07/07/69 City Council MinutesREGULAR MEETING
A regular meeting of the Kalispell City Council was held July;7, 1969,
at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding.
All councilmen were present.
Minutes of the regular meeting held June 9, 1969, were read. Coun-
cilman O'Brien moved approval of the minutes as read. Seconded by Council-
man McCormick and carried. Councilman Roche moved approval of the minutes
as corrected for the Special Meeting held June 25, 1969. Seconded by
Councilman Roberts and carried.
Liquor & Beer License Applications:
Councilman O'Brien moved that deficient applications be returned to
the applicants for completion and that acceptance of license applications
be deferred until the July 14th meeting. Seconded by Councilman McCormick
and carried.
Committee Reports:
Parks - Councilman Roche reported the renovation project is progress-
ing well. Plans are to gunite the pool by the end of this week.
The City should execute an agreement with Vern McDonald for inspec-
tion of the project.
Annexation - Grand View Heights Addition No. 2 - Councilman Roberts
moved adoption of Resolution No. 2741 - a Resolution of Intention to Annex
5 lots of Grand View Heights Addition No. 2. Seconded by Councilman Miron.
Roll call vote. Councilman Hensley abstained. All others voted aye.
Councilman Roberts called to the attention of the Council the need
for mowing weeds and tall grass on vacant lots, as they are a safety and
fire hazzard. He related having seen a motorist barely miss a child who
ran out from a lot of tall grass and weeds.
The City is to mow the lots and bill property owners for the cost.
Finance - Councilman Hensley reported the Finance Committee has
audited all claims and approved them for payment, and moved acceptance
of the Finance Committee report. Seconded by Councilman Miron and car-
ried.
Water & Sewer - Award of Bids: The Water & Sewer Committee has
awarded the bids for Water Works materials as follows:
Schedule 1 awarded to Crane & Ordway - Great Falls
Schedules 2, 3 and 4 awarded to Grinnell Company of the
Pacific - Great Falls
Councilman Turner moved adoption of the Water & Sewer Committee re-
port. Seconded by Councilman Riley and carried.
Safety - Traffic Signal Controls:. Councilman O'Brien reported a
letter has been written to the Econolite Company requesting a service
representative to inspect the magnetically controlled traffic signals,
but have not received a reply as yet.
The committee directs the Chief of Police to have these signals re-
stored to automatic magnetic activated control.
Councilman Riley stated that Mrs. Cecil Exelby has reported a problem
concerning a stray cat, apparently diseased, which has become a nuisance
to persons living on 3rd Avenue East. Councilman Riley suggested $15.00
be expended for a cat trap to capture troublesome cats. Police Chief
Waggener reported the City has a cat trap and the dog catcher would be
sent out to attempt to capture the troublesome cat.
Parking Meter - Councilman Miron reported the committee has author-
ized the purchase of 130 rebuilt meter heads for replacement purposes
and installation on new lease lots.
The parking lot lease on the Edmiston & Bell lots has been completed.
Councilman Miron reported there has been an increase in revenue from
fines and overtime parking this past fiscal year in the amount of $6,300.00.
Misc. Business:
Correspondence was received from the State Auditor regarding Police
Pension Funds.
Councilman Hensley moved the withholding for police pension be in-
creased from 3% to 5% effective July 1, 1969. Seconded by Councilman

House Trailers - Councilman Roberts brought to the attention of the
Mayor and Council the planned installation of a replacement trailer on
West 7th Street, which would be in violation of the trailer ordinance.
There was additional discussion regarding house trailers and their
control.
City Engineer McClintick reported 500 feet of the Ashley Addition
Sewer Line has been installed and indications were that the cost would
not exceed the amount set for the district.
The water line in the Porta Villa Addition should be completed this
week.
City -County Planning -Board Meeting - Councilman Miron reported that
City Engineer McClintick and himself had attended a City -County Planning
Board meeting at which five representatives of the Great Northern Rail-
road were present. The representatives of the railroad were informed
that the City of Kalispell had no further need for the railroad in the
middle of town. An immediate request for two additional railroad cross-
ings was made - a crossing for let Avenue East and one for 1st Avenue
West, and a request for the future relocation of the railroad to a more
suitable industrial location.
The railroad representatives were very seriously going to consider
allowing crossings at 1st Avenue East and 1st Avenue West.
Use of Court Probation Labor - Councilman Hensley recommended the
City should consider use of juveniles assigned to probationary -labor by
the Juvenile Court.
Chief Waggoner reported that some of these probationers were being
used and possibly more could be used in the future. Chief Waggener re-
ported that the use•of this labor was more satisfactory now than it had
been in the past, as the court now furnished supervision of these laborers.
Councilman Riley moved for adjournment. Seconded by Councilman 0•Brien
and carried.
