REGULAR MEETING
A regular meeting of the Kalispell City Council was held July 14, 1969,
at 7:30 P.M. in the Council Chambers. Mayor Bjorneby presided.
All councilmen were present.
Minutes of the regular meeting held July 7, 1969, were read. Council-
man Hensley moved approval of the minutes as read. Seconded by Councilman
O'Brien and carried.
City Official Reports:
City Clerk and City Treasurer for May.
City Engineer, Police Judge, Police Chief, Plain Clothesman and Sani-
tarian for June.
Fire Chief for the second quarter.
Councilman O'Brien moved acceptance of the City Official Reports.
Seconded by Councilman McCormick and carried.

Councilman Roche moved the bids on the grader and loader be referred

Councilman Miron moved the bids. rejected and returned to the bid
ders, and readvertisenment.for bids be -authorized. Seconded by Councilman
Riley. Councilman Roche voted no..,. All others voted aye. Motion carried.

In re: LIQUID CHLORINS
Thank you for the opportunity to offer a quotation on the 1969-1970 fiscal
year chlorine requirements of the City of Kalispell. Here is our proposal:
QUANTITY: Forty-five (45) net tons, in Seller -furnished one -ton
containers.during the one-year period.

DELIVERY: Minimum shipments of fifteen (15) tons on Seller's multi-
unit rail car. Date of delivery as required by Buyer.
Empty containers to be returned at no charge to the City
s of Kalispell, including your present containers.
PRICE: One Hundred and Eleven Dollars and Eighty Cents ($111.80)
per net ton., delivered to rail siding Kalispell, Montana.
Price will be 'firm during the contract period.
Pennwalt Co rporation'continues to furnish related chlorine equipment and
technical advice at no charge. Present containers have the necessary
connection to Mapt'to the City4e treatment plant fittings.

We submit our bid to furnish the City of Kalispell, Montanav standard market
quality liquid chlorine as manufactured by the Hooker Chemical Corp., of
Tacoma, Wadi.., as follows:
45-tons, minimum 15-one ton cylinder shipnents, liquid chlorine gas
at $94*00 per ton, f•oeb. Tacoma, Wash, terms net 30 days. (the in-
dicated freight rate to Kalispell from Tacoma is $1.62 cwt., on the
net weight chlorine content. If you request the 60,000 lb. rate, which
is indicated at .57 per cwt., and pay the phantom freight on the extra
30,000 lbs, your landed rate should work out to approximately 01.14 cwt.)
Return of empty cylinders free if returned on under -frame car via
reverse routing. Fifteen cylinders on hand can be exchanged when
the first order shall be delivered and return freight paid by the
seller and cylinders delivered to proper destination.
The liquid chlorine gas we propose to furnish is manufactured by the Hooker
Chemical Corp., Tacoma, Wash., and meets the specifications of the American
Water Works Association. •y
The quotation as noted above is firm for one year, second year subject to
quarterly revision.
Attached is our contrpot covering the above proposal. If this contract meta
with your approval please sign both copies and return them to us for our
signature. The original will be returned for your files.

Councilman O'Brien moved the bids ore liquid chlorine be referred to
the Sewer & Water Committee with power to act and negotiate. Seconded
by Councilman Roche and carried.
Liquor & Beer License Applications:
Councilman O'Brien moved license applications be approved, with the
exception of Rosauers, Skyline Bowl, Jack's Tavern and Hennessy's.
These are to be returned to the applicants for proper completion. Seconded
by Councilman Turner and carried.
Committee Reports:
Councilman Miron reported he had visited with former councilman, Mr.
Robert Leslie.
Councilman Miron commented that there were several bus loads of Boy
Scouts in the City. These are scouts on their way to the Jamboree, and
are in this area to visit Glacier Park.
Sewer & Water - Maintenance Contract: Councilman Turner moved Mayor
Bjorneby be authorized to sign the maintenance contract with Water Tower
Paint & Repair Company. Seconded by Councilman Roche and carried.
Swim Pool Renovation - Councilman Roche reported that they would be
guniting the pool tomorrow, and that the iron work at the north end of
the pool and in the gutter has been completed.
Addressina the Council:
Police Chief Waggoner reported that owners of vacant lots, which need
mowing, have been notified.
Traffic signals have temporarily been restored to magnetic activated
control, with the exception of those at 5th Avenue West & Idaho and Main
Street & Idaho, which still do not function properly on magnetic activated
control.
Investigation of the trailer on 7th Street West has been completed.
The owner would like to place a double wide trailer on a concrete founda-
tion at this location.
Councilman Roche requested permission from the City to convert a lot
near Stedje Bros. to a pee -wee practice field. Councilman Miron reported
the pee-wees are very much interested in further field development. Mem-
bers of the Council did not object to the proposal.
Police Chief Waggoner reported that the Western Montana Grocery have
been notified that the semi -trailer and trucks parking at this location
will begin to be ticketed for parking violation after a 30-day grace
period has expired.
Police Chief Waggoner requested permission to attend the FBI National
Academy. Councilman Riley moved Chief Waggoner be granted the time to
attend the Academy. Seconded by Councilman Turner and carried.
City Engineer McClintick reported that the sewer for the Ashley Addi-
tion has been installed.
The now signal light for the Conrad National Bank corner has arrived
and will be installed in the near future.
Water Supt. Carl Lauterjung submitted a written report on his visit
to the Colorado Springs sewage treatment facility, and particularly on the
new sludge treatment. Water Supt. Lauterjung made comments on the visit,
in addition to the written report, emphasizing that the treatment process
did not produce objectional odors, and that by the time Kalispell is ready
to install the system, several refinements in the process will have been
worked out.
Misc. Business:
Mayor Bjorneby read a letter from Ludwig Lochner, Munich, Germany,
requesting information on where to obtain old, used Western objects.
Mayor Bjorneby brought to the attention of the Council a request for
the extension of Liberty Street through Hawthorne Park. Councilman Hen-
sley moved approval of the extension of Liberty Street through Hawthorne
Park. Councilman Roche moved amending the motion on the condition that the
developer install curbing on the Liberty Street extension through Hawthorne
Park. Ssc"ded by Councilman Roberts and carried.
