Seconded by Councilman Roche and carried. 000 Committee Reports: Parks - Councilman Roche reported a request has been received from Mr. Bob Englebach asking that the City buy new bases for the ball diamond at Griffin Park. The cost of the bases is $90.00. They also requested per- mission to demolish the old bleachers and ask that the City furnish material for the rebuilding of bleachers. The Park Committee recommends: 1. The City purchase the bases requested. 2. Permit demolition of bleachers, but the City will not furnish material for replacement. 3. Necessary sanding and tilling of the infield to be done by City equipment. However, labor is not included. Councilman Roche moved acceptance of the report. Seconded by Councilman Miron and carried. Councilman Roche reported the Pee Wee's have agreed to delay use of the ball parks in Woodland Park. Councilman Roche reported that 148 valid signatures are needed to com- plete the swimming pool petition. These need to be obtained within a week's time so that the additional names can be checked and the petition presented to the Council in time so that the Notice of Close of Registration may be published for the required length of time. Sewer -Water - Councilman Roberts moved the call for bids for S.I.D. 305 sewer construction be published. Seconded by Councilman Hensley and carried. Street & Alley - Councilman Happ reported the Committee recommends the request of James Schmauch to place a trailer house on First Street West be denied, as trailers are allowed only in licensed trailer courts. Councilman Happ moved adoption of the report. Seconded by Councilman Roberts and carried. Sidewalk and Curb - Councilman Happ reported the Committee recommends that concrete upright curbing be ordered installed on both sides of 6th Street West between 5th Avenue West and Meridian Road. Councilman Happ moved adoption of Resolution No. 2682 - a resolution ordering the installation of concrete curbing on 6th Street West. Seconded by Councilman Roche. Roll Call Vote. All voted Aye. Sidewalk and Curb - Councilman Happ reported the Kalispell General Hos- pital has requested permission to remove the boulevard and curb on 8th Street East between 5th and 6th Avenue East. The Committee recommends Kalispell General Hospital be granted permission to remove the boulevard and curb to allow for angle parking. The curbs are to be replaced by Kalispell General Hospital according to specifications and the City Engineer is to regulate distance new curb is to be located from power poles. Councilman Happ moved adoption of the report. Seconded by Councilman Hensley and carried. Street & Alley - Councilman Happ reported the Committee has been con- sidering the purchase of parking lots on 2nd Avenue West behind the bowling alley. First Federal Savings & Loan Association is asking $20,000.00 for the thip" and a half lots. The matter was discussed at length by the Council members and it was felt the Committee should continue negotiations for the purchase of these lots. Employment - Councilman McCormick reported Local 256 of the Municipal Employees Union wishes to re -open negotiations for contract changes. The Committee has planned a meeting with representatives of Local 256 on Monday, May 20th, at 7:30 P.M. in the City Council Chambers. Since this is an en- tirely new contract, the Committee requests the City Attorney and Mayor also attend this meeting. Safety - Councilman Miron complimented Larry Stem, Inter Lake reporter, on the article published in the Daily Inter Lake concerning the Kalispell Police Department. Safety - Councilman Miron reported Fire Marshall Gene Thompson has re- quested permission from the Council to burn down the building located on property at 1003 - 8th Avenue West. Permission has been obtained from one of the owners, but the Fire Marshall has been unable to make contact with the other owner. The Committee recommends the Council grant permission as requested. The City Attorney recommended this be delayed and further effort be made to contact the other owner for permission. n 1 "0, cc c prc-i 3 1- 54 Councilman Miron reported Fire Marshall has also requested the Council grant permission to burn a building located at 1020 - 6th Avenue West. Written permission has been received from the owner. The Committee recom- mends that street equipment be used to knock down the old structure and pile the material for burning and that the Fire Department burn the material. No objections were voiced by Council members. Safety - Councilman Miron reported that Fire Chief Tillson requested permission to send Eugene Thompson to the Fire Arson Seminar at Eugene, Oregon. Councilman Hensley moved approval of the request. Seconded by Councilman Roche and carried. Fire Chief Tillson also requested permission for 11 firemen to attend a defensive driving school. Chief Tillson reported that firemens' wives were attending this school at their own expense. Councilman Miron moved the City pay school expenses for 11 firemen to attend the defensive driving school. Seconded by Councilman O'Brien and carried. Safety - Councilman Miron reported that Section 11-1815 of the Revised Codes of Montana 1947 provides that the salary of Police Chiefs in First Class Cities shall not be less than $450.00 per month for the first year of service, and thereafter of at least $450.00 per month, plus one per cent of said minimum base monthly salary for each additional year of service up to and including the twentieth year. The Committee recommends the Police Chief's pay be adjusted accordingly from July 1, 1967 as the State law pro- vides. Councilman Miron moved adoption of this report. Seconded by Coun- cilman Roche and carried. Councilman Miron reported Police Chief Waggener requested permission to send two men to the Law Enforcement Academy at Bozeman. Plans are to send Donald Hellman and Ronald DuPuy to this Academy. Councilman Roche moved approval of the Police Chief's request. Seconded by Councilman Miron and carried. Addressing the Council: Mr. Dan Korn, representing Mrs. William Hansen, stated Mrs. Hansen wished to have water connected to a trailer home located on her property, that water service has been extended to this property since 1929, and to the trailer since 1960 until a short time ago. Mrs. Hanson had relied on re-establishment of service and had in good faith proceeded in making ar- rangements for re -use of this property and that this would not be the grant- ing of a new service, but of reconnecting an established service. Councilman Roberts felt that it would be better to have a separate ser- vice line and separate meter for the trailer rather than to extend service from the house to the trailer as had been done previously. This property is outside the City limits and the City has no control as to whether or not a trailer is placed on the property. He also stated that he felt some agree- ment should be made so that the City would not be obligated to c6ntinue service to the trailer in the event Mrs. Hansen should sell the property. Councilman Miron moved the Water Committee work out an agreement with Mrs. Hansen and present the agreement for Council consideration at the May 13th meeting, and that water service be granted in the interim. Seconded by Councilman Roche and carried. Ordinances: Proposed Ordinance No.'s 752, 753, 754, 755, 756, 757 and 758 were read by Deputy City Attorney Norbert Donahue. Councilman Riley moved adoption of Ordinance No. 752 - an ordinance amending Section 25-1 of the Kalispell City Code (changing minimum number of trailers in trailer courts). Seconded by Councilman Happ. Roll Call Vote. All voted Aye. Councilman Roberts moved adoption of Ordinance No. 753 - an ordinance amending Section 17-48.1 of the Kalispell City Code (prohibiting the opera- tion of unauthorized vehicles in City parks except upon established road- ways). Seconded by Councilman Roche. Roll Call Vote. All voted Aye. Councilman Roche moved adoption of Ordinance No. 754 - an ordinance regulating area size of lots for construction and maintenance of dwellings. Seconded by Councilman Riley. Roll Call Vote. Councilman Miron abstained. All others voted Aye. Councilman Roberts moved adoption of Ordinance No. 755 - an ordinance amending Section 19-35 of the Kalispell City Code (concealed weapons).
