A regular meeting of the Kalispell City Council was held January 159
1968, in the Council Chambers, at 7:30 P.M., with Mayor Bjorneby presid-
ing.
All councilmen were present.
The minutes of the meeting held on January 8, 1968, were read and
approved as read on motion of Councilman Roberts. Seconded by Councilman
O'Brien and carried.
City Official Reports:
Fire Marshall - May thru December, 1967.
City Clark and City Treasurer - November, 1967.
Fire Department - 4th Quarter, 1967.
Police Chief, Plain Clothesman, Sanitarian, Police Judge and City
Engineer - December, 1967.
Councilman Roche moved acceptance of the City Officials' reports.
Seconded by Councilman Roberts and carried.
Hear and Pass on Protests - S.I.D. 307:
No protests were received..
Councilman Roberts moved adoption of Resolution No. 2660 creating
S.I.D. 307. Seconded by Councilman McCormick. Roll Call Vote. All voted
Aye.
Hear and Pass on Protests - S.I.D. 308:
No protests Were received.
Councilman Roberts moved adoption of Resolution No. 2661 creating
S.I.D. 308. Seconded by Councilman O'Brien. Roll Call Vote. All voted
Aye.
Authorize Call For Bids:
Councilman Roche moved -the call for bids be authorized for S.I.A.
307 Sewer Construction and S.I.D. 308 Sewer Construction. Seconded by
Councilman Hensley and carried.
Authorize Sale of Bonds:
Councilman Roche moved adoption of Resolution No. 2662 authorizing
the sale of Revenue Bonds for Outfall Sewer Line. Seconded by Councilman
Happ, Roll Call Vote. All voted Aye.
Councilman Roberts moved adoption of Resolution No. 2663 authorizing
the sale of S.I.D. 306 Bonds for Water Mains. Seconded by Councilman
Miron. Roll Call Vote. All voted Aye.
Councilman Roberts moved adoption of Resolution No. 2664 authoriz-
ing the sale of S.I.D. 307 Bonds for Northridge Sewer. Seconded by Coun-
cilman Roche. Roll Call Vote. All voted Aye.
Councilman Roche moved adoption of Resolution No. 2665 authorizing
the sale of S.I.D. 308 Bonds for Adams Addition Sewer. Seconded by
Councilman Roberts. Roll Call Vote. All voted Aye.
Petition - Street Lights, Adams Addition:
A petition for street lighting in the Adams Addition was referred to
the Street Lighting Committee.
Committee Reports:
Safety - Parking on 6th Street West between 4th Avenue West and 5th
Avenue West - The Safety Committee, along with the Police Department, has
studied parking needs in this location and recommends:
Parking be permitted on the North side of 6th Street West except be-
tween the hours of 7 A.M. and 5:30 P.M., from 4th Avenue West to 5th Avenue
West.
Parking be permitted on the South side of 6th Street West except be-
tween the hours of 7 A.M. and 5:30 P.M., and with the exception of the 15
feet directly north of the school building exit, where no parking will be
allowed at any time.
No parking is permitted for 30 feet north from the intersection of 6th
Street on either side of 5th Avenue West.
The City Engineer is to have the proper signs installed.

Councilman Hensley moved adoption of the Safety Committee report.
Seconded by Councilman Miron and carried.
Parking - Reserved Parking Spaces and Meter Hoods - Councilman Riley
reports the Committee finds that meter hoods have been used as they should
be --for Civic promotional activities, loading and unloading and for con-
struction activities, and further recommends that they be issued at the
discretion of the Police Chief.
The Committee has reviewed the reserved parking spaces and recommends
the old Foy Tire Shop reserved space be restored to metered parking; the
MacMillan Drug reserved space be restored to metered parking; and the
County Attorney's reserved space be restored to metered parking.
The remainder of the reserved parking spaces remain in effect, as
there are valid reasons for them. (These are listed on the Committee Re-
06rt filed in the Clerk's Office.) Councilman Riley moved adoption of the
Committee report. Seconded by Councilman O'Brien and carried.
Councilman Hensley reported B.P.O.E. 725 requested four meter hoods
for use during their convention January 26th and 27th. Police Chief
Waggoner agreed to issue four meter hoods to the Elks for use during the
Elks Convention in Kalispell.
AddressiB& the Council:
Fire Chief Tillson requested permission for himself, Gene Thompson
and Melvin Peterson to attend the Fire Chiefs' Mid -Winter Conference in
Great Falls January 27th and 28th, 1968. Councilman Miron moved approval
of the Fire Chief's request. Seconded by Councilman Happ and carried.
Correspondence:
Letters were received from Eastern Montana Collection Agency and
Montana Board of Certification.

Councilman Riley moved approval of the License and Permit Bonds.
Seconded by Councilman McCormick and carried.
Councilman Roche moved adoption of Ordinance 747 - An Ordinance
Amending Section 8-4 of the Code of the City of Kalispell. Seconded by
Councilman Happ. Roll Call Vote. All voted Aye.
Councilman O'Brien moved adjournment. Seconded by Councilman Happ
and carried.
Read and approved as read this 5th day of February, 1968.
