01/06/69 City Council MinutesREGULAR MEETING 4-Q7 1 A regular meeting of the Kalispell City Council was held January 6, 1969, at 7:30 P.M. in the Council Chambers. Mayor Bjorneby presided. All councilmen were present. Minutes of the meeting held December 9, 1968, were read. Councilman Hensley moved approval of the minutes as read. Seconded by Councilman Mc- Cormick and carried. Councilman Hensley moved approval of the minutes as corrected for the Special Meeting held December 16, 1968. Seconded by Councilman Riley and carried. Open Bids - Sewer Rodding Machine: W. H. Stewart, Inc. $3,471.00 Syracuse, N.Y. O'Brien Manufacturing Co. 4,425.00 Chicago, Ill. Flexible. Pipe Tool Co. 4,038.00 Spokane, Wash. Councilman Roberts moved the bids be referred to the Sewer & Water Committee, with power to act. Seconded by Councilman O'Brien and carried. Authorize Call for Bids: Councilman Happ moved the City Clerk be authorized to call for bids for Liability Insurance. Seconded by Councilman Hensley and carried. Committee Reports: Safety - Confirmation of Police Officer Gifford: Councilman Miron moved Dale Gifford be confirmed as a permanent officer of the Kalispell Police Department, and that the base pay be increased to $500.00 per month, be eligible for holiday pay and clothing allowance, effective December 1, 1968. Seconded by Councilman Happ and carried. Safety - Installation of New Traffic Light: Councilman Miron reported the Committee recommends a new signal light be purchased and installed at the intersection of Main and Center Street, and that the signal light now at Main and Center Street be moved to the intersection of 1st Avenue West and 1st Street West. Councilman Miron moved the City Engineer and the Chief of Police be authorized to select and order a new signal light for installation at Main and Center Street. Seconded by Councilman Happ. The motion was discussed, and some felt the ordering of the signal should be delayed until more is determined in regard to the State Highway Department's plans for upgrading signals in Kalispell. Councilman Roche moved the motion authorizing the purchase of a traffic signal be tabled until the January 13th meeting. Seconded by Councilman Miron and carried. Safety - Adjustment of Work Schedule for Schooling: Councilman Miron reported one of the patrolmen has requested an adjustment in work schedule so that he may take a psychology course at the Community College, at no expense to the City. Councilmen were in favor of employees gaining additional education, but felt the time re -scheduling should be discussed with the other patrol- men, and if there were no objections, the Police Chief could arrange the re -scheduling of hours. Safety - Montana Law Enforcement Planning Meeting: Councilman Miron moved the Police Chief be authorized to attend the Law Enforcement Planning Meeting in Helena, January 10, 1969. Seconded by Councilman Roche and carried. Parking Ordinance - Revision of Wording: Councilman Riley reported that Section 17-76 of the Code regulating residential parking during periods of snow removal is confusing the way it is currently written. Councilman Riley recommended the rewording of this section. Councilman Riley moved adoption of Ordinance No. 766, amending Section 17-76 of the Code of the City of Kalispell to read "Between the hours of 4:00 A.M. and 4:00 P.M." in place of "Between the hours of 12:00 Midnight and 8:00 A.M.," and declaring an emergency. Seconded by Councilman Roche. Roll call vote. All voted aye. 408 Finance: Councilman Hensley reported the remodeling of the Police Judge Chambers is progressing. It is newly painted and carpeting has been ordered. The Finance Committee has audited all claims for December. Councilman Hensley moved acceptance of the report. Seconded by Coun- cilman O'Brien and carried. Annexation - Resolution No. 2714 - A Resolution of -Intention to Annex 5th Avenue East Extension: Councilman Roberts moved adoption of Resolu- tion No. 2714. Seconded by Councilman Miron. Roll call vote. All voted aye. Parks - Pool Renovation: Councilman Roche reported that tentative approval has been received from the State on the preliminary plans. The final plans will need to be submitted for approval by the State Fish and Game Department, and the bid forms must be approved by the State Fish and Game Department before the call for bids is published. In discussing the repainting of the bathhouse with them, they suggested that this be included in the specifications, as even if the bid does exceed the allowable monies, the Bureau of Outdoor Recreation can still approve the bid. Also, we are not obligated to grant this to the lowest bidder, but can award it to the bidder we feel will accomplish the most satisfactory job. We hope to have the final plans approved -and the construction bids awarded so that construction can be started as soon as weather permits. Misc. Councilman Hensley moved acceptance of S.I.D. 309 Project. Seconded by Councilman Roberts and carried. Request for Flag - Mayor Bjorneby reported the National Guard has requested the flag of the 1st Montana Infantry, which was displayed in the Carnegie Library. Councilman Happ moved the flag of the 1st Montana Infantry be given to -the National Guard. Seconded by Councilman Riley and carried. The possibility of acquiring a snow loader was discussed. The City Engineer is to obtain additional information. The meeting was adjourned. Read and approved as corrected this 13th day of January, 1969. 1 1
