit as recommended by the Parking Pieter Com- mittee. Seconded by Councilman O'Brien and carried. Employment Committee - Councilman McCormick presented a pay schedule for City employees. Councilman McCormick moved the adoption of the pay schedule with changes as noted. Seconded by Councilman Roberts and carried. 207 City Official Reports: City Clerk and City Treasurer - June Engineer, Police Judge, Police Chief and Sanitarian - July Councilman Roche moved acceptance of the City Officials' Reports. Seconded by Councilman Roberts and carried. Councilman Roche moved that $5,000.00 be restored to the new equipment budget of the Street Department, making the item for New Equipment $15,000.00. Seconded by Councilman Roberts and carried. Councilman O'Brien moved adoption of Resolution No. 2639 - A Resolution Adopting the Final Budget for 1967-68. Seconded by Councilman ,iiron. Roll Call Vote. All voted Aye. Councilman Roche moved adoption of Resolution No. 2640 - A Resolution Fixing the Mill Levy for 1967-68 at 42.328 mills. Seconded by Councilman Riley. Roll Call Vote. All voted Aye. City Engineer McClintick expressed appreciation to the Mayor and Council for the pay raises that were granted to the City employees. Councilman Riley moved for adjournment.
