07/16/69 SP City Council MinutesSPECIAL MEETING A special meeting of the Kalispell City Council was held July 16, 1969, In the Executive Board Room at the Conrad National Bank at 9:00 A.M. Mayor Bjorneby presided at the meeting. All councilmen were present. Department Heads appeared before the Council at various hours during the day to present their budget requests for the coming year. The meeting will be continued on July 23, 1969, at 7:30 P.M., for the adoption of the Preliminary Budget. REGULAR MEETING A regular meeting of the Kalispell City Council and a continuation of the budget meeting was held July 23, 1969, in the Council Chambers at 7:30 P.M., with Mayor Bjorneby presiding. All councilmen were present. Committee Reports: Street & Alley - Recommendation of Award of Bids: Councilman McCormick reported the Street & Alley Committee met Friday, July 18th to consider bids submitted for a new loader and a new grader. The bids offered were examined. Access to parts, service to machines and delivery time was considered since the loader was to be used immediate- ly. All bids were considered, but the Westmont Tractor Company loader filled all these requirements. It is fitted with a cold weather starting device and will handle a snow blower. It would have a guaranteed,trade-tn veive of $15,000.00. ;F--- r`�"C/:r,-X"w- The grader bids were appraised and the committee found that the Treasure State Equipment Company grader, with an automatic clutch, was the best offer in view of service, parts, accessories and delivery date of forty to sixty days. The committee consensus was that the lowest bid was not necessarily the greatest benefit to the City of Kalispell, and they recommend the ac- ceptance of the above report Councilman McCormick moved adoption of the Street & Alley Committee Report. Seconded by Councilman Roberts. There was considerable discussion on the motion --particularly in re- gard to the recommended award of the loader bid. Some of the questions raised were local dealer preference, specifications, lowest responsible bidder, best value for the City, maintenance and down -time costs and others. Mr. Howard Hurst of Westmont Tractor Company was given the opportun- ity to address the Council and present information to support the conten- tion that the Westmont Tractor Equipment is a better value for the City of Kalispell. Councilmen Riley and Turner voted no. Councilman O'Brien abstained. All others voted aye. Vote carried. Mayor Bjorneby informed the Council he intends to veto the action. Councilman Miron moved to reconsider the previous question. There was no second to the motion. Mayor Bjorneby presented a request from Dale Collins in regard to low -rent housing. Councilman Hensley moved this be referred to the City Attorney and to report back at the August 4th Council meeting. Seconded by Councilmen Roberts and carried.
