02/05/68 City Council Minutes534 RDGULAR MEETING M�1 A regular meeting of the Kalispell City Council was held February 5, 1968, in the Council Chambers, at 7:30 P.M., with Mayor Bjorneby presiding. Councilman McCormick was excused from the meeting. All other councilmen were present. The minutes of the meeting held January 15,,1968, were read. Council- man Hensley moved approval of the minutes as read. Seconded by Councilman O'Brien and carried. Hear & Pass on Protests - Purdy Addition Annexation: Councilman Roberts moved the annexation of Purdy Addition be delayed until the plat is filed. No protests have been received, and the annexation can be completed as soon as the plat is properly filed. Seconded by Council- man Miron and carried. Councilman Hensley moved adoption of Resolution No. 2666 - a resolution fixing the cost of sidewalk and curb construction for 1967 and authorizing the issuance of sidewalk and curb warrants. Committee Reports: Adams Addition Street Lighting - Mr. Barney Horstman of Pacific Power & Light Company gave a comparison of prices of underground cable, metal poles and wood poles. The Committee is to contact residents of the Adams Addition with prices for various installations and report at a later meeting. Mayor Bjorneby referred the bids to the Sewer -Water Committee. Committee Reports: Safety - Increased pay for Patrolman Bill Bagenstos - The Committee recom- mends that, effective January 1, 1968, Patrolman Bill G. Bagenstos be paid $475.00 per month and that the $125.00 initial clothing allowance be granted. It is further recommended that this probationary period be extended until resi- dency requirements are fully met (namely, residence of 2 yeafiin the State of Montana, and 6 months in the City of Kalispell), then confirmation for a per- manent status of patrolman on the Police Force may be authorized. Councilman Happ moved acceptance of the Safety Committee report. Seconded by Councilman Miron and carried. Safety - Police Chief Waggener requested that Bill Ulrich be confirmed as Sergeant. The required probationary period of 6 months has been satisfactorily completed. Councilman Migon moved that Bill Ulrich be confirmed Sergeant. Seconded by Councilman Roche and carried. Safety - Councilman Miron requested Fire Chief Tillson to report on the Fire Chiefs' Mid -Winter Conference. Fire Chief Tillson reported on the Mid - Winter Conference pointing out that one of the main objectives is to have the training of firemen within the State standardized with the future objective of having training for firemen standardized on a nation-wide basis. Parks & Recreation - Councilman Roche reported the Committee recommends Shaw -Smith, Inc. of Kalispell be engaged to complete the engineering study of the swimming pool. Parks - Councilman Roche reported the record player used for music in the park has been in service for many years and is pretty well worn out. The Com- mittee recommends the purchase of a stereo tape player as a replacement. The cost would be between $300.00 and $500.00 Councilman Roche moved the Park Committee draw specifications for a music system for the park and that a call for bids for the park music system be authorized. Seconded by Councilman Hensley and carried. Parks - The Committee recommends and requests that Jerry Anderson be authorized to purchase flowers for the parks. Councilman Roche moved accep- tance of the Committee Report. Seconded by Councilman Happ and carried. Parks - One of the Pee -Wee ball fields in Woodland Park is expected to be in playing condition by spring. Addressinx the Council: Mrs. Richard Corbitt, a resident of the Adams Addition, expressed concern about the surface water runoff in the Adams Addition. The matter was discussed at length by members of the Council and Mrs. Corbitt. No action was taken. Depot Park Lease - Councilman Roche moved the Depot Park Lease with Flathead Valley Community College be renewed at $1.00 per year. Seconded by Councilman Miron and carried. Old Library Building - The Montana Institute of Arts would like space in the old library building when the Library is moved to its new location. 19) a 3 6 Mr. Wallace Roberts, Director of the MIA, addressed the Council, ex- plaining the desire of the MIA for space in the old library building and the anticipated use they would make of the space. No action was taken. License and Permit Bonds: Kalispell Sheet Metal Gas Installer (Continuation Certificate) Miller Ford Electric Electrician (Continuation Certificate) Kalispell -Plumbing & Heating Gas Installer Harold J. Clapper Plumber Councilman O'Brien moved acceptance of the License and Permit Bonds. Seconded by Councilman Miron and carried. Correspondence: A letter was received from the City Treasurer requesting the transfer of funds from S.I.D. 297 Savings, in the amaunt of.$343.05, to pay S.I.D. Bonds due. Councilman O'Brien moved the City Treasurer be authorized to transfer the funds as requested. Second®d'by Councilman Roberts and carried. A letter from Western Microwave was read, making application to install a light passive reflector on the water tower located on Buffalo Hill. This is to be used to give Northwest Video microwave service. No action was taken. In a letter from Rygg Ford Sales, they requested permission to move a trailer house from the present lot to the Rygg Ford Underpass Hill lot. Councilman Roberts moved Rygg Ford Sales be granted permission to move the trailer house to the Underpass Hill lot and that the same conditions and restrictions apply that previously applied at the Husky Super Stop location. Seconded by Councilman Hensley and carried. Councilman Hensley moved for adjournment. Seconded by Councilman O'Brien and carried. Read and approved as corrected this 12th day of February, 1968..
