A Special Feeting of the Kalispell City Council was held April 26, 1967,
in accordance with the following notice given and acknowledged:
TO THE HONORABLE BOARD OF COUNCILMEN

Gentlemen:
There will be a Special Meeting of the City Council Wednesday, April 26,
1967, at 7:30 P.M. for the following purpose:
MEETIN4 WITH THE CITY LIBRARY BOARD
We, the undersigned, being all of the members of the City Council, do
hereby waive notice of the date:and purpose of the Special Meeting of the
City Council to be held Wednesday, April 26, 1967, at 7:30 P.M., and consent
to the transaction of the above and any other business that may properly come
before the Council.

Mayor Flynn presided at the meeting. All councilmen were present.
Library Board members present were Mrs. Maro Butchart, Mrs. Donald
Schnaidt,Mr. Del Langbell and City Librarian Jeane Sturdivant.
Mrs. Butchart addressed the Council, stating that the Library Board had
enjoyed it's association with the City Council and that the Board was grate-
ful for the interest and cooperation the Council had given to the Library and
to the Board.
Mrs. Butchart stated that she and the Library Board were in favor of the
Library consolidation, but that the Board was concerned in that they felt the
City should safeguard the City Library personnel and insure the continuation
of library services, some of which might be lost in consolidation if the
Council did not make necessary agreements prior to consolidation to protect
the personnel and assure continuation of services. She also felt that the
library services should be continued during the change -over period and that
the change -over should be done in one year.
Architect Bierrum estimated the cost of remodeling the building for li-
brary purposes to be $76,000.00, and that this included some carpeting in
the entry of the building. The cost of remodeling is approximately $7.00 per
square foot.
Besides the current Library Building, the City has an investment of
30,000 volumes of books and some equipment. -
Services that have been furnished by the City Library include:
Reference library
Evening hours
Library field trips
Books checked out to schools
Story Hour
Readers Digest Magazine for the Blind
Columbia Records
The Board feels that the present City Librarian, Jeane Sturdivant, should
be the Librarian for the new consolidated Library, as she is familiar with the
County Library, as well as the City Library, and is well acquainted with the
library needs of the area.

The Board does not recommend that a college library be included in
the library consolidation, as library needs for a college are far different
than those of a public library.
Mrs. Schnaidt stated that they were vitally interested in protecting
the present personnel of the City Library and of maintaining the library
services, and are concerned with the growth and expansion of library ser-
vices.
Mr. Langbell stated that no one in the area is more familiar with the
needs of the Library as the present City Librarian Jeane Sturdivant, and
the best protection of the City's investment in the consolidated libraries
is to assure that Jeane Sturdivant becomes'Head Librarian for the new con-
solidated City - County Library. There should be a prior agreement with
the County as to City representation on the Library Board, and an agree-
ment that will assure the continuation of the library services.
So far, the County has not consulted with the City Library Board on
any of these matters and Mr. Langbell expressed concern that the City
Might relinquish control too quickly and too egsily. The City should have
a written agreement with the County concerning personnel, services and
representation before consolidation of the libraries is completed.
Councilman O'Brien reported that he expected that a formal agreement
would be drawn up regarding services, personnel, policies and representa-
tion after a meeting between the Council Committee and County Commissioners.
Councilman O'Brien reported that he had proposed a plan whereby the
County would levy 3 mills excepting Whitefish and Kalispell. This millage is
to be used to operate the Kalispell City Library and the County Library dur-
ing the change -over period. Since the County was limited in Capital Expen-
ditures to $10,000.00 per year, this would not make enough matching funds
available.
The City, however, is not limited in Capital Fund Expenditures and,
therefore, could levy 3 mills for library purposes. This would raise ap-
proximately $27,000.00 and with matching funds, would result in adequate
funds. This would mean that the City would have to revoke the taxing
authority it has given to the County in order to make the City 3 mill levy
to raise the necessary capital funds. Councilman O'Brien reported that he
is presently waiting for an opinion from City Attorney Murray that the
City can spend the amount of the mill levy for capital expenditures.
Mayor Flynn expressed appreciation to the Library Board for their re-
port to the City Council.
Councilman Happ moved Mayor Flynn be authorized to sign the architec-
tural agreement with Mr. Bierrun. Seconded by Councilman Roche and carried.
Mayor Flynn presented a statement by himself and City Engineer Mc-
Clintick regarding a quit claim deed returned to the City unsigned by Don-
ald V. McClarty and Patricia F. McClarty.
Councilman Homuth moved the following statement of the Mayor and City
Engineer be made a part of the minutes; Seconded by Councilman Bjorneby
and carried.

