A regular meeting of the Kalispell City Council was held March 10,
1969, at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding.
All councilmen were present.
Councilman O'Brien moved approval of the minutes of the meeting held
March 3, 1969. Seconded by Councilman Roberts and carried.
City Official Reports:
City Clerk and City Treasurer for January.
Sanitarian, Police Chief, Plain Clothesman, City Engineer and Police
Judge for February.
Councilman Roche moved acceptance of the City Officials' Reports.
Seconded by Councilman O'Brien and carried.
Open Bids - Snow Removal Machine:
Roberts Rocky Mountain Equipment Co. $6,400.00
Butte, Montana
Treasure State Equipment Co. 6,623.00
Kalispell, Montana
Northwest Machinery Supply, Inc. 7,470.00
Kalispell, Montana

Councilman O'Brien moved the bids be referred to the Street and
Alley Committee and to report back at the next meeting. Seconded by
Councilman McCormick and carried.
Councilman Happ moved adoption of Resolution No. 2720 - a resolution
estimating the cost of parking maintenance and sprinkling the streets and
avenues with oil in Oil Sprinkling District and levying an assessment for
same for the year 1969. Seconded by Councilman Hensley. Roll call vote.
All voted aye.
Hear and Pass on Protests - S.I.D. 312:
No protests were received.
Councilman Roberts moved adoption of Resolution No. 2721 - a resolu-
tion creating Special Improvement District No. 312. Seconded by Council-
man Miron. Roll call vote. All voted aye.
Councilman Roberts moved specifications be prepared by the City
Engineer and the call for bids for S.I.D. 312 construction be authorized.
Seconded by Councilman Riley and carried.
Park Committee Report and Authorize Readvertisement for Swimming Pool
Bids:
The committee recommends that the bids for renovation of Bruckhauser
swimming pool be rejected, that the City Council authorize the readver-
tisement for bids allowing for consideration of alternate proposals, which
alternate proposals would be subject to approval of the Bureau of Outdoor
Recreation.
Councilman Roche moved acceptance of the Park Committee Report.
Seconded by Councilman Miron and carried.
Councilman Roche moved the readvertisement of call for bids for reno-
vation of Bruckhauser swimming pool and authorization to contract additional
park recreational development within the limits of available funds.
Seconded by Councilman Miron and carried.
Election - Voting Places. Judges and Clerks and Voting Method:
Councilman Miron moved the voting places for the City Election April
7, 1969, be designated as follows:
Ward One Kalispell Golf Course Clubhouse
Ward Two Valley Bank
Ward Three Henricksen Motors
Ward Four Korn Buick
Seconded by Councilman Riley and carried.
Councilman Roberts moved the Election Judges and Clerks be appointed
as listed by the City Clerk. Seconded by Councilman Roche. Councilman
Happ and Hensley voted no. Motion carried.

Councilman Miron moved votomatic voting machines be used in the City
Election, April 7, 1969, with an adequate number of paper ballots printed
for absentee voters and voters who prefer to vote by paper ballot. Seconded
by Councilman Happ and carried.
Councilman O'Brien moved the April 7th Council meeting be cancelled,
as that is Election Day. Seconded by Councilman Roche and carried.
Addressing the Council:
Mr. Al Darr, Missoulian reporter, suggested a sample ballot be print-
ed in the local paper to enable voters to become familiar with the ballot
before voting.
Mr. Herb Sandon, low bidder on the swimming pool renovation, asked
why the job couldn't be negotiated.
The City Attorney informed Mr. Sandon that bids can sometimes be
negotiated after the bid has been awarded, but it was felt that it was
in the best interest of the City to reject all bids and readvertise for
bids in the matter of the pool renovation.
Mr. Argyle Hendrickson and Mr. John Wells, representing persons in
the area of 3 Mile Drive and Meridian Road, opposed to annexation of
the area to the City of Kalispell. (This is an area of the proposed urban
renewal project being considered for annexation to enable the City to
qualify for Housing and Urban Development funds).
These persons indicated that they did not wish to be annexed as they
felt that annexation would result in financial burden to them.
Mayor Bjorneby invited Mr. Hendrickson and Mr. Wells to attend a
meeting March 19th with Ken R. White representatives and representatives
from Housing and Urban Development to enable them to gain additional in-
formation in regard to urban renewal plans for the area.
Committee Reports:
Finance - Councilman Hensley reported the committee has audited all
claims for February and approved them for payment. Councilman Hensley
moved acceptance of the Finance Committee report. Seconded by Council-
man O'Brien and carried.
Sidewalk & Curb - Councilman Happ reported the committee hereby
orders the installation of curbs on all streets in the Adams Addition
at a cost to be determined later, and at a time determined by the City
Engineer.
Councilman Happ moved acceptance of the committee report. Seconded
by Councilman Roche and carried.
Airport - Lease of Airport Property: Councilman O'Brien moved the
City lease to Larry Gerken, for a 3-year period, 75 feet of highway
frontage immediately south of the Armory at $1.00 per front foot per
month, the lessee to bear the costs of utilities and utility installa-
tions, and all proceeds to be deposited in the General Fund of the City
of Kalispell. Seconded by Councilman Miron.
Following discussion on the motion, Councilman Miron withdrew his
second to the motion. Councilman O'Brien withdrew the motion.
The Airport Committee is to consider the matter further with the
Airport Association.
Safety - Junior High School Access Road Improvement - Councilman
Miron requested the letter from the State Highway Commission denying re-
quest for Engineering Study of North Meridian Road (Junior High School
Access Road) be made a part of the minutes. The letter follows:

Safety - Traffic Signal at Idaho & 5th Ave. W.N.: Councilman Miron
reported the traffic control signal at this location has been put on
manual control.
Safety - Councilman Miron reported Fire Chief Tillson requested per-
mission to send a fireman to Alarm School to be held March 31, April 1st
and 2nd at Tacoma, Washington. Councilman Miron moved the request be
approved. Seconded by Councilman Riley and carried.
Curb Warrants - City Attorney Donahue reported that he had referred
to the State Code and, in his opinion, the City could purchase the Curb
Warrants with surplus funds.
The meeting was adjourned by Mayor Bjorneby.
