THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA, WAS HELD
IN THE COUNCIL CHAMBERS OF, CITY HALL AT 7:30 P.M., NOVEMBER 4, 1974. MAYOR BJORNEBY
PRESIDED. COUNCILMAN KNAPP ABSENT. ALL OTHER COUNCILMEN PRESENT -
APPROVE MINUTES
Councilman Schwartz moved approval of the minutes of October 21, 1974, as written.
Seconded by Councilman Sliter. Carried.

Councilman Happ moved the bids be referred to the Street & Alley committee with
power to act. Seconded by Councilman Miron. Carried.
SID #321 BONDS
There were no bidders for SID #321 Bonds.
Mr. Arnie Mohl of American Asphalt reported that he thought there were some people
' in Missoula that would be interested in the bonds if they could be allowed to submit
a bid within the next few days.
Councilman Miron moved the bid period for SID #321 Bonds be extended to November
18th. Seconded by Councilman Sliter. Carried. -
ADDRESSING THE COUNCIL
No one responded to three calls from Mayor Bjorneby if there was anyone present who
wished to address the council.
COMMITTEE REPORTS
MOVE GARAGE - Councilman Schwartz reported a request from Joe Beckedahl for per-
mission to move a garage from 2nd Street East to 1235 8th Street West. Councilman
Schwartz moved permission to move the garage be granted. Seconded by Councilman
Sliter. Carried.
FINANCE MEETING - Councilman Sliter requested a meeting of the finance committee
Wednesday afternoon.
STREET LIGHTING - Councilman Happ referred to a letter from County Commissioner,
Joe DeLong requesting two street lights at the Senior Citizen Center on 2nd Ave.
West. Councilman Happ moved that Mayor Bjorneby be authorised to order the lights
added to the street lighting contract with Pacific Power & Light Co. and the proper
' assessment be made against the property for the cost of the lighting. Seconded by
Councilman Slater. Carried.
CITY LOT PURCHASE - PARKING - Councilman Happ said. that for the record she would
like to make one thing clear - - I think we were kind of chastised by the press and
radio in the fact that the City pulled off all their crews for one whole day to
take care of our parking lot which lies just south of the city water department
building. I happened to be at the city hall that day, and one grader, one loader,
and one truck was used for three hours only, and this equipment was not being used
on First Avenue West because we had a hang up between the contractor and engineer to
decide that the sewer and drain had to be lowered. So, I would like that inserted
in the minutes - that it was not city equipment that was pulled off the job. The
paving was done by an independent contractor and I think that anybody in business,
If they had a chance to buy a lot that was close to their property, and they think
It will enhance that property, would buy it not solely for property, but maybe just
for the expediency of owning some land. I think any wise businessman would do that

If he could. Parking was not the first priority, but was a case of being able to
acquire some land, that whether the city hall moves or not, if they do we have a
bigger parcel of land to sell and if they do not, we have parking and we can expand
on that land.
STREET CREWS TO WORK HOLIDAY (ELECTION DAY) - Councilman Happ said that one nice
thing she would like to say, is that.the street crew is going to work tomorrow to
pave Fifth Street West between First Avenue and Second Avenue Weat,.and expressed
thanks to the street crew and complimented them for being willing to forego the
holiday to help complete the street work.
SAFETY BIKE LANE TO JUNIOR HIGH Councilman Happ reported the Safety
Committee reviewed the bicycle lanes to the Junior High School, and signs have been
ordered that will say 'Pedestrian and Bicycle Lane Only. She recommended that a
double yellow line be placed along the bike lane. Councilman Schwartz pointed out
that this is a two-way lane for bikes and pedestrians.
CONFERENCES FIRE DEPARTMENT - Councilman Happ reported there will be the North
American Fire Marshalls Association Conference in Seattle. November 19th through the
22nd, and the letter from State Fire Marshall Penttlla recommended that Kalispell
send its fire marshall to the conference. Councilman Happ moved that Fire Marshall
Gene Doty be authorized to attend the conference with travel by the cheapest means
approved. Seconded by Councilman Sampson. Carried.
SEWER & WATER - . SCHOOLS - - Councilman Miron reported the committee recommends
Public Works Director Harvey Knebel be authorized to attend the Waste Water Treatment
School in Bozeman, November 18th through the 22nd. Councilman Miron moved approval
of the school attendance with travel by private transportation authorized. Seconded
by Councilman Daley. Carried.
The Committee also recommends that Naomi Sol be authorized to attend a one day
school in Helena to learn to do the Kjeldahl Total Nitrogen test, Brian Orndorff
explained that the only place in Montana that this test has been done is at the
University of Montana. No municipality has run this test before and it is quite a
difficult test and they would like to "walk her through" two or three times so
that when she returns she will be able to do the test on her own. Councilman. Miron
proved authorization for Naomi Sol to attend the one day school in Helena with
travel by private transportation approved. Seconded by Councilman Sampson. Carried.

We are submitting this report to inform the City Council of progress
on the subject project.

Final arrangements have been made with Tynes Construction Company,
the Bonding Company and all persons having outstanding claims on file
with the city against the project.
Payment has been disbursed to the various claimants as approved by
the Bonding Company and the City Attorney.
This is our final report on.the subject project.

ENGINEERING STUDIES - DESIGN - SURVEYS
STORM.DRAIN STUDY - - Councilman Miron said the report on the Storm Drain Study by
Thomas, Dean & Hoskins, Engineers, would be deferred to the November 18th meeting to
give the committee a chance to review the financial plan.
FEES FOR LAB TESTS AT SEWAGE PLANT - - Plant Operator Brian Orndorff reported
Investigation into the prices charged by other labs in the state for the various
tests. He reported that they have figured our costs of performing the tests and
added 20% and came up with the following schedule of charges for various lab tests
which we feel are fair and just:

Need minimum of one liter sample, both influent and effluent if test
requires this, delivered to our Laboratory within six hours from the
time of sampling, and it should be kept cold, 30-40 degree fahrenheit.
Councilman Miron moved the schedule of charges as presented be approved
by Councilman Schwartz. Carried.

Mayor Bjorneby appointed Robert Sevier Assistant Police Chief effective November 1,
1974 and requested council approval. Councilman Rapp moved approval of the appointment
of Robert Sevier as Assistant Police Chief effective November 1, 1974. Seconded by
Councilman Miron. Carried,
Mayor Bjorneby appointed Bob Soderstrom Detective Lt. effective November 1, 1974
and requested council approval. Councilman Happ moved approval of the appointment

Mayor Bjorneby reported a letter from Fire Chief Peters informing him of the satis-
factory completion of the probationary period of Timothy Berg and ask he be con.
firmed as fireman. Councilman Slater moved Timothy Berg be confirmed fireman, effective
November 1, 1974. Seconded by Councilman Sampson. Carried.
Mayor Bjorneby appointed Roger Weller Assistant Fire Marshall and ask council confirm-
ation. Councilman Sampson moved Roger Weller be confirmed Assistant Fire Marshall
effective November 1, 1974. Seconded by Councilman Miron. Carried.
LETTER OF COMMENDATION - -
Mayor Bjorneby read a letter from Taylor Enterprises commanding the ambulance depart-
ment for its excellent service on a recent call to their establishment where an
Injury had occurred.
BEER LICENSE APPLICATION .

The proper fee accompanied the application. Councilman Happ moved acceptance of the
beer application. Seconded by Councilman Miron. Carried.
