REGULAR MEETING
A regular meeting of the Kalispell City Council was held April 1, 1968,
at 7:30 P.M. in the Council Chambers. Mayor Bjorneby presided.
Councilman Happ was excused from the meeting. All other councilmen
were present.
The minutes of the meeting held on March 11, 1968, were read. Council-
man Riley moved approval of the minutes as read. Seconded by Councilman
McCormick and carried.
Hear and Pass on Protests - S.I.D. 309
No protests were received.
Councilman Roberts moved adoption of Resolution No. 2675 - A Resolution
Creating Special Improvement District 309. Seconded by Councilman Roche.
Roll Call Vote. All voted Aye.
Committee Reports:
Safety - Signal Lights for North Highway 93 School Crossing: Council-
man Miron reported a letter has been written to Mr. Hebert who has forwarded
the request to the State office in Helena. As yet, no reply has been re-
ceived.
Safety - Request by Future Farmers of America to Move Stop Signs: Ed
Holmquist, Lee and Larry Conrad of the FFA requested they be given permiss-
ion to move the stop signs from the intersection of 5th Avenue West and 6th
Street to the crosswalk location between the main High School Building and
the Vocational Building and to be permitted to paint the crosswalk. The
stop signs to be moved would be those presently stopping 5th Avenue West
traffic at the 6th Street intersection. Councilman Miron moved that the
FFA be granted permission to move the stop signs and paint the crosswalk
under the supervision of the City Engineer. Seconded by Councilman Roche
and carried.
Safety - Police Conferences: Police Chief Ted Waggener requested per-
mission for Ass't. Chief Baldwin and himself to attend the Chief's Confer-
ence in Miles City April 17th and 18th. Chief Waggener also requested per-
mission for Lt. Curtis Snyder and himself to attend the Attorney General's
Conference in Helena on April 24th and 25th. Councilman Miron moved the
requests of Chief Waggener be granted. Seconded by Councilman O'Brien and
carried.
Safety - Fire Marshall Gene Thompson reported on the highlights of
his activities during the month of March.
Safety - Junk Vehicles on Streets and Private Property: Councilman
Miron reported the next campaign of the Safety Committee will be to have
"junk vehicles" removed from City streets and private lots, as provided in
Section 19-36 of the Code of the City of Kalispell. Mr. Calvin Cox will
haul away wrecked vehicles at a nominal fee. Councilman Miron requested
Mr. Cox to address the Council. Mr. Cox stated that he would haul away
wrecked vehicles at the following rates: Complete car, $5.00; car with no
motor or radiator, $7.50; and car with body and frame only, $10.00.
Street Lighting - Adams Addition: Councilman Riley moved adoption of
Resolution No. 2676 - a resolution providing for installation of street
lights and for the assessment of the property owners in the Adams Addition
for Street Lighting. Seconded by Councilman Roberts. Roll Call Vote.
All voted Aye.
Annexation - Grandview Heights Addition: Councilman Roberts moved
adoption of Resolution No. 2677 - A Resolution of Intention to Annex the
Grandview Heights Addition. Seconded by Councilman Miron. Roll Call
Vote. All voted Aye.
Annexation - Request to Place Rouse Trailer on Lot 9 of Block 33:
Councilman Roberts reported Mr. James Schmauch requested permission to
place a house trailer on the above lot. This would be a temporary place-
ment and is in the industrial zone. There has been quite a bit of van-
dalism in the area, and having someone there should reduce this problem
considerably. This was held in the Committee for further study.
Sewer -Water Committee - Water Bill Collections: Councilman Roberts
reported there has been some problem with delinquent water accounts. The
Committee has directed the Water Department to tighten up on collections.

Parks - New Pee Wee Baseball Fields: Councilman Roche reported new
top soil will be available from the Northridge area. The area of the new
ball fields will be graded and back -stops will be built. There is no need
to haul in top soil and to seed until water is available. The Pee Wee's
are hopeful of using the fields for practice this spring.
Parks - Pool Renovation: Councilman Roche reported that the differ-
ence between the original estimate and the present estimate of the cost of
the renovation is approximately $12,000.00, the original estimate being the
highest. The amount of the bond issue needed would be between $43,000.00
and $48,000.00.
There is a question as to whether or not there is a cavity under the
pool. There are two different methods of testing to determine whether or
not a cavity exists --one by drilling holes in the bottom of the pool, and
the other method is by testing with certain equipment. A Missoula firm
has this equipment. They will be in Kalispell on the 6th of this month
and will make this test for a fee of $100.00.
Councilman Roche moved publicity on the swimming pool renovation be
Instigated. Seconded by Councilman Miron and carried.
Addressing the Council:
Fire Marshall Gene Thompson reported that James Schmauch had been very
co-operative in removing old buildings on his property --having removed five
cabins and one house.
City Engineer L. B. McClintick requested permission to call for bids
for gravel and oil. Councilman O'Brien moved the City Engineer be granted
permission to call for bids for gravel and oil. Seconded by Councilman
McCormick and carried.
Police Chief Ted Waggener requested the ordinance regulating motorcycles
in parks be changed to include all motor vehicles.
Councilman Hensley suggested that it might be wise to have a traffic
light installed at 5th Street and Main Street to help prevent further ser-
ious accidents in this area.
Councilman Roberts said he felt there should be a traffic light at
the intersection by the Eagles Building. Councilman Miron reported that the
traffic light at this intersection was being planned during the next budget
year.
Councilman Miron asked the Sanitarian to comment on the portion of his
report concerning food at the High School Lunch Program. Sanitarian Goulet
reported that he could find no evidence to substantiate the claim that there
had been a worm found in the food.
License and Permit Bond:
Treasure State Electric Electrician
Councilman Roche moved acceptance of the bond. Seconded by Councilman
McCormick and carried.
Correspondence:
The Board of Trustees of the Police Pension Fund recommended the Council
direct the City Treasurer to invest $5,000.00 of Police Pension Funds in Time
Certificates. Councilman Hensley moved the City Treasurer be instructed to
invest $5,000.00 of Police Pension Funds in Time Certificates. Seconded by
Councilman McCormick and carried.
A letter was received from the City of Butte regarding an electrical
inspection meeting to be held in Helena.
A letter was received from Larry Stockhill regarding the official name
of the City Airport.
Councilman Roche moved adoption of Resolution No. 2678 - A Resolution
Designating the Official Name of the City Airport as KALISPELL CITY AIRPORT.
Seconded by Councilman O'Brien. Roll Call Vote. All voted Aye.
Letters were received from the State Department of Health regarding
mosquito control meeting, the State Highway Department regarding encroach-
ments, and from the Municipal League requesting payment of dues.

Marshall Murray requested the appointment of Norbert Donahue as Deputy ~
City Attorney. Mayor Bjorneby appointed Norbert Donahue Deputy City Attor-
ney. Councilman Roche moved approval of the appointment of Norbert Donahue
as Deputy City Attorney. Seconded by Councilman Miron and carried.
Councilman Miron moved a $1,000.00 performance bond be required with
gravel bids. Seconded by Councilman Riley and carried.
Councilman Miron introduced Andy Nowlen and Ken Reading, students from
the FCHS American Government Class.
Councilman Riley moved for adjournment. Seconded by Councilman McCor-
mick and carried.
