12/09/68 City Council Minutes4 REGULAR MEETING A regular meeting of the Kalispell City Council was held December 9, 1968, at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding. All councilmen were present. Minutes of the meeting held December 2, 1968, were read. Councilman O'Brien moved approval of the minutes as corrected. Seconded by Councilman McCormick and carried. City Official Reports: City Clerk and City Treasurer - October. City Engineer, Plain Clothesman, Police Chief, Police Judge and City Sanitarian - November. Councilman Roberts moved acceptance of the City Official Reports. Seconded by Councilman McCormick and carried. Open Bids - Sale of Used Radio Equipment: No bids were submitted. Covaittee Reports: Finance - Councilman Hensley reported the Committee has audited all claims against the City and have approved all but two for payment. The claim of Mr. Miller for garbage refund was disapproved. The claim of the Montana Power Company for relocation of a gas main was also disapproved. Councilman Hensley moved adoption of the report. Seconded by Council- man Miron. The disapproved claim of the Montana Power Company was discussed. Councilman Roberts voted no. All other councilmen voted aye. Motion car- ried. Remodeling of Police Judge Chambers: Councilman Hensley reported bids have been received for this remodel- ing, but have not been opened. The Committee is to meet -to consider bids and report back to the Council. Petition for Student Parking Permit - The petition was discussed by Councilmen, and the"general consensus was that the petition should be de- nied, as the City has free parking lots available within walking distance, and it was felt the students could line up additional parking on private lots in the vicinity of the college. Airport - Sale of Airport Land: Councilman O'Brien reported the Council Committee has met with the Airport Board and Mr. Strand. The Council Committee reconmends the property be sold to Mr. Strand for $7,500.00, approximately 3.2 acres, plus a per- manent easement for roadway purposes. Councilman O'Brien moved adoption of the Committee recommendation Seconded by Councilman Roche. There was considerable discussion on the motion with some objection to the sale of the land and some concern regarding the granting of a perma- nent easement. Councilmen McCormick and Hensley voted no. All others voted aye. Motion carried. Consolidated Library: Councilman O'Brien reported the completion date for the Library will probably be about one month later than planned. Parking Meter & Street Light - Councilman Riley reported a request has been received for installation of a street light at the intersection of llth Street and 8th Avenue West. The Committee recommends that we honor this street light request as outlined in the petition. Councilman Riley moved the installation of a street light be ordered for the intersection of llth Street and 8th Avenue West, with the cost to be assessed to the petitioners. Seconded by Councilman Miron and carried. Street Lighting - Councilman Riley reported that the street lighting In the Adams Addition has been completed. Councilman Miron reported that the Policemen's Ball last Saturday was very successful. The annual Fireman's Ball will be held New Years Eve at the Eagle Hall. 01 Fire Chief Tillson reported on the meeting held in Billings concern- ing Pamphlet No. 30. The Fire Department plans to contact bulk dealers to inspect and make recommendations right after the first of the year. Safety - Councilman Miron reported the Department of Public Instruction is sponsoring a Fire Training School in Missoula December loth. Fire Chief Tillson requests permission to send two firemen'to this school. The Depart- ment of Public Instruction will pay 9C per mile and $12.00 per day, so there will be no expense to the City. Councilman O'Brien moved Fire Chief Tillson be authorized to send two firemen to the training school in Missoula. Seconded by Councilman Miron and carried. Police Chief Waggener reported on some of the highlights of the Riot Training School, and stated that this was the outstanding school of his career. Safety - National Conference on Narcotics and Dangerous Druxs: Councilman Miron reported a letter has been received from District Judge Robert C. Sykes recommending that the City of Kalispell send a member of the Kalispell Police Department to this conference, which is to be held in Chicago, Ill., January 27th to 30th. The recommendation was considered by Council members, who agreed this would be of benefit to the City, but funds have not been budgeted for this purpose. Councilman Miron introduced Mr. LeKander, who operates The Traffic Youth Activity Center. He stated they have a council consisting of students throughout the Flathead Valley and are chartered as a non-profit organiza- tion, as of October 1st, for the purpose of providing entertainment in the form of dances. Age limits are for high school and college students. We also have a program which involves non -students, but we keep a tight con- trol on this. Mr. LeKander was asked if they had a membership card or some form of identification. He replied that they have what is called a "Traffic Citation," which is small and similar to a business form and has a number. This number is recorded in a book along with the name. Chief Waggener asked how they proposed to control under -age students (under 18) from attending after curfew (12:30 A.M.). He replied thtt the dances end at 12:30 and that those under 18 have left prior to that time. Our activities are scheduled so that Junior High activities are at a different time than the activities for high school and college age. We do not wish to mix the two age groups. He was questioned in regard to competition from the Teen Center. In reply, he stated that they advertised in Libby and other surrounding com- munities, and therefore, did not depend entirely on Kalispell youth for support. Sewer -Water Award of Bids: The Committee has awarded the bids for Schedules 1 and 3 to Grinnell Company of Great Falls and the bid for Schedule 2 to Consolidated Supply of Spokane, the low bidders. Sewer -Water - Ordinance Restricting Connettion of Private Water Sup- plies with City Water: The Committee wishes to make additional revisions in the ordinance before presenting it for adoption. Annexation - 5th Avenue East Water Extension: Councilman Roberts reported the Committee proposes to present a plan for annexation of this area on a metes and bounds description so that an S.I.D. can be created for the replacement of the water line. Councilman Miron moved the Annexation Committee be authorized to pre- sent plan for the annexation of the 5th Avenue East area from 14th Street South. Seconded by Councilman Roche and carried. Authorize Call For Bids: Councilman Roberts moved the call for bids for gasoline and diesel fuel for the coming year be authorized. Seconded by Councilman McCormick and car- ried. Mayor Bjorneby reported receipt of the National Safety Commission Re- port and requested the Council authorize him to appoint a 5-man committee to study the Commission Report. Councilman Miron moved the Mayor be authorized to appoint a 5-member committee to study the National Safety Commission Report. Seconded by Councilman Happ and carried. Mayor Bjorneby reported on a meeting with Mr. Penner, Engineer for the Ken R. White Company: The meeting was concerned with Neighborhood Development Programs and the availability of Federal funds for Neighbor- hood Development.
