SPECIAL MEETING
A Special Meeting of the Kalispell City Council was held Tuesday, October 28, 1975, at
5:00 P.M. at the water office for the following purposes:
Open Bid on the Golf Course Well
Permission to send Laurie Baldwin to Lab School
Mayor Rapp presided. Councilmen Williams, Sliter and Bergstrom absent. All other
councilmen present.

Councilman Schwartz moved the bids be taken under advisement by the Park and Golf
Course Project Committees with power to act. Seconded by Councilman Allen. Carried.
BOR GOLF COURSE PROJECT
Mr. Bud Roberts, representing the Golf Course Association, discussed the finances for
1 the Golf Course Extension Project. He reported that work has gone faster than antic-
ipated and they have used the BOR grant for this year. Two representatives from BOR
will be in Kalispell to discuss the situation, but it is probable that work will be
temporarily stopped, with the exception of drilling the well which has to be done when
the ground is frozen.
Mr. Roberts further reported that in order to obtain more BOR funds, the Gibbs property
which the association owns will have to be deeded to the City. Area of the property
is 3.70 acres and value is $22,500.00. In exchange, the association would like the
property where the clubhouse is built to be deeded to them. The reason for this is that
their liquor license is being used on city property and it is possible that at some time
this could cause a problem.
City Attorney Donahue advised that if work is stopped on the project, the companies who
have unfinished contracts should be notified! in writing that they are not to continue,
and that the City receive in writing the conditions of the work stoppage.
Mayor Happ asked authorization to send Laurie Baldwin, new lab technician, to the Water
Chemistry and Microbiology Training Conference in Helena on November 3rd through 7th.
State of Montana will pay $100.00 and City would need to pay the difference on travel
and per diem.
Councilman Granmo moved that Laurie Baldwin be allowed to attend the Water Chemistry
and Microbiology Training Conference in Helena November 3rd through 7th, with travel
by private transportation and per diem allowed, less state allowance. Seconded by
1 Councilman Daley. Carried.
There being no further business the meeting was adjourned.
