A regular meeting of the Kalispell City Council was held December 1, 1969,
at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding.
All councilmen were present.
Minutes of the regular meeting held November 10, 1969, were read. Council-
man Miron moved approval of the minutes as read. Seconded by Councilman
McCormick and carried. Councilman Roberts moved approval of the minutes
as read for the Special Meeting held November 18, 1969. Seconded by
Councilman Riley and carried.

Councilman Roche moved the bids be referred to the Safety Committee to re-
port back with recommendation at the next meeting. Seconded by Councilman
Miron and carried.
Addressing the Council:
Fire Chief Tillson requested permission to send Training Captain Hathaway
to.school for training officers to be held in Billings the week of Decem-
ber, 8th. Councilman Roche moved the Fire Chief's request be approved..
Seconded by Councilman Turner and carried.
Police Chief Waggener requested permission to attend the Chief of Police
meeting at Great Falls on December 4th and Sth. Councilman Riley moved
Chief Waggener's request be granted. Seconded by Councilman McCormick and
carried.
Mr. Dale McGarvey, Attorney, Main & 8th Street East, spoke to the Council
regarding the proposed Court House Couplet. Mr. McGarvey said the project
has no provisions for beautification and there should be some provision
for replacement of beautification. Mr. McGarvey stated the new office was
built in an attempt to keep property in line with the beauty of the sur-
rounding neighborhood.
Mr. McGarvey requested the City Council not to allow the State Highway De-
partment to destroy the beauty that property owners have spent years in
bringing about. Mr. McGarvey recommended further negotiation be had with
the State Highway Department in regards to beautification in the Court
House Couplet Project.
Councilman Miron stated the Council should attempt to limit damage to pri-
vate property in the construction of the couplet.
Councilman Miron asked Mr. McGarvey what he believed to be the best plan.
Mr. McGarvey replied that the best solution is to negotiate with the State
Highway Department to do something about the Court House itself. If the
increase in traffic -flow continues as it has in the past five years, it
will become necessary to relocate the Court House in order to handle the
traffic of the future adequately.
Councilman Miron further asked Mr. McGarvey if he would object to one-way
streets, in particular making 8th Street a one-way street. Mr. McGarvey
stated he did not object to one-way streets.
Mr. Howard Hammer, realtor and insurance agent, said that the problem was
not a new one, but a problem that has been going on for 20 years or more.
Mr. Hammer suggested Highway 93 be split to 1st Avenue East and 1st Avenue
West. Council members reported that the project would not qualify for
Federal funding if this were done.
Councilman Miron moved the City Council go on record urging the State High-
way Department to proceed with the Court House Couplet Project, requesting
that the interests of the private property owners affected by the couplet
be protected to the greatest possible extent, that the State Highway De-
partment submit to the Kalispell City Council for Council consideration,
the State Highway Department's proposal for beautification, and that the
final plans for the couplet project he submitted to the Kalispell City
Council for approval. Seconded by Councilman Roche. Roll call vote. All
voted aye.
Committee Reports:
Parks - Councilman Roche reported Mr. Ostein Boveng, Kalispell Ski Club,
has requested permission for the Ski Club to install three lights on the
ski run in Woodland Park, at their expense. The committee recommends ap-
proval of the request.
Councilman Roche moved adoption of the Committee Report. Seconded by Coun-
cilman Roberts and carried.
A letter has been received from the Chamber of Commerce requesting permis-
sion to place Moose Miller's stage coach across from the Chamber Office on
Depot Park property. Councilman Roche moved approval of the Chamber of
Commerce request. Seconded by Councilman Turner and carried.
Garbage - Councilman Roche reported there have been some complaints in re-
gard to garbage assessments which the Committee will review and make re-
commendations at a later meeting.
Annexation - Permission to Move Buildings:
Councilman Roberts reported the committee has investigated the request of
Mr. Roy Waters to move a building and recommends approval of the request.
Councilman Roberts moved the request of Mr. Waters be granted. Seconded
by Councilman Miron and carried.
The committee has reviewed the request of Mrs. McMannamy to move a building
from Zone 2 to Zone 3. Mrs. McMannamy has agreed to add an entrance porch
to the building in order to bring the building to the necessary square
footage to meet zoning requirements. Councilman Roberts moved approval
of the request of Mrs. McMannamy. Seconded by Councilman Riley and car-
ried.
Finance - Councilman Hensley stated the Finance Committee will meet Decem-
ber llth at 2:30 P.M. in the Water Department office.
Safety - Councilman O'Brien reported the committee feels there is no need
for the requested 4-way stop at the intersection of llth Street and 3rd
Avenue West.
Councilman Hensley moved adoption of Resolution No. 2755 - a resolution
authorizing the transfer of funds from S.I.D. 294 and S.I.D. 297 to the
S.I.D. Revolving Fund. Seconded by Councilman Riley. Roll call vote.
All voted aye.
Councilman McCormick reported the Hospital Board wished to have a member of
the Council to serve on the Board. Mayor Bjorneby appointed Councilman
Hensley to serve as Council Representative. Councilman Miron moved approv-
al of the Mayor's appointment of Councilman Hensley to the Hospital Board.
Seconded by Councilman Riley and carried.
