A regular meeting of the Kalispell City Council was held February
10, 1969, at 7:30 P.M. in the Council Chambers with Mayor Bjorneby pre-
siding.
All councilmen were present.
City Official Reports Presented:
City Clerk and City Treasurer - December.
City Engineer, Police Chief, Plain Clothesman, Sanitarian and Police
Judge - January.
Councilman McCormick moved acceptance of the City Official reports.
Seconded by Councilman Riley and carried.
Committee Reports:
Safety - Councilman Miron introduced Mr. Dulane Fulton, Mr. Al Rier-
son and Mr. Ed Wagnild of the Junior High School Transportation Committee.
Councilman Miron and members of the Committee explained the need for
improving Meridian Road between U.S. Highway #2 and the new Junior High
School site. Also recommended were turn bays on Highway 93 at Intersec-
tions with Arizona and Colorado Streets and at the entrance to the North-
ridge Addition. It was pointed out that Meridian Road would be the main
access to the new Junior High School.
The Junior High School Transportation Committee requested the City
Council ask the Montana Highway Commission to conduct a study to deter-
mine the improvements necessary for safe and efficient transportation of
students and faculty to and from the Junior High School.
Councilman Miron moved the City Council request the study by the
Montana Highway Commission. Seconded by Councilman Happ and carried.
Alley Lighting - Councilman Riley introduced Mr. Dan Webster and Mr.
Barney Horstman of Pacific Power & Light Company, who presented plans for
alley lighting to the Council.
Lighting Engineers for Pacific Power & Light Company have recommended
the installation of 284 alley lights. The monthly cost for the lights
would be $979.80 per month.
Councilman Roberts moved the alley lighting proposal be held in com-
mittee for further study. Seconded by Councilman Riley and carried.
Airport - Councilman O'Brien reported that Mr. Larry Gerken, who has
the United Farm Agency, desires to lease airport property. The Airport
Association is favorable to the lease of the property to Mr. Gerken. The
property he wishes to lease is near Strand Aviation. Mr. Gerken wishes
to construct a building on the property. The building would be constructed
so that it would be readily removable.
This was held in Committee for further consideration.
Street & Alley - Award of Gasoline and Diesel Fuel Bids: Councilman
Happ reported the Committee awards the bids for gasoline and diesel fuel
to Valley Oil & Service Company, the over-all low bidder.
The lowest bidder for Ethyl (premium) gasoline was Chevron Oil Com-
pany @ $.1599 per gallon. The bid of Valley Oil & Service Company for
Ethyl (premium) gasoline was $.161 per gallon. The Committee awarded the
bid for premium gasoline to Valley Oil & Service Company, as the savings
in administrative expense realized by dealing with one firm rather than
two, would more than offset the price differential.
Finance - Award of Insurance Bids: Councilman Hensley reported the
Committee has awarded the bid to the Ellingson Agency, the low bidder.
The Committee has audited and approved all claims for the month of
January. Councilman Hensley moved acceptance of the Committee reports.
Seconded by Councilman Roberts and carried.
Sewer & Water - Hearing on Pending Legislation: Councilman Roberts
reported there will be a House Committee meeting Thursday morning regard-
ing Senate Bill 19. Councilman Roberts recommended that representatives
of the City attend this meeting.
Councilman Miron moved Mayor Bjorneby and any councilmen who attend
this meeting be allowed expenses. Seconded by Councilman Hensley and
carried.
Misc. Business:
A request was received for transfer of funds by the City Treasurer.

Councilman Roberts moved that $864.18 of S.I.D. 307 Funds and $864.17 of
S.I.D. 308 Funds be transferred to the Northwest Sewer Project. Seconded
by Councilman O'Brien and carried.
Councilman Roche reported that Glacier National Park did not want
the sheep from the Carnegie Library for their museum.
Councilman Roche moved for adjournment. Seconded by Councilman
O'Brien and carried.
