EXCUSED BECAUSE OF ILLNESS. ALL OTHER COUNCILMEN WERE PRESENT.
APPROVE MINUTES
Councilman Daley moved that the minutes of the December 1, 1980 meeting be approved as
presented. Seconded by Councilman O'Boyle. Motion carried.

Councilman Grainger moved that the bids be referred to the Safety Committee for review
and report back at the January 5, 1981 meeting. Seconded by Councilman O'Boyle. Motion
carried.
ADDRESSING THE COUNCIL
Mayor Happ made three calls for anyone wishing to address the Council. No one responded.
ORDINANCE #965 - Formula for S.I.D. # 329
Councilman Saverud moved second reading of Ordinance #965, an ordinance to establish a
formula for assessing the cost of S.I.D. #329. Seconded by Councilman Daley.
Dick Christiansen asked how many parking spaces will be gained. Mayor Happ replied that
this has nothing to do with boundaries or land purchase.
Joan Young asked about, the protest time. Protests will be accepted until 5:00 P. M.
December 30, 1980, in the City Clerk's office.
Question called. Roll call vote. Councilman Ruiz voted no. All other councilmen
voted aye. Ordinance enacted.
Public hearing on creating the S.I.D. will be held at the Regular Council Meeting
on January 5, 1981.

FINANCE
Councilman Ruiz had no report.
ANNEXATION
RESOLUTION #3318
Councilman Smith moved to adopt Resolution #3318, a resolution to approve, as a sub-
division of the City of Kalispell, the resubdivision of Lot 1, Buffalo Head Addition
# 92. Seconded by Councilman O'Boyle. Roll call vote. All voted aye. Resolution
adopted.
ORDINANCE #968
Councilman Smith moved first reading of Ordinance #968, an ordinance to provide for
the alteration of the boundary of the City of Kalispell by including therein, as an
annexation, certain realty to be known as Birk Addition #119. Seconded by Councilman
Daley.. As this is called as a public hearing, Mayor Happ asked if there were any
proponents who wished to speak. No one responded. Mayor Happ asked if there were
any opponents who wished to speak. No one responded. Question called. Roll call
vote. All voted aye.
EMPLOYMENT
Councilman Zauner was absent because of illness. No report.
AIRPORT
Councilman Daley reported that there is a problem concerning closure of the road
across the south end of the air strip. There will be a meeting in the near future
and he will inform the Council as to the date.
PARKS
Councilman Daley reported that the park crews are pruning trees
broken down and they are being assisted by the Fire Department.
STREET & ALLEY
Councilman 0' Boyle had no report,.
CITY DEVELOPMENT
Councilman Saverud had no report,

SAFETY

Councilman Grainger reported he will hold a meeting of the Safety Committee after
Christmas to consider the ambulance bids.
MISCELLANEOUS
Mayor Happ reported that a new committee has been formed, entitled "Accident Pre-
vention". Fallowing are members of the committee: Barney Davidson, Steven Cox,
and Sheri Hundahl, representing the AFSCME Union; Fred Zavodny, Surveyor; Duane
Larson, Assistant Fire Chief and Councilman Francis.O'Boyle,
Councilman Saverud moved Council confirmation of the appointment of Bob Ivey to
serve on the Parking Commission until 1982 to replace Francis Bitney, who has re-
signed. Seconded by Councilman Grainger. Carried.
SIGN ORDINANCE
Councilman Smith reported that the City Zoning Committee met on December 8th and
unamimously recommended approval of the Sign Ordinance as written and amended.
Councilman Daley stated that he thinks the Sign Ordinance is discriminatory.
Councilman Saverud suggested it be debated when brought up at the second meeting in
January.

Jerry Lyford, representing Lyford's Plumbing, addressed the Council concerning the
removal of stop signs at the intersection of Second Avenue West and Second Street,
at Sykes Grocery. He stated that he was not concerned because of their business, but
because of so many senior citizens crossing from Big Sky Manor to Sykes Grocery, it
is now very dangerous. The four-way stop has been there for years, people walking
need it that way, and he urged the Council to put it back. He was told that City
officials did not even know the signs were being removed. The Urban Signing Agree-
ment was trying to make Second Street West a through street and removed the signs
without consulting City officials. He was told that the signs are being put back
tomorrow.
City Attorney Donahue reported that the Developer's Diversified Mall Case will be
heard in the Supreme Court at 1:30 P.M. on January 14, 1981.
Mayor Happ announced a meeting at 1:30 P.M. on December 16th in the office of Flat-
head County Commissioners concerning a new courthouse facility.
Councilman Daley moved to adjourn. Seconded by Councilman Smith. Motion carried.
