A regular meeting of the Kalispell City Council was held June 9, 1969,
at 7:30 P.M. in'the Council Chambers. "Mayor Bjorneby presided.
All councilmen were present.
City Official Reports:
City Clerk and City Treasurer for April.
Police Chief, Police Judge, Plain Clothesman, City Engineer and Sani-
tarian for i-lay.
Councilman O'Brien moved acceptance of the City Official Reports.
Seconded by Councilman McCormick and carried.
Hear and Pass on Protests - Addition No. 13 (West Side Buffalo Hill Ur.):
No protests were filed. Councilman O'Brien moved adoption of Resolu-
tion No. 2736 - a resolution extending the corporate limits to include
Addition No. 13. Seconded by Councilman McCormick.. Roll call vote. All
voted aye.
Porta Villa Addition - No protests filed. Councilman Turner moved
adoption of Resolution No. 2737 - a resolution extending the corporate
limits to include Porta Villa addition. Seconded by Councilman Roberts.
In a discussion on the motion in which developers of the proposed
addition participated, the question of engineering for the sewer lines in
the area was raised. The developers indicated they felt the City should
furnish the engineering for the sewer lines. Council members informed
the developers that the City has not, in the recent past, done the engi-
neering for areas who wish.to be annexed to the City and that this was
done by the developers. It was'also noted that the plans for the sewer
installation would have to be submitted to the State Board of Health for
approval.
The developers also requested assurance from the Council that the
area to the west of them could no'-- he annexed to the City before this
area was reasonably well filled with residences. Councilman informed
developers that the Council could not make such a commitment.
The developers indicated that they still wished the area to be an-
nexed. Roll call vote. All voted ave.

Following the reading of the Road Oil bids, Councilman Roberts moved
the bids be referred to the Street & Alley Committee with power to act.
Seconded by Councilman Roche and carried.
Following the reading of the Gravel bids, Councilman Roche moved the
bids be referred to the Street & Alley Committee with power to act.
Seconded by Councilman Miron and carried.
Following the reading of the Sidewalk & Curb Construction bid, Coun-
cilman Hensley moved the bid be referred to the Street & AlleyCommittee
with power to act. Seconded by Councilman Miron and carried.
Mayor Bjorneby introduced Mr. Bill Hebert of the Montana State High-
way Department, who introduced Mr. Lee Cloninger, electrician with the
Montana'State Highway Department.
Yr. Hebert referred to a letter written by the Highway Department in
regard to restoring the traffic signals on Idaho Street (Highway 2) to
magnetic activated control as the signals were originally designed, and
fed that Te— i-ry Council -restore the signals to the magnetic acti-
vated control.
Mr. Cloninger informed the Council that -he had checked the controls
and they checked out alright. He also informed the Council that the
Econolite Company, the manufacturer of the signals, would send out a ser-
viceman at no cost to the City.
This was referred to the Safety Committee.
Mayor Bjorneby'introduced Mr. Dan Webster and Mr. Barney Horstman of
Pacific Power & Light Company, who presented a plan to the Council for up-
grading the lighting on Main Street. This would be accomplished at the
time the State Highway Department revised the traffic signal lighting on
Main Street. This would increase the lighting about 22 timeswith a fewer
number of lights. The additional annual cost would be $600.00. A circuit
for the Christmas decorations could be added for a one-time cost of $994.00.'
Councilman Miron informed Council members that there was sufficient
funds in the Lighting District to pay the cost of this additional lighting,
and moved the Lighting Committee be authorized to proceed the project.
Seconded by Councilman Hensley and carried.
Addressing the Council:
Sewer Plant Supt. Carl Lauterjung requested permission to call for
bids for chlorine for a 2-year period. Councilman O'Brien moved approval
of the request. Seconded by Councilman McCormick and carried.
Committee Reports:
Councilman Roberts reported the Annexation Committee will meet in the
Council Chambers at 7:30 P.M. next "•ionday, June 16th.
Finance - Budget Deficiency in General Fund Accounts: Councilman
Hensley reported there is a budget deficiency in the General Fund accounts
of the City Council, Police Judge, City Treasurer and Misc. General Expense.
These result from the increase in elected officials' salaries and social

security deductions for councilmen, which were not anticipated at the time
of fixing the budget. The approximate amount of the deficiency is $775.00.
The committee recommends that rather than ask for an emergency budget,
the Council authorize that the amount in, excess of the budget be charged
as an administrative expense to the following accounts: Aviation Fund, up
to $75.00; Special Assessment accounts (tail Sprinkling, Garbage, Light
District and Water Sprinkling), up to ^-175.00 each.
The Finance Committee has approved payment of all clains thru June
3rd. Councilman Hensley moved adoption cif the committee reports. Seconded
by Councilman ?Iiron and carried.
Councilman Hensley raised a question in regard to inspection of the
construction of the swimming pool project. Councilman Roche moved the
Park & Recreation Committee be empowered to employ a competent engineer
to inspect the swimming pool project. Seconded by Councilman Riley and
carried.
Employment & Safety Committees - Councilman McCormick reported the
Employment and Safety Committees will meet in the Council Chambers at
8:00 P.M. next Friday, June 13th.
Mlisc. Business:
Correspondence - Mayor Bjorneby referred to letters from ::r. Gordon
Hoven, Ass't. Federal -State Coordinator for the State of Montana and a
letter from U.S. Department of Agriculture -Soil Conservation Department.
Mr. Harney Horstman of Pacific Tower & Li 7ht Company complimented
the Council on the fine job they are doin^.
