Resolution 5650 - Salary - Nonunion EmployeesCity of Kalispell Post Office Box 1997 - Kalispell, Montana 59903 Telephone: (406) 758-7701 Fax: (406) 758-7758 To: Mayor Fisher and City Council From: Doug Russell, City Manageq- Z- Re: Non -union salary adjustment Meeting Date: September 3, 2013 BACKGROUND: As identified in the budget transmittal letter and discussed during budget sessions, a 2.5% salary adjustment was included in the budget for non -union employees. This amount was commensurate with other labor groups in the city when comparing increases over the past two years and adjustments in the state retirement program which calls for an increased employee contribution of I % for non -fire and police municipal employees. The following table contains are the amounts of the salary increases for FY2013 and FY2014. The goals of the adjustments are to maintain an equality amongst the respective groups and maintain an appropriate market -based compensation system. As part of that effort, and in accordance with the recently approved AFSCME contract amendment, we are currently engaging in a market evaluation and matrix development for an equitable and responsible compensation program. FISCAL IMPACT: The city has accounted for this adjustment in budget that was adopted at the second meeting in August. RECOMMENDATION: It is recommended that the City Council approve Resolution 5651, authorizing the 2.5% increase for non -union employees of the City. RESOLUTION NO. 5650 A RESOLUTION FIXING THE LIMITS OF THE SALARY AND COMPENSATION OF THE CITY OFFICIALS, SUPERVISORS, AND ALL OTHER NONUNION EMPLOYEES PURSUANT TO TITLE 7, CHAPTER 4, PART 42, M.C.A., COM- MENCING ON THE DATES INDICATED HEREIN. WHEREAS, the City of Kalispell is a general powers city of the state of Montana and is authorized by M. C.A. 7-4-4201 to set the compensation and salaries of its elected and appointed city officers as well as all city employees by resolution of its City Council; and WHEREAS, by Ordinance No. 1623, the Kalispell City Council determined that it is in the best interests of the City and the efficient governance of the City that the compensation and salaries of the city employees be set from time to time by resolution of the Kalispell City Council; and WHEREAS, the City of Kalispell employs elected officials, appointed city officers as well as other nonunion employees who are not otherwise represented under a collective bargaining agreement; and WHEREAS, recently adopted state legislation now requires nonunion city employees to contribute an additional 1% of their wage to the State of Montana Public Employees Retirement System thereby reducing their net pay; and WHEREAS, the members of the collective bargaining units for Police and Fire are not subject to the additional compulsory 1% employee contribution to their retirement program and also received wage adjustments of 3.05% and 3.5% in FY2013, respectively, and a 1.3% adjustment for Police for FY2014 (Fire is currently negotiating FY2014) in accordance with the existing collective bargaining agreements; and WHEREAS, the AFSCME collective bargaining unit also has a CBA with the City that provides those members with an approximate increase of 2.55% in FY 2013, and an estimated 2.65% increase for FY2014 in accordance with their respective wage matrix; and WHEREAS, the City Council finds that it is fair and equitable to increase the salaries and compensation of the City appointed officers and nonunion employees for fiscal year 2014 in an amount that is approximately equivalent to the wage increases enjoyed by the other employees of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. The salaries and compensation of City appointed officers and nonunion employees for the period of fiscal year 2014, beginning July 1, 2013, shall be increased by 2.5% from the current schedule.
