PRESENT: Margaret Lekander (Chairperson), Janet Clark, Tim Price, Pam Mower, Jon Fetveit, Marshall Noice & Pam Carbonari (BID Coordinator) ABSENT: PUBLIC IN ATTENDANCE: No public in attendance MEETING CALLED TO ORDER AT 7:40 AM by Chair Margaret Lekander MOTION: to approve the agenda dated 8/7/12 and minutes of 7/3/12 by Pam, second by Janet Approved unanimously HEARING OF THE PUBLIC: No one in attendance BUSINESS: The Bid received a request from Rocky Mountain Outfitters to assist with the cost of piece of art that would be mounted to the front of their Main Street business. The piece of art, proposed to be a climber, would be created by artist Kay Lynn at an approximate cost of $2500 - $3000. Board discussion consisted of support for the idea but felt that they would like to see a cohesive art program in downtown, something that would be part of a bigger vision and that the climber promoted an individual business somewhat like a sign. This request did not receive support at this time. Discussion was held regarding the Kalispell City Airport. The board has supported efforts to upgrade the airport and continue to support the City Council's decision to upgrade. A motion was made by Jon and seconded by Marshall to allow for the Kalispell Business Improvement District to continue to be represented publicly as a supporter of the Airport and the upgrades. Approved Unanimously. An additional motion was made by Marshall and seconded by Janet to support the "Save the Airport" effort and also allow the BID liability insurance to be utilized for on the ground events supporting the airport. Approved unanimously. General discussion and review of our 2011 — 2012 budget was held. Jon mentioned that marketing is a core function of the BID and the balance of the board members agreed. The thought is that we should be spending $15,000 - $20,000 per year on marketing. Tim indicated that he felt the downtown looked great and the entire board supported the flower program and the downtown clean-up efforts. Next meeting we will have a discussion on the possibility of expanding the BID. We will review the current map, look at the benefits of expansion and the process to do so. Under new business Tim made a motion which was seconded by Marshall to obtain bids for a full page, one time ad that would run in the Daily Interlake and the Flathead Beacon congratulating downtown businesses that received the Best of the Flathead honors from the public in the Daily Interlake poll. This passed Unanimously. Subsequently the bids were received and distributed to the board via email and the consensus received was to do no advertising regarding this. Possibly we can include some mention of the honors in conjunction with future advertising. Again under new business, Marshall moved and Jon seconded a motion to spend $200.00 per month for someone to do entries on Facebook for the BID. This motion passed unanimously. ADJOURN Jon moved to adjourn the meeting at 9:30 AM, seconded by Marshall - Approved unanimously NEXT MEETING Tuesday, August 7 at 7:30 AM — Whipps Building, Second Floor Conference Room Respectfully submitted, Pam Carbonari, BID Coordinator August 7, 2012 Coordinators Report to the Board Downtown Development • The new ROW permit to allow for signs, chairs, tables, art work, advertising bicycles etc., in the BID has been completed and is available for businesses. • The new ROW permit to allow "parklets" has also been approved and is available to businesses with the BID. MEETINGS • Attended the Kalispell City Council meeting and represented the KDA regarding the Kalispell City Airport. • Met with site review committee regarding ROW permits and "parklets" • Continued participation in the CORE review committee — it is anticipated the work should be completed by September. COMMUNICATIONICOORDINATION • Bryor Polansky is our temporary downtown contractor watering flowers in the evening and on weekends. Paul continues to work Monday — Friday with his normal duties and also the morning shift of watering the flowers if needed. We have not had any additional flowers stolen on Main Street for 3 weeks. • Trippons has a new local advertising partner. The Daily Interlake has purchased the Kalispell market excluding the BID area. This is good news for our businesses. Our market has not been advertised and now the DIL will begin significant advertising. If it is determined to continue with our Trippons contract for an additional year beginning in November, we will remain a contract of Trippons directly and not the DIL. • Currently working with Flathead Building Association on a full page in the Parade of Homes magazine on Kalispell. There will be no charge for this advertising which will have information regarding weekend events in Kalispell during the Parade of Homes. EVENTS • We held our 4th First Fridays in Downtown Kalispell this last Friday August 3. Downtown establishments remained open until 8:00 with special discounts, food and some drinks. • Thursday!Fest continues to September 6. The events have been very well attended with a great deal more interest from Artist and Craftsmen this year. • I assisted with the Glacier Rod Rally which was a great success again this year. This event is a benefit for Flathead CARE. Prior to the parade, the first High Heel A'Thon was held as a benefit for projects adopted by the Soroptomist's of Kalispell. • The Taste of Kalispell is August 11 from 5:00 — 10:00. This event is a benefit for The Museum at Central School. A request has been made to officially accept this event as a signature event of the Downtown. Gretchen and Mike Apgar will continue to hold the "rights" to the event and will assist with sponsorship and event day organizing. • Work is beginning on the 5k Run Through History which will be held Saturday, October 6. National Flood Services is our event sponsor, dedicating over 40 volunteers to help with the event and a $5000.00 sponsorship. We met recently with them to discuss needs and promotional items.
