MISC. BUSINESS
City Attorney Donahue reported that he had attended a meeting in Helena
concerned with proposed legislation and briefly mentioned some of the items that
pertained to Cities and Towns.
City Engineer McClintick reported on Sidewalk and curb installation during

REGULAR MEETING
A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD OCTOBER 19, 1970,
AT 7;30 P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL. MAYOR BJORNEBY
PRESIDED. ALL COUNCILMEN WERE PRESENT.
READING OF MINUTES
Minutes of the Regular Meeting of October 5, 1970 were read. Councilman
Roche moved approval of the minutes as corrected. Seconded by Councilman
Roberts and carried.
CITY OFFICIAL REPORTS
Clerk Treasurer, August Report
Police Judge - Police Chief - City Engineer - Sanitarian, September Report
Fire Chief, Third Quarter Report
A portion of the Sanitarians' report which requested that some pressure be
applied to speed the removal of a hazard (pile of rubble resulting from the
demolition of old house) located on the corner of Idaho Street and 6th Avenue
West North, was discussed by councilmen.
Councilman Roche moved a complaint be filed and that the owner of the
property be given thirty days to comply. A test of Ordinance No. 778. Seconded
by Councilman Miron and carried.
Councilman O'Brien moved approval of the City Official Reports. Seconded
by Councilman Hensley. Carried.
AUTHORIZE CALL FOR BIDS
City Engineer McClintick requested permission to call for bids for a
Comfort Station for Woodland Park.
Councilman Roche moved the City Engineer be authorized to call for bids
for a vandal proof comfort station. Seconded by Councilman Miron and carried.
ADDRESSING THE COUNCIL
Police Chief Waggener asked that the request of Rev. Paxton, Central
Christian Church, for reserved parking space be referred to the Parking Meter
Committee.
The complaint of Architects regarding the parking of a truck at the Pepsi
Plant be referred to the Safety Committee.
Chief Waggener requested that parking be restricted at least two car
lengths in front of stop signs. Another accident occurred recently because of
a large truck being parked by a stop sign and obstructing the sign.
Councilman Roche moved this be referred to the Safety Committee to return
with a recommendation at the November 2nd. meeting. Seconded by Councilman
Riley. Carried.
Mr. Bob Empie, representing Mr. Chandler and himself, thanked the council
for the use of the property at Lions Park for the Tourist Information Center
and reported to the Council the favorable response the Center has received.
Mr. Empie also reported arrangements were being made with the State
Highway Department to locate information centers at highway rest areas.
Mr. Empie requested that they be permitted to remain at the Lions Park
location next year from Memorial Day through Labor Day.
The request was referred to the Park Committee.
Water Department Supt. Lauterjung requested permission to attend the
Water & Waste Water School in Bozeman, November 16th through 20th.
Councilman Roche moved the request of Supt. Lauterjung be granted and
that travel by private transportation be authorized. Seconded by Councilman
Miron and carried.
COMMITTEE REPORTS
Street & Alley - Award of Bid
Councilman Roberts reported the committee awarded the bid for 16 Cu. Yd.
Vacuum Cleaner and Truck to Treasure State Equipment. Council members were
polled by telephone prior to bid award. It will be a Model 1600 Wayne Sanivac
mounted on IH Model F-1800 tandem drive truck or equivalent truck. Amount is
$30,984.25. Councilman Roberts moved adoption of the committee report.
Seconded by Councilman Miron and carried.
Street Lighting - Alley Light Petition
Councilman Miron presented a petition for an alley light in the alley'
between North Main and First Avenue West North in portion of the alley north
of Wyoming Street.
Councilman Miron moved Mayor Bjorneby be authorized to include this light
in the Street Lighting Contract. Seconded by Councilman Riley. Carried.
Councilman Miron reported a request from Senior Citizens for a reserved
parking space on Third Street East. To be held in committee.
Councilman Riley congratulated Police Chief Waggener on his election
as President of the Police Chiefs Organization.
Safety - Application for two mobile radio units
Councilman O'Brien reported the Safety Committee approval of Police Chiefs'
application for two mobile units. Application made to Omnibus Crime Commission.
If the Commission approves the application, the Commission will pay 60% of the
cost and the City will pay 40%. The cost of the two units is $1,400.00.
Councilman O'Brien moved adoption of the Safety Committee Report.
Seconded by Councilman Miron. Carried.

ambulance drivers Roger Bowman, Ted Waggener, Charles
Hathaway and yourself for a job well done.
Again let me say thank you and it is very reassuring to
know we have the competent staff that we do manning the
ambulance in Kalispell.

Water -Sewer Committee - Master Meter - Separate private wells -
State Participation.
Councilman Turner reported on the question of water loss and line
maintenance on fifth, sixth and seventh avenues west, said lines being
outside the city limits,as follows:
Recommend a letter dated October 20, 1970, to the users--
#1 - a master meter will be installed immediately to meter the lost water
which will be billed individually to the property owners on a pro -rated
basis to cover any average related to individual meters at a rate of
50C/thousand gallons. The letter will give 60 days time for the people
in the area to arrive at. one of three other solutions:
#1 - Replace and maintain their own water main
--- 2 = Form a County S: LD, for a newwatersystem
- --
#3 - Annex to City of Kalispell - form City S.I.D. for a new
water system
Notice to be given with first letter that the City will no longer _
maintain or repair the present system.
Councilman Hensley moved adoption of the'committee report.
Seconded by Councilman Roche and carried.
Councilman Turner reported on the problem of contamination of
water in Glacier Building as to danger of contaminating city water. The
Committee recommends that the well lines and city lines be separated
by an air gap.
Councilman Hensley moved adoption of the committee report. Seconded
by Councilman O'Brien. Carried.

The third report of the Sewer & Water Committee with reference to
new water mains and service connections on Courthouse Couplet was submitted by
Councilman Turner with the following recommendation:
We recommend that the Water Department Supt. be authorized to write to the
State Highway Commission and ask if they would participate in costs of new mains
as long as present mains have about 40 years life expectancy. We recommend
they participate 40% of cost.
Councilman Hensley moved adoption of committee report. Seconded by
Councilman Miron. Carried. Councilman Roberts voted nay.
Finance Committee - Monthly audit
Councilman Hensley reported that all claims against the city for the month
of September have been audited and approved for payment. Councilman Hensley
moved acceptance of the committee report. Seconded by Councilman Turner. Carried.
MISCELLANEOUS BUSINESS
City Engineer McClintick requested authorization to proceed with final=
ization of plans for storm sewer with consulting Engineers Morrison-Mairle.
Councilman Roberts moved City Engineer McClintick be authorized to proceed
with Morrison-Mairle in finalization of plans for storm sewer. Seconded by
Councilman Miron. Carried.
Mayor Bjorneby reported on the purchase of land for the storm sewer holding
pond, and that the city should reimburse Mr. Chester E. Ferris $23.72 for 1970
taxes.
Councilman Roche moved the city reimburse Mr. Ferris in the amount of
$23.72 for taxes. Seconded by Councilman Roberts. Carried.
Mayor Bjorneby further reported that the fence of the High School
Football field encroaches on the city property 12 feet. City Attorney, Donahue,
Instructed to write School District 5 regarding the encroachment.
Councilman Roche requested permission to be absent from the November
meetings. Request granted.
