09/15/69 City Council MinutesREGULAR MEETING A regular meeting of the Kalispell City Council was held September 15, 1969, in the Council Chambers at 7:30 P. M. with Mayor Bjorneby pre- siding. Councilman Turner was absent. All other councilmen were present. The minutes were read for the meeting held September 8th. Council- man Roche moved approval of the minutes as read. Seconded by Councilman Miron and carried. City Official Reports: City Clerk and City Treasurer - July. Police Judge, Police Chief, Plain Clothesman, City Engineer and Sani- tarian - August. Councilman Roche moved acceptance of the City Official Reports. Seconded by Councilman O'Brien and carried. Councilman O'Brien moved approval of the request of the City Treasurer to cash the Garbage Fund Time Certificates. Seconded by Councilman Roberts and carried. Councilman Roche moved approval of the request of the City Treasurer to transfer S.I.D. 297 Investment Funds to the S.I.D. Revolving Fund In- vestment account. Seconded by Councilman Miron and carried. Committee Reports: Parking Meters - Councilman Miron reported the Edmiston & Bell lease lot has been surfaced and will be ready for use next Friday, September 19th. Courthouse Couplet - Councilman Miron reported the State Highway De- partment Engineers are presently doing the engineering work at the Court- house couplet and the project is under way. Safety - School Bus Unloading at Elrod School - Councilman McCormick reported that the committee recommends "No Parking Between Signs" be in- stalled 25 yards south of 4th Street on 4th Avenue West for unloading stu- dents from school bus, giving the students direct access to the playground. Councilman McCormick moved adoption of the Safety Committee Report. Seconded by Councilman O'Brien and carried. Councilman McCormick read the following report and recommendations submitted by Ass't. Police Chief Baldwin: The one-way arrows and "Do Not Enter" sign on the access road to the new Junior High School be removed. The barrier at the high school construction site is up, but no over- head canopy has been built over that area from the north exit of the west wing to the street. There is the possibility that something could fall from above in that area and cause an injury. Councilman Roche reported the swimming pool was closed for the season on September 14th. It was requested the City Engineer purchase and erect attachments and barbed wire for top of fence enclosing the pool area to prevent entry to the pool by climbing the fence. Misc. Business: In a letter from Action Advertising, they requested renewal of the contract for advertising space on City trash cans for a three-year period at $200.00 per year. Councilman Roche moved approval of the lease of advertising space for a three-year period at $200.00 per year to Action Advertising. Seconded by Councilman Riley and carried. Referring to correspondence from the State Highway Department regard- ing Council approval of priority forms in requesting State gas tax funds for payment of City of Kalispell Road Oil Contract, Councilman O'Brien moved Mayor Bjorneby be authorized to sign priority forms and application for the City's share of the State gas tax funds. Seconded by Councilman Miron and carried. Addressing the Council: Sgt. Al Rierson of the Montana Highway Patrol and Mr. Ed Wagnild of the Flathead Safety Council requested the City participate with Flathead County and the School District in bringing about temporary solution to the 1 1 traffic problem to the new Junior High School. The area of concern is on Meridian Road from Highway 2 to the entrance to the Junior High School. The proposal is to build walkways on each side of Meridian Road. It was suggested that perhaps the County could furnish equipment to grade the walkways, the City furnish hot mix for surfacing the walkways and the School District provide some funds for the project. There is to be a meeting at the County Commissioner's Office tomorrow, September 16th at 10:30 A.M.,.with commissioners and School District repre- sentatives. It is hoped the City will send representatives to this meeting. Councilman Miron moved the Mayor and City Engineer be authorized to enter into an agreement with the School District and Flathead County for the improvement of the traffic situation to the new Junior High School, within the limits of their own judgment. Seconded by Councilman Roche and carried. Councilman Roberts presented the request of Sig Ludwig for adjustment of City Special Tax Assessments and Special Improvement District Assess- ments because of an easement granted to the City. The property involved Lots 5 and 20, Block 2 of the Adams Addition. Councilman Hensley moved the request be disallowed. Seconded by Councilman O'Brien and carried.
