REGULAR MEETING
r A regular meeting of the Kalispell City Council was held October 14, 1968,
in the Council Chambers with Mayor Bjorneby presiding.
The meeting was called to order by the Mayor at 7:30 P. M. City Clerk,
George Beardslee, being absent, the City Attorney was directed to take the
minutes. I .
All members of the Council were present.
The miA(ites of the meeting of October 7, 1968, were read. Motion for
approval was made aby Councilman Hensley, seconded by Councilman Roberts.
Motion was carried.
Reports of the City Clerk, City Treasurer, Police Chief, Plain-clothesmen,
City Engineer, Police Judge, and Fire Chief were presented. Councilman Roche
moved that the reports be accepted. Seconded by Councilman Roberts and passed.
The report of the City Sanitarian was likewise presented. Councilman Miron
pointed out the special help that has been received by the City Sanitarian from
Clyde Runkle. Mr. Runkle was introduced to the Council. Councilman Roche
moved to accept the Sanitarian's report. Seconded by Roberts, passed.
Committee Reports
-- Councilman Roche reported he had nothing new to report on the remodeling
project of Woodland Park Swimming Pool. Some discussion was had as to
whether or nod the old boiler facility of the current pool should be demolished
by city crews rather than included in the contract for remodeling when let. This
point was not decided as it was the consensus of the group this question should
be considered when the bids for the overall job are submitted and considered.
The proposed leasing of the old Carn6g,e Library to the Kalispell Art
Association was discussed but nothing specific decided in this area.
Councilman Roberts advised he had no committee reports to submit. He
called upon Mr. Gordon Doughertyof the Greenacres Water Association to
present the proposal of that Association to the Council.
Mr. Dougherty advised the Greenacres Water Association desires to
replace the two-inch main with a six-inch main. Dougherty advised the total
remodeling project of the existing facilities of the Greenacres Water Association
is to be accomplished in three phases with the initial phase the replacement of
the main. Councilman O'Brien moved that the matter be referred to the Water
and Sewer Committee with the power to act. Seconded by Councilman Happ and
passed.
Councilman Hensley advised he had no reports of his committee but desired
to discuss the list of trailers in the City which are not licensed according to the
report submitted by the City Sanitarian. Councilman Hensley commented that
the ordinances could be enforced. Councilman Roche moved that the City
Sanitarian and City Attorney should confer and attempt to secure compliance to
the Ordinances relative to trailers by persons having trailers within the City.
Motion was seconded by Councilman Hensley and passed. The City Sanitarian
and City Attorney were requested to report to the City Council the progress made
in this area at the expiration of thirty (30) days.
Councilman Happ had no committee reports to submit.
Councilman O'Brien reported that Mike Strand has proposed that he be

City Sanitarian Goulet inquired it the council might consider some
amendment to the Trailer Ordinance to make it possible for some existing
Trailer Homes to comply. Council members were not in favor of amending
the present ordinance. City Attorney Donahue reported that the City
Attorney Office and City Sanitarian intend to proceed with the enforcement
of the Trailer Ordinance.
