REGULAR MEETING
A regular meeting of the Kalispell City Council was held October 6,
1969, in the Council Chambers at 7:30 P.M. with Mayor Bjorneby presiding.
Councilman Miron was absent. All other councilmen were present.
The minutes were read for the meeting held September 15, 1969. Council-
man O'Brien moved approval of the minutes as read. Seconded by Councilman
Turner and carried.
Councilman Roberts moved adoption of Resolution No. 2744 - a resolu-
tion annexing Grand View Heights Addition No. 1. Seconded by Councilman
Riley. Roll call vote. All voted aye.
State Highway Department Agreement - Councilman O'Brien moved approval
of State Project No. 267 (01) and authorized Mayor Bjorneby to sign the
agreement. Seconded by Councilman Riley and carried.
Addressing the Council:
Mr. William Buck, Jr., of 844 - 8th Avenue West requested the extension
of water service from the residence at 844 - 8th Avenue West to a trailer
to be located on the same property.
Councilman Hensley moved the request be referred to the Water Committee
and the City Attorney and that a recommendation be brought back to the Coun-
cil. Seconded by Councilman McCormick and carried.
Mr. Charles McHenry, representing Gambles Store, and Mr. Don Boyd,
representing Montgomery Ward Store, requested permission for large trucks
to enter alley the wrong way to unload merchandise at the stores. The
present direction for the alley results in the Montgomery Ward elevator ac-
cess being blocked off while trucks are unloading at the Gamble Store. The
large truck deliveries occur approximately once a week.
Councilman Hensley moved an exception be granted to one-way direction
of the alley for large truck unloading once per week. Seconded by Council-
man Roche and carried.
Fire Chief Charles Tillson requested permission to call for bids for
a new ambulance. Councilman O'Brien moved Fire Chief Tillson be authorized
to call for bids for a new ambulance. Seconded by Councilman Hensley and
carried.
Fire Chief Tillson requested the Council designate the extra holiday
which was granted at budget time. Councilman Roche moved Columbus Day be
designated as the extra holiday. Seconded by Councilman O'Brien and carried.
Fire Marshall Gene Thompson requested the adoption of Fire Code, Flam-
able Liquids Code, FDA pamphlet No. 30, and NFDA 101 Code of 1967.
Councilman O'Brien moved the City Attorney draw the necessary ordinances
for the adoption of the Codes. Seconded by Councilman Riley and carried.
Councilman Roche moved adoption of Resolution No. 2749 - a resolution
of intention to adopt, by reference, the Life Safety Code, 1967, National
Fire Protection Associati6n #101. Seconded by Councilman Roberts. Roll
call vote. All voted aye.
Councilman Roberts moved adoption of Resolution No. 2750 - a resolution
of intention to adopt, by reference, the Fire Prevention Code, 1965, Ameri-
can Insurance Association. Seconded by Councilman Hensley. Roll call vote.
All voted aye.
Councilman O'Brien moved adoption of Resolution No. 2751 - a resolution
of intention to adopt, by reference, the Flammable and Combustible Liquids
Code, 1969, National Fire Protection Association #30. Seconded by Council-
man McCormick. Roll call vote. All voted aye.

Councilman Roberts moved the bids be referred to the Safety Committee
and to report back with a recommendation at the next meeting. Seconded by
Councilman Riley and carried.
Committee Reports:
Parks - Councilman Roche reported the Parks Committee will meet October
7th at 7:30 P.M. in the Council Chambers with the Swimming Pool Engineer and
Contractor to discuss final payment on the project and completion of minor
details of the project.
Upon Council approval, the Committee would like to pursue the possi-
bility of hiring a recreation co-ordinator. There is the possibility of
hiring a school teacher to act as full-time recreation co-ordinator during
the summer months and on a, more or less, part-time basis during the school
year. This could be done at an approximate cost to the City of from
$2,000.00 to $3,000.00.
Councilman Riley moved the Park Committee pursue the possibility of
hiring a recreation co-ordinator. Seconded by Councilman O'Brien and carried.
Councilman Roberts reported Mr. Ken Tigges has requested permission to
move a garage from the north side of California Street to property on the
south side of California Street. The Committee recommends the City Engineer
be authorized to issue a permit to move the building as requested.
Councilman Roberts moved the City Engineer be authorized to issue a
permit for the moving of the building. Seconded by Councilman Roche and car-
ried.
Chlorine Contract Award - Councilman Turner reported the Sewer -Water
Committee has reviewed the bids for furnishing the City with liquid chlorine
and has awarded the contract to Pennwalt Corporation for a two-year or 45
ton duration, whichever occurs first.
Councilman Turner moved adoption of the Sewer & Water Committee report.
Seconded by Councilman Roberts and carried.
Sale of bonds for the 5th Avenue East water line extension was dis-
cussed. It was suggested that local banks be contacted regarding possible
purchase and also the placement of an ad in the newspaper to attract a poss-
ible purchaser.
Safety - Councilman O'Brien reported that Mr. Ballard, Principal of the
High School, has requested the west side of 4th Avenue West between 6th
Street and 8th Street be designated for school bus unloading and that the
east side of the avenue be angle parking.
The Committee recommends approval of the request. Councilman O'Brien
moved acceptance of the proposal of Mr. Ballard for bus unloading and angle
parking. Seconded by Councilman McCormick and carried.

Kalispell with two Plymouth Fury Pursuit cars which meet or exceed all of
the specifications called for in the call for bids.
We would also like to submit an alternate bid of $4827.00 to furnish
the City with two Plymouth Belvedere Phrsuit cars which meet all the specifica-
tions with the exception of a one inch shorter wheelbase than called for.
The prices above are for the difference after taking the 1968 Plymouth
Police car in trade and having a tax excempt certificate furnished.
Delivery time would be approximektely 40 days from date of order.

Department to send Pat Ramsey to the Orientation School to be held in Bill-
ings on October 16th. Councilman Riley moved the Police Department be
authorized to send a representative to the Orientation School October 16th
in Billings. Seconded by Councilman O'Brien and carried.
A brief d$sl. s n was held concerning the traffic signal at Main and
Center Streets-' 15Vf Baldwin is to contact Miller -Ford Electric to check
the cycling of the traffic signal.

Councilman O'Brien moved acceptance of the surety bonds. Seconded by
Councilman Hensley and carried.
Request to Destroy Old Records - A letter was received from the City
Clerk requesting permission to destroy certain records. Councilman Roche
moved permission be granted to destroy the records as requested. Seconded
by Councilman Hensley and carried.
Mayor Bjorneby reported the Safety Commission recommends stop signs
be installed at the intersection of 3rd Avenue West and llth Street. This
was referred to the Safety Committee.
Mayor Bjorneby suggested the City might contribute a small sum of
money to the Safety Commission for postage and supplies, as the Commission
has no money. Councilman Roche moved the City of Kalispell contribute $15.00
to the Safety Commission for postage and supplies. Seconded by Councilman
Hensley and carried.
Discussions:
The news article by Jim Murphy was discussed regarding City control
of access highways to the City.
Swimming Pool Completion - Several matters concerning the swimming
pool construction were discussed, such as, minor items to be finished,
items furnished but not charged for, penalty clause, problems in getting
materials for the job, adjustment of engineering charges and others.
These matters are to be considered further at the Park Committee meet-
ing Tuesday night, October 7th.
The meeting was adjourned by Mayor Bjorneby.
