THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M., MONDAY,
JULY 24, 1978 19 THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. COUNCILMENT
GRAINGER AND WILLIAMS WERE ABSENT. ALL OTHER COUNCILMEN WERE PRESENT.
CITY OFFICIALS REPORTS
City Clerk and City Treasurer for May.
Director of Public Works, Police Chief and City Judge for June.
Councilman Saverud moved that city officials reports be accepted. Seconded by
' Councilman Daley. Motion carried.
ADDRESSING THE COUNCIL
Mayor Happ made 3 calls for anyone wishing to address the council. No one responded.
ADOPT PRELIMINARY BUDGET
Finance Director Swanson presented the preliminary budget to the council. He stated
that there were still cuts to be made and that salaries are not yet negotiated with
the exception of the police department. The value of the mill has increased approx—
imately 12% — from $12,667. to $14,339. Requests by department heads for $75,500 for
capital outlay expense has been cut to $7,700. Enterprise funds are within anticipated
revenues.
Finance Director has received word that the value of the mill may be changed to a
further increase. He will know the amount within a few days.
Councilman Daley moved to adopt the preliminary budget. Seconded by Councilman Allen.
Motion carried.

SEWER & WATER
Councilman Granmo asked Director of Public Works Kain to report on the EDA Storm Sewer
Project. Mr. Kain reported that the project is 45% complete at this time with 46%
of time expended. He stated that the City and Contractor are fortunate to have this
good report.
Director of Public Works Kain also reported on the well. By Wednesday, Liberty Drilling
will be pulling the 8" casing and the larger drilling will start.
Councilman Granmo moved to direct City Attorney Donahue to prepare a new sewer rate
ordinance. The City is anticipating a new water ^ate increase and a study by Mr. Tom
Flynn recommends a new provision for sewer rates. The study projects no increase in
sewer rates, but a different method of computing. Seconded by Councilman Daley. Motion
carried.
Councilman Saverud reported that his committee has checked the complaint of a health
hazard at Weissman due to dumping old battery casings in their pond. They found very
few, but have written to tell them it was not an appropriate way to dispose of the
casings.
The City Development Committee met twice. The first meeting was with the Hockaday Art
Center concerning their request for the City to turn ownership to them and consequently
to Flathead County. The committee recommends that ownership not be turned over, but
that an interlocal agreement be made with Flathead County so the Center can receive more
funding. This is agreeable to the Center and to Flathead County.
On July 19th the City Development Committee met to review the request of Corner Pockets
of America to build and serve wine and beer at a location between Airport Road and let
Avenue West. Councilman Saverud asked all council members to inspect the location and
assist in making a recommendation at the August 9th meeting.
SAFETY
Councilman O'Boyle had no report.

Councilman Daley moved that the council adopt the following recommendation concerning use
of parks:
The Director of Parks and Recreation shall require:
1. Any person or organization wishing to put on a performance in any park
in the City of Kalispell in which there will be an attendance charge, must:
A. Secure permission from the Director of Parks and Recreation
and be assigned an area in a park.
B. Be sponsored by a local organization who can furnish proof
that they are registered with the U. S. Internal Revenue
Service as a non—profit organization.
C. Provide for cleaning up of area used at end of performance.
2. Any person or organization wishing to display or sell a local grown
product or local made item or items in any park in the City of.
Kalispell, must:
A. Secure permission from the Director of Parks and Recreation
and be assigned an area in a park.
B. Be sponsored by a local organization who must furnish proof
that they are registered with the U. S. Internal Revenue
Service as a non—profit organization.
C. Provide for cleaning up of area used at end of performance.
Seconded by Councilman Allen. Motion carried.
Councilman Daley also reported a request from Burton Schooley, Whitefish and Larry
McMillan, Kalispell, that parks and things in parks be equipped with ramps for wheel-
chairs. Councilman Daley stated that he has been aware that the federal government will
be requiring a program for the handicapped. The parks committee will study the situation
and have a recommendation at some future time.
STREET & ALLEY
Councilman Allen asked Director of Public Works Kain for a report on stredit work. Mr.
Kain stated that the change order affecting 7th Avenue West is nearly complete. By
August 7th the City will have completed 50 blocks of street work.
Councilman Allen complimented Director of Public Works Kain on the progress of street work
and ,also on his rapport with the State Highway Department.
ANNEXATION
Councilman Griffin had no report.
MISCELLANEOUS
Councilman Saverad asked that the confusion at South Main and llth Street where the
temporary traffic light was installed be referred to either the street and alley or the
safety committee. There is a question as to whether it is one or two lanes at that
point. Also, the trees cover one of the lights. Director of Public Works Kain and Park
Supt. Drent will check the problem immediately.
UNFUNDED POLICE LIABILITY
Councilman Granmo moved that Mayor Happ be authorized to sign a new agreement with the '
Statewide Police Reserve to cover payment of the new amount for the unfunded police
liability. Amount will be $36,016 per year for 20 years or approximately $3,000 more per
year than computed in the first agreement. Seconded by Councilman Saverad. Motion
carried.
Councilman Allen moved that the first September meeting which falls normally on Labor Day
be held September llth. Seconded by Councilman Daley. Motion carried.

Councilman Granmo moved that a request from Police Chief McDowell to send Sgt. Dick
Stotts to a polygraph seminar in St. Louis, August 6, 7, 8, 9 and 10 be allowed. Cost
to the City will be $30.50 with the larger portion being paid by Omnibus Crime funds.
Seconded by Councilman Daley. Councilman Griffin voted no. Motion carried.
Mayor Happ zeported that she has ordered Police Chief McDowell to Great Falls to assist
the police department during the strike by the department personnel.
City Attorney Donahue reported that the State Highway Department has filed a formal
request with the City to annex that portion of Highway #2 East between the western edge
of city limits to the westerly edge of Lots 1 and 3, Gibson Addition. This is part
' of the Pack Addition.
The next regular meeting and budget hearing will be August 9th.
Councilman Allen moved to adjourn. Seconded by. Councilman Saverud. Motion carried.
