Councilman Roche absent all other councilmen present. Minutes of the regular meeting held April 13, 1970, were read. Council- man Riley moved approval of the minutes as read. Seconded by Councilman Hensley and carried. COMMITTEE REPORTS Finance Committee - Request to purchase City Property: Councilman Hensley reported that the Committee does not recommend the sale of the property that Mr. Stockwell made a request to purchase but that the property be held for possible trade of other land in the area closer to the City. Land in this area will be necessary for a holding pond for storm sewer drainage when the City extends the storm sewer system. Councilman Hensley moved acceptance of the Finance Committee report. Seconded by Councilman Miron and carried. Sewer and Water Committee - Investment of Water Department Funds: Councilman Turner reported that there are Sidewalk and Curb Warrants, in the amount of $14,275.00 bearing 6% interest, available for purchase from the City. The committee recommends the purchase of these warrants by the Water Department. Councilman Turner moved the Water Department purchase $14,275.00 Side- walk and Curb Warrants bearing 6% interest and issued by the City of Kalispell. Seconded by Councilman Miron and carried. Councilman Turner reported that the Water Department has a number of time certificates bearing interest at 4%. The committee recommends the City Treasurer be instructed to cash these certificates on there maturity date and reinvest them in 5% time certificates the interest on the certificates to be paid to the Water Department Cash Fund. Councilman Turner moved adoption of the foregoing recommendation. Seconded by Councilman Hensley and carried. Safety Committee - Selection of New Police Officers: Applicants for positions on the police force have been given tests and the Police Chief has recommended two for hiring at this time. Councilman O*Brien wished to know if councilmen wished to review the recommendations prior to appointment. Councilman Miron moved the City Council meet as a committee of the whole to review the recommendations of the Police Chief prior to making the appoint- ments. Seconded by Councilman Hensley and carried. Councilmen agreed to meet as a committee for this purpose immediately following the regular council meeting. Safety Committee - Obstructed Stop Signs Councilman O'Brien reported that there had been a serious accident at the intersection of 3rd Avenue East and Center Street as a large truck had been parked at the curb near the stop sign obscuring the view of the Stop Sign to traffic approaching the intersection. There are other intersections in the City which pose the same or similar hazard and some means of regulation to eliminate these hazards should be adopted. Councilman Riley moved the matter be referred to the safety committee to bring back a recommendation to the City Council..at the next meeting. Seconded by Councilman Miron and carried. Employment Committee - Meeting with Union Representatives: Councilman McCormick reported the Committee met with the members of the local City Employees and their Union Representatives on April 29. The Union presented their program and will later make those requests known in the form of a letter. We will have a final meeting with them on July 13th when the Budget is known. 1 C 1 Councilman McCormick moved acceptance of the Employment Committee report. Seconded by Councilman O'Brien and carried. Airport Committee • Meeting date: Councilman Riley reported Committee is meeting with the Airport Association May 14th and requested the Mayor, City Attorney, and Councilmen attend the meeting. Councilmen requested the date of the meeting be changed as most would not be able to attend the 14th. The 18th was suggested as a date for the meeting. Councilman Riley said he would contact the Airport Association and ask to reschedule the meeting. City -County Planning Board - Water Resources Board Meeting: Councilman Miron reported that he and Mayor Bjorneby had attended a meeting of the Water Resources Board. A meeting held in Kalispell. Councilman Miron reported that they learned that: 1. We do have pollution of streams in Montana. 2. We do have a lack of irrigation water in this area even though there is an abundance of water here. 3. That even after Kalispell installs its secondary sewage treatment facility there will still be pollution of Ashley Creek and Flathead Lake from Kalispell's Sewage System. Addressing the Council: Fire Chief Tillson asked if the Fire Department could dispose of an old building at the City Dump. This is a building that we would burn except it is too close to other structures to do so safely. City Engineer McClintick stated that it could not be taken to the dump but suggested it could be taken to Lawrence Park where it could be buried after It is dismantled. Mr. Howard Stockwell inquired as to the possibility of acquiring the City property he has requested to purchase. Councilman Hensley informed Mr. Stockwell that the committee had reported on this earlier in the meeting and the City was not interested in selling but would consider trading the land for other land in the same area preferrably closer to the city and if Mr. Stockwell was interested in this regard he should contact the finance committee. Mr. Stockwell indicated he would be interested in meeting with the committee concerning a land trade. Police Chief Waggener requested permission to attend the Attorney Generals Conference May 20, 21 and 22nd. Councilman O'Brien moved approval of the Police Chiefs request and the use of private transportation be authorized. Seconded by Councilman Turner and carried. Mr. Dick Jukich, _Bast: -Coulee Drive, requested permission from the Council to pasture two cows on land he is leasing from the school district. Mr. Jukich also requested that the dry bridge and the street south from the dry bridge be repaired as it is extremely rough since the new water main excavation and backfill. Mr. Jukich offered to donate equipment, material and time to help in repair of the street. Councilman Miron moved Mr. Jukich be granted permission to pasture cows on the propertyleased from the school with the understanding that permission may be revoked at the pleasure of the City Council. Seconded by Councilman Hensley and carried. Councilman Roberts introduced Mr. and Mrs. Blanchett and read to the Council a letter the Blanchetts had received from the State Highway Commission regarding truck by-pass. The letter stated, "traffic study in the near future will be initiated so study for the Kalispell area can be up -dated." Councilman O*Brien moved Mayor Bjorneby write a letter to the Flathead County Commissioners requesting secondary road funds be designated for use in establishing a truck by-pass and that a copy of the letter be sent to the State Highway Commission. Seconded by Councilman Roberts and carried. Councilman Roberts conveyed the request of the Kalispell Golf Association that the City increase insurance coverage on the Golf Course Club House. Miscellaneous Business: Mayor Bjorneby read the estimated cost of materials for the refurbishing of the depot park building. Councilman Roberts moved the City furnish the requested materials provided the funds are available. Seconded by Councilman Miron and carried. Mayor Bjorneby also reported the request for renewal of the old dump ground lease. Councilman Riley moved the present lessee be granted first consideration in the leasing of the old dump grounds. Seconded by Councilman Miron and carried. Mayor Bjorneby read a letter from HUD notifying the City that it has met requirements for the workable program. Seconded by Councilman Hensley and carried. The bond of Treweek Construction was not approved as the acknowledged principal was not the same as the principal on the face of the bond.
