KALISPELL BUSINESS IMPROVEMENT DISTRICT BOARD MEETING MINUTES
Meeting date: February 7, 2012
Location: 14 3rd St. E., Kalispell, MT.
PRESENT: Janet Clark (Chairperson), Tim Price, Melanie Cross, Marshall Noice, Jon Fetveit & Pam
Carbonari (BID Coordinator)
ABSENT: Pam Mower & Margaret Lekander

MEETING CALLED TO ORDER AT 8:45 AM by Chair Clark
MOTION: to approve the agenda dated 2/7/12 and minutes of 2/7/12 by Marshall, second by Melanie
- Approved by all board members present
HEARING OF THE PUBLIC: No public comment
BUSINESS:
Julius Macker presented new ideas regarding the blog. He would like to begin highlighting a new
restaurant, historical piece and one artist each month. He shared the facebook statistics with the
board and answered questions. His request would be to have board members actively work the
downtown facebook page to draw more attention. He has other ideas and will formulate a memo to
be forwarded to the board members.
Discussion regarding TV commercials was postponed to next meeting however a discussion
regarding Facebook advertising was held and a motion was made by Tim and seconded by Marshall
to allocate $200.00 per month for 2 months and then track the results. Tim will create the
advertisement. Motion passed by all. Shawn Altenburg presented his idea with regards to IMBIBE
which will be held in May over the Canadian holiday. Jon Fetveit made a motion which was seconded
by Melanie to support the IMBIBE event with $1000 sponsorship if they hold two events in downtown
Kalispell and allow for the BID to have a booth with information. The second event with be the
Montana Craft Brewers Showdown in the fall. The motion passed unanimously.
Pam presented a request to support the new Affordable Senior Housing project on Center Street and
3rd Ave. E. with a letter of support. Marshall moved to send a letter of support which was seconded
by Jon and approved by all.
A discussion regarding the location of Thursday!Fest was held and support to keep the same location
was the determination.
ADJOURN
Tim moved to adjourn the meeting at 10:45 AM, seconded by Marshall - Approved by all board
members in attendance.

February 7, 2012 Coordinators Report to the Board
Downtown Development
• A new 30 second commercials was completed by Julius Macker which highlights the Chocolat Affaire.
This commercial has been airing for the past two weeks. We continue to run them on KAJ and KCFW. We
have a proposal from Optimum which needs to be discussed.
• A year end letter was submitted by Chair Janet Clark and mailed to each property owner in the BID.
Included in the letter was again the application for historic signage for individual buildings and the
Trippons information card.
MEETINGS
• In coordination. with Katharine Thompson and Diane Medler an RFP was released requesting RFP's for
design, placement and construction cost of the way -finding signage system. We received two RFP's that
were reviewed and discussed by Katharine, Diane and Pam. The two submittals were from CTA Architects
and Cygnet Strategies. After review it was the recommendation of all three to enter into negotiations with
Cygnet Strategies. This work is part of the Historic Preservation grant.
• I spoke at the Kalispell City Council meeting regarding the amendments to the West Side Urban Renewal
projects.
• I met with Alert Security the end of January regarding security cameras in the downtown. Cameras are a
suggestion of Chief of Police Roger Nasset. Board discussion is requested regarding this issue.
• I attended the Montana West Economic Development economic breakfast and will be attending the
University of Montana's Annual Economic Outlook Seminar on February 10.
• A meeting of tourist, advertising, service related businesses was held at the Chamber. We continue to look
for ways to work together to attract our neighbors to the north to the Flathead Valley.
• The Chamber of Commerce luncheon. in January featured an event expo. I had a booth representing the
KBID and the KDA with wooden coins for attendees, Chocolat Affaire cards, information on Trippons and
a list of our events for 2012. Walking tour books were also available.
COMMUNICATION/COORDINATION
• The KDA has reorganized their committee structure. The new committees are; Marketing, Events and
Membership. I will be attending most committee meetings along with Chair Jim Ness.
• Wednesday, February 8, I will be a guest on KOFI.
• I have been working on our welcome packet for new or potential businesses in the downtown
• We are in the process of printing a card with a map and listing of wooden coin participants.
EVENTS
The Chocolat Affaire is scheduled for Friday, February 10 from 5 —10:00 PM. Music will once again be
sponsored by John Simpson and the music event will be held at the Split Rock Cafe. We are still in need of
a few volunteers if you have a couple of hours available that night. We have 28 businesses signed up to
participate. I have been busy delivering cards and posters to the downtown.
Thursday!Fest will begin June 28 — September 6. This year 11 events rather than 9. The decision to run
until September 6 is to coordinate an event when visitors are in town for the TBID/KCVB Dragon Boat
festival on Saturday September 8. A discussion regarding the Thursday!Fest location has been requested by
Bill & Jana Goodman.