In November 1964, Donald McClarty placed several large rocks in Mission Street
as it passes Lot 13 Block 3, Highland Park Addition to Kalispell, on its West
boundary. These rocks supposedly marked the corner of the above mentioned lot.
This street had been improved as a street and used as such for many years.
We the undersigned T. R. Flynn, Mayor of Kalispell and L.B. McClintick, City
engineer viewed the property with Don McClarty and 'his wife Patricia McClarty
in November 1964 and suggested that the city of Kalispell would construct a
retaining wall at this corner to eliminate a traffic problem, and at the same
time retaitL their fill where it was spilling over into the street on this corner.
Both Mr. and Mrs. McClarty agreed that this was the best solution and agreed that
they would sign a quit claim deed to this small piece of property,which is being
used as a street, to the City of Kalispell. L. B. McClintick immediately
surveyed the property and set stakes showing where the retaining wall would be
placed and Mr. and Mrs. McClarty agreed this would be very satisfactory.
As winter was closing in this wall was immediately constructed.
L. B. McClintick prepared the description of the property to be deeded and had
a deed prepared,these were delivered to Don McClarty by L. B. McClintick and T.
R. Flynn in December 1964 at his office. He stated that the wall was an excellent
improvement and he would have Mrs. McClarty sign the deed with him and return it to
the City of Kalispell, after checking it with his attorney.
The McClartys have never signed the deed and Don McClarty has made several vague
excuses for not signing it. The City of Kalispell has fulfilled its agreement with
Mr. & Mrs. McClarty, and we as the persons responsible for making the agreement
are extremely disappointed that they have not seen fit to keep their word as agreed.

Mayor Flynn reported that the Flathead Anti -Crime Report had given a
distorted picture of police payrolls in Kalispell. With illustrations com-
paring police salaries of Kalispell, Whitefish and Columbia Falls, the Mayor
demonstrated that police wages in Kalispell were much more favorable than
those reported in the Anti -Crime Commission Report. Mayor Flynn concluded
his report with the following statement:
"The Crime Report fails to consider the obvious solution to covering
the cost of increased police protection. Cities should not be bearing the
load of the Sheriff Department and the Police Department. If Kalispell
taxpayers could be freed of this double load, the $23,000.00 that is now
paid by city taxpayers to maintain the Sheriff Department, would provide
all of the extra police protection that might be desired."
Mayor Flynn presented the State Examiner's Report with particular re-
ference to the Examiner's comments, and read a statement prepared in reply
to the State Examiner's Report.
Councilman Riley moved the letter of reply to the State Examiner's
Report be published in the official newspaper of the City of Kalispell,
along with the State Examiner's Report. Seconded by Councilman Roche and
carried.
Councilman Roche called attention to the work that has been done in
Woodland Park by donated labor and equipment and the tremendous dollar value
that this donated labor and equipment represented.
Councilman Happ moved Elm Court be permitted to place a sign on the
boulevard on 5th Avenue E.N. according to specifications and restrictions of
the City Engineer. Seconded by Councilman Riley and carried.
Councilman Riley stated that appreciation for the donated labor and
equipment used at Woodland Park should be expressed to those who had donated
their labor and equipment, and at the same time appreciation should be ex-
pressed for the donated labor and equipment that was used at the airport,
as at the time the work was done at the airport, adequate appreciation was
not expressed.
Councilman W. Roberts moved for adjournment. Seconded by Councilman
Homuth and carried.
