REGULAR MEETING
A regular meeting of the Kalispell City Council was held September
8, 1969, in the Council Chambers with Mayor Bjorneby presiding.
All councilmen were present.
Minutes of the meetings held on August 4th, 6th and llth were read.
Councilman Roche moved approval of the minutes as read for all three meet-
ings. Seconded by Councilman McCormick and carried.
Mayor Bjorneby introduced Mr. Joe Montgomery to the Council. Mr.
Montgomery, contractor at the high school, told the Council of the problem
of complying with the building code in regard to a covered walkway. The
covered walkway would be impractical in the situation because of the large
number of students moving from class to class each hour, and suggested
that perhaps the answer would be the closing of the street during school
hours with a plywood fence built around the area to prevent the students
from entering the construction area.
Councilman Riley moved the closing of 6th Street West, adjacent to
the high school, with a plywood barrier to be placed around the area.
Seconded by Councilman Roberts and carried.
Committee Reports:
Annexation - Councilman Roberts informed the Council in regard to
some possible areas to be annexed in the near future.
Councilman Roberts expressed a vote of thanks to Councilman Roche
for the time and effort spent on the swimming pool renovation project.
Finance - Councilman Hensley reported the claims for the month of
August have been audited and approved for payment. Councilman Hensley
moved acceptance of the committee report. Seconded by Councilman Miron
and carried.
Street & Alley - Councilman McCormick discussed the problems with
traffic at Center & Main Streets and the apparent confusion that exists
with the new traffic signal at this intersection. It was felt that signs
indicating the movement of traffic in various_ lanes might solve the prob-
lem.
Also discussed was the closure of parks at night, no overnight camp-
ing, patroling of parks at night and locking the gate at Lawrence Park
at night.
An area needs to be designated for busses only at the Elrod School
to allow school busses to unload safely. This was referred to the Safety
Committee.
Street Lighting - Councilman Miron recommended that the petition for
an alley light in Block 102 receive action. Councilman Miron moved Mayor
Bjorneby be authorized to contract with Pacific Power & Light for the in-
stallation of an alley light in Block 102, and the owners (petitioners)
in Block 102 to be assessed for the cost of the lighting. Seconded by
Councilman Riley and carried.
Addressing the Council:
Fire Chief Tillson requested permission to be absent from the City
and State during the time of his vacation beginning next Monday, September
15th. Councilman Turner moved the request of the Fire Chief be granted.
Seconded by Councilman Hensley and carried.
Councilman Riley moved adoption of Ordinance No. 773 - an ordinance
fixing within limits the annual salary and compensation of City employees.
Seconded by Councilman Hensley. Roll call vote. All voted aye.
Probationary Appointments:
Mayor Bjorneby requested approval of probationary appointment as fire-
man of Roger Weller, effective 9/1/69, and Ted A. Waggener, effective
9/15/69. Councilman Miron moved consent of the probationary appointments
as requested by Mayor Bjorneby. Seconded by Councilman Riley and carried.
Mayor Bjorneby requested approval of the probationary appointment
of Robert Sevier as Police Sgt. effective 8/1/69. Councilman Riley moved
consent of the appointment of Robert Sevier as Police Sgt., the effective
date to be August 1, 1969. Seconded by Councilman Miron. Councilman
Hensley moved no. All others voted aye. Motion carried.
Misc. Business:
Zoning - Eaves of building required to be the stipulated distance from
property line and/or other buildings in interpreting zoning ordinance.
Correspondence:
City Engineer McClintick discussed the letter from the State Highway
Department regarding application for street funds from the State.
Councilman Roche complimented the City Engineer and crew for the work
done on the tennis courts.
