01/13/69 City Council Minutesn REGULAR MEETING h� A regular meeting of the Kalispell City Council was held January 13, 1969, at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding. All councilmen were present. Minutes of the meeting held January 6, 1969, were read. Councilman Roche moved approval of the minutes as corrected. Seconded by Councilman Roberts and carried. City Official Reports: City Clerk and City Treasurer for November. Police Judge, City Engineer, Plain Clothesman, Police Chief and Sani- tarian for December. Fire Chief for 4th quarter with an annual summary. Councilman Roche moved acceptance of the City Official Reports. Seconded by Councilman Roberts and carried. Tabled Motion: Councilman Roche moved the tabled motion,concerning the traffic signal, be taken from table. Seconded by Councilman Miron and carried. (Tabled Motion - Councilman Miron moved the City Engineer and the Chief of Police be authorized to select and order a new signal light for installa- tion at Main and Center Street. Seconded by Councilman Happ). Motion failed. Councilman Miron moved the Safety Committee be authorized to order new traffic signal for use at either the Main and Center Street intersection or the 1st Avenue West and 1st Street West intersection. Seconded by Council- man Roche and carried. Councilman Roche suggested the Police.Chief secure written permission from the State Highway Department to change the cycle of the signal light at the Main and Center Street intersection. Committee Reports: Sewer and Water - The committee recommends the purchase of a new Bur- roughs validating and receipting machine for $928.50. The price of the machine is with trade-in and is to be purchased with Water Department funds. Councilman Roberts moved approval of the purchase of the new validat- ing and receipting machine for $928.50. Seconded by Councilman Miron and carried. Sewer and Water - Bids on new Sewer Rodding Machine: Councilman Roberts reported the Committee has not awarded the bid and will hold them In Committee. Residential Parking Regulations During Snow Removal - Councilman Happ reported that news releases concerning snow removal are still confusing. Following discussion by various councilmen, it was agreed the Police Chief should purchase an ad in the paper to inform residents of the parking regu- lations during snow removal. Public Hearing - Regarding Courthouse Couplet held January 8, 1969; Councilman Miron reported the Bureau of Public Roads will determine the results of the hearing held at the Edgerton School following review of the hearing at their office in Helena. The present plans are to let construction bids by April, 1970. Addressing the Council: Police Chief Waggener reported on the Law Enforcement Planning Meet- ing. The Planning Committee will function as the policy -making body for the Law Enforcement Assistance Program in Montana. Montana has been divided into 5 Law Enforcement Planning Regions - Kalispell being in Region 1. Each region is to organize a Regional Ad- visory Council. Region 1 already has it's Advisory Council, which consists of the "Western Crime Commission." The Regional Advisory Council will be directly responsible to advise and assist the Planning Committee in develop- ing the individual regional needs. Funds from both the State and Federal government will be made available through an "Action Grant" to be applied toward solving problems and achiev- ing objectives. Misc. Business: Mayor Bjorneby stated that the Codes for Plumbing, Fire Prevention and ElectricalSuilding need to be up -dated by adoption of the most current National Codes. Councilman O'Brien moved the City Attorney be instructed to draft the necessary ordinances to adopt the current National Codes for Plumbing, Fire 4.1 1 1 Prevention, Electrical and Building Codes. Seconded by Councilman Miron and carried. License and Permit Bonds: Electrician Continuation Certificate Bond Gas Installer Bond Bond Bond Miller Ford Electric Paul D. Holmquist J. E. Bergsteker Ford Heating General Sheet Metal Councilman O'Brien moved acceptance of the License & Permit Bonds and Continuation Certificates. Seconded by Councilman Hensley and carried. City Engineer McClintick introduced representatives of Rocky Mountain Equipment Company of Butte, Montana, who showed a movie to demonstrate the effectiveness of Sno-Rid snow removal equipment. Councilman Miron moved the authorization of call for bids for a snow removal machine. Seconded by Councilman Hensley and carried. Councilman Roche moved for adjournment.
