SPECIAL MEETING
TO THE HONORABLE BOARD OF COUNCILMEN
CITY OF KALISPELL, MONTANA
Gentlemen:
There will be a Special Meeting of the City Council, Monday, June 23, 1975, at 7:30 P.M. '
in the council chambers at city hall for the following purpose:
Pass Resolution #3023 re: excavations and grading for flood plain.
Consider bids for emergency relining of city water tower
Authorize Cali for Bids for Road Oil and Gravel
We, the undersigned, being all of the members of the City Council, do hereby waive
notice of the date and purpose of the Special Meeting of the City Council to be held
Monday, June 23, 1975, at 7:30 P.M. in the council chambers at city hall, and consent
to the transaction of the above and any other business that may properly come before
the City Council.

Acting Mayor Happ presided. Councilmen Schwartz, Sliter,absent. All other councilmen
present.
Water Supt. Longpre explained that the wax on the inside of the water tower in
Northridge has been dislodging due to the ice that forms in the winter, and that he
has had numerous complaints for several years because of the particles that get in
the water line.
Supt. Longpre further stated that he had been seeking a solution for coating the
inside of the tank and has come up with this information - the inside of the tank
can be sandblasted And covered with two coats of Hpoxy paint, which will be un-
conditionally guaranteed for 1 year and will probably last 10 years of more. He
contacted 3 companies, one in S.Dak.9ne in Kansas and one in Iowa. The first two
companies would not come this far to work on a project, but the Watertower Paint &
Repair Company of Clear lake, Iowa submitted a bid of $5,736.00.

Councilman Olson moved that: 1. We declare an emergency exists and 2. The Mayor
be authorized to sign a contract with Watertower Paint & Repair Company to sandblast
and apply 2 coats of apoxy to the Northridge Water Tower. Seconded by Councilman
Williams, Roll Call Vote. All voted aye.
RESOLUTION NO. 3023
Councilman Daley moved adoption of Resolution No. 3023 A Resolution to require a
permit for any excavation, grading, fill or construction and that all applications
therefore be reviewed for safety from mudslides. Seconded by Councilman Allen.
Roll Call Vote. All voted aye.
Councilman Allen moved that Director of Public Works Knebel be authorized to call
for bids for gravel and road oil for 1974-1975. Seconded by Councilman Olson.
Carried.
Discussion for the need for delineation map for flood plain was tabled until the
Special Meeting on June 30th.
The city council was agreeable to a suggestion by Acting Mayor Happ that we paint
the fire hydrants on Main Street red, white and blue for the bicentennial year.
There being no further business, the meeting was adjourned.
