11/11/68 City Council Minutes391 REGULAR MEETING A regular meeting of the Kalispell City Council was held November 11, 1968, at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding. Councilman Riley was absent from the meeting. All other.councilmen were present. Minutes of the meeting held on November 4, 1968, were read. Council- man Roche moved approval of the minutes as read. Seconded by Councilman McCormick and carried. STATE EXAMINER REPORT: Mayor Bjorneby referred the State Examiner Report to the Finance Com- mittee. COMMITTEE REPORTS: Safety - Councilman Miron reported the Committee has awarded the bid for the new police patrol car to Rygg Ford, the low bidder. Safety - Courthouse Couplet: There will be a meeting Wednesday night with representatives of the State Highway Department, County Commissioner and the Committee. Councilman Miron invited the Mayor and other Council members to attend this meeting. Safety - Councilman Miron introduced Mr. Bill Pentilla, State Fire Marshall, who spoke to the Council regarding N.F.P.A. Pamphlet No. 30, and urged that the City adopt this by reference. He stated that they preferred to have enforcement on the local level. The Fire Marshall's office was mainly concerned with enforcement in un-incorporated towns. The State Fire Marshall's office does not have sufficient personnel to effectively inspect and enforce the regulations for all municipalities and therefore, request the aid of the larger incorporated cities to provide their own inspection and.enforcement. The State Fire Marshall's office is happy to assist the cities if problems develop that can not be handled locally. He informed the Council that there is to be a meeting in Billings in December, when representatives of the oil industry would discuss the regu- lations in Pamphlet No. 30 with fire personnel. Representatives of local bulk dealers were in favor of delaying action on Ordinance No. 762 until after the December meeting in Billings, at which time the regulations in Pamphlet No. 30 would be better understood. Councilman Miron moved that action on Ordinance No. 762 be deferred until the second meeting in December - December 9th. Seconded by Council- man McCormick. The motion was discussed by several Councilmen, and a roll call vote was requested. Roll call vote. Councilmen Hensley and Roche voted aye, all other voted no. Motion failed. Councilman Miron moved for adoption of Ordinance No. 762 - an ordinance to establish regulations for the handling, storage and use of flammable and/ or combustible liquids. Seconded by Councilman Roberts. Roll call vote. Councilmen Hensley and Roche voted no, all other voted aye. Motion carried. Parking - Councilman Happ reported a request has been received for re- moval of the boulevard on the West side of Buttrey Food Store so that angle parking may be established. Action was deferred. ADDRESSING THE COUNCIL: Fire Chief Tillson requested that he and Gene Thompson be granted per- mission to attend the meeting in Billings on December 3rd and 4th, at which time Pamphlet No. 30 was to be studied. Councilman Miron moved that permission be granted. Seconded by Coun- cilman O'Brien and carried. Gene Thompson reported that some fill was needed at 311 Meridian Road where the Fire Department had burned an old building. This property is owned by the City. CORRESPONDENCE: Mayor Bjorneby read a letter from the Associated Chambers of Commerce, which contained a request for the appointment of someone from Kalispell to serve on the Planning Advisory Committee. Councilman O'Brien moved the Mayor be authorized to contact prospective persons. There was no second to this motion. It was suggested that Mr. Shaw or Mr. Person might be interested in serving on this Committee. The Mayor Is to contact Mr. Shaw or Mr. Person to see if they might serve on the Com- mittee. Police Chief Waggener reported that he had a party interested in pur- chasing the old radio and wished to know what price he should ask for the old radio. Councilman Hensley suggested that bids be called for the sale of the used radio. Councilman Miron moved that call for bids for the sale of old radio equipment be published. Seconded by Councilman Happ and carried. 400 c� In a letter from City Engineer McClintick, he reported that the S.I.D. 305 Project has been completed and inspected, and recommended acceptance of the project. Councilman Roberts moved that S.I.D. 305 Project be accepted. Seconded by Councilman Roche and carried.
