01/12/70 City Council MinutesRECt'LAR MEETING 1 I� J 1 A regular meeting of the Kalispell City Council was held January 12, 1970, at 7:30 P.M. in the Council Chambers with Mayor Bjorneby presiding. All councilmen were present. Minutes of the regular meeting held January 5, 1970, were read. Councilman Roche moved approval of the minutes as read. Seconded by Councilman Turner and carried. City Official Reports: City Clerk and City Treasurer. for November. Police Judge, Police Chief, City Engineer and Sanitarian for December.° Fire Chief for 4th quarter. Councilman Roche moved approval of the City Official Reports. Seconded by Councilman Turner and carried. The claims for payment to Don `icClarty for deed and Montana Power Com- pany for repair of broken gas main were reviewed by the Council. The City Attorney reported that the deed for the McClarty property was examined by him and was in proper order. The claim was then approved by the Finance Committee. The claim of the Montana Power Company was referred to the City Attor- ney to determine whether liability for the repair was the City's or Pacific Power & Light Company, who contracted the digging, which resulted in the broken gas main. Addressing the Council: Mr. William Buck, 844 - Rth Avenue West, -inquired as to the status of the water service to his trailer. 'Te was in!ormed this would be answered at the time of the committee ropoT• later in the meeting. Fire Chief Tillson reported that the following quotations were received for the decorating of the Council Chambers: Jerrow Bros. $182.00 Saverud Paint Shop 197.00 Robert Recl-, Columbia Falls 177.00 Mr. Beck also bid $475.00 on the decorating of main floor of the City Hall, which quotation was given by telephone last Monday evening. Councilman `iiron moves' the bids for decorating be referred to the Finance Committee with power act. Seconded by Councilman McCormick and carried. Authorize Call for Bids: Councilman O'Brien moved that the City Clerk be authorized to call for bids for liability insurance and gasoline and diesel fuel, and a call for bids for legal advertising for a two-year period. Seconded by Councilman Turner and carried. Committee Reports: Finance - Councilman Hensley reported the committee has audited all claims against the City and approved them for payment, with the exception of the claim of Montana rower Company for the repair of a gas main. Coun- cilman Hensley moved approval of the Finance Committee report. Seconded by Councilman O'Brien and carried. Annexation Committee - Water service to William Buck's trailer, which Is being served by a line from a residence outside the Citv limits: The committee does not recommend annexation of this property at this time. Service to a trailer, which is on property awned by Mr. Buck and Is being served from a line from the house, violates our principal of serv- ing an additional customer outside the City with city water. We feel that to discontinue water service at this time, however, is not justified and therefore, recommend a 4-month extension of the existing situation, at which time water service to the trailer will be discontinued. Councilman Roberts moved adoption of the committee report. Seconded by Councilman Turner and carried. Potential Annexation of Property of Dale Collins: In order to qual- ify for the development under the Federal program, Mr. Collins needs to furnish the Federal authority with a letter from the City Council to the effect that if the property is annexed to the City, the Cft,,, will not re- quire the area to participate in any Special Improvement Districts. Councilman Roche moved Mayor Bjorneby be given authority to write the letter. Seconded by Councilman Riley and carried. Misc. Business: License & Permit Bonds Richards Sheet Metal, Inc. Gas Installer (Continuation Cert.) General Sheet Metal Gas Installing & Maintenance C. Powell Electric Electrician Dallas Munter Plumber Councilman Roche moved acceptance of the License F.-Permit Bonds. Seconded by Councilman Miron and carried. State Examiner Report - Kalispell Fire Dept. Relief Ass'n.: The Exam- iner's general comments section of the report was read to the Council. Councilman Roche moved for adjournment.
