02/12/68 City Council Minutes33 REGULAR MEETING A regular meeting of the Kalispell City Council was held February 12, 1968, in the Council Chambers, at 7:30 P.M. with Mayor Bjorneby presiding. All councilmen were present. The minutes of the meeting held on February 5, 1968, were read. Council- man Roberts moved approval of the minutes as corrected. Seconded by Council- man Riley and carried. City Official Reports: City Clerk and City Treasurer - December$ 1967. Sanitarian, Police Chief, Plain Clothesman, Police Judge and City Engineer - January, 1968. Councilman Roche called attention to the portion of the Sanitarian's report concerning the sharing of office space with the County Sanitarian. Councilman Roche moved the City Sanitarian office be combined with the County Sanitarian office. Seconded by Councilman Riley and carried. Open Bids: Liability Insurance for 1 Year Beginning February 18, 1968: Hammer Sauer Agency $3,455.00 Ellingson Agency 3,056.00 Councilman Riley moved the insurance bids be referred to the Finance Committee with power to act. Seconded by Councilman Roberts and carried. Committee Reports: Parks - Councilman Roche reported specifications have been drawn up for the stereo equipment. Shaw -Smith Engineers of Kalispell will complete the engineering study of the swimming pool for a fee of $200.00. Councilman Roche moved the contract for study of the swimming pool be awarded to Shaw -Smith, Inc. Seconded by Councilman Miron and carried. Sewer -Water Bids on Schedule Two, S.I.D. 308 and Schedule Three, S.I.D. 307 - Councilman Roberts reported the Committee recommends the basic bids of Mike O'Connor Construction be accepted. Councilman Roberts moved the basic bids for Schedules Two and Three be awarded to Mike O'Connor Construction. Seconded by Councilman Roche and carried. Sewer -Water - Bids on S.I.D. 306 - Councilman Roberts reported the Committee recommends that all bids be rejected and new call for bids be published calling for bid opening on March 4, 1968. Councilman Roberts moved adoption of the Sewer -Water Committee report. Seconded by Councilman Roche and carried. Finance - Councilman Hensley reported all claims for the month of January have been audited and approved for payment. The bid for legal advertising for a two-year period beginning March, 1968, is awarded to the NEWS (Ed Trippet, Publisher), except in the cases where it is deemed expedient to meet publishing dates. In these cases, the legal advertising shall be placed with the Daily Inter Lake, (Burl Lyons, Publisher). Councilman Hensley moved acceptance of the Finance Committee report. Seconded by Councilman O'Brien and carried. Street & Alley - Gasoline and Diesel Bids - Councilman Happ reported the bids for regular and premium gasoline are awarded to Continental Oil Company (Conoco). The diesel bid is awarded to Chevron Oil Company. These were the low bids. Councilman Happ moved acceptance of the Street and Alley Committee re- port. Seconded by Councilman Riley and carried. Airport - Elks' request to purchase airport property for site of new Elks' Building - Councilman O'Brien reported the Elks desired to obtain property in the Northeast corner of the airport with a 400 foot frontage on Highway 93. The Airport Association has recommended that the property be sold to the Elks at $50.00 per front foot, and the acceptance in trade of property the Elks own on Airport Road as a partial payment. The Council Committee recommends the property be priced at $65.00 per front foot. Mr. Merritt Warden, representing the Elks, said the Elks would like an option or a commitment from the City for consideration. The Elks would need a 6-months option in order to give them time to take the matter .through the necessary channels. Any option or commitment would have to be presented to the local Elks Lodge and would also need approval at the State level. Mr. Jay Kilpatrick, representing the Airport Association, reported the airport property being considered for sale to the Elks is appraised at $100.00 per front foot, but because the Elks are planning to build a swimming pool and because of the good the Elks do, the Airport Association recommended the price of $50.00 per front foot. The Airport Association would like to be kept informed as to developments regarding the airport land. Councilman Roche suggested the Airport Association, the Elks and the City Council Airport Committee have a meeting to formulate a definite pro- posal to present to the City Council. Consolidated Library - Councilman O'Brien reported that structural tests are to be made on the old Post Office Building and plans are about completed. The necessary remodeling should be under way within a short time. Correspondence: A letter was received from the City Treasurer reporting that there are adequate funds to retire the Revenue Bonds and that there are no liens against the sewer system of the City of Kalispell. Councilman Hensley moved the City Treasurer furnish the Council with a list of the people who have not purchased the required City licenses. Seconded by Councilman Roberts and carried.
