Re: Non -union salary adjustment
Meeting Date: September 3, 2013
BACKGROUND: As identified in the budget transmittal letter and discussed during budget
sessions, a 2.5% salary adjustment was included in the budget for non -union employees. This
amount was commensurate with other labor groups in the city when comparing increases over
the past two years and adjustments in the state retirement program which calls for an increased
employee contribution of I % for non -fire and police municipal employees. The following table
contains are the amounts of the salary increases for FY2013 and FY2014. The goals of the
adjustments are to maintain an equality amongst the respective groups and maintain an
appropriate market -based compensation system. As part of that effort, and in accordance with
the recently approved AFSCME contract amendment, we are currently engaging in a market
evaluation and matrix development for an equitable and responsible compensation program.

As can be seen by the above table, the 2.5% adjustment for non -union employees provides some
equity amongst the groups within the municipal organization.
FISCAL IMPACT: The city has accounted for this adjustment in budget that was adopted at
the second meeting in August.
RECOMMENDATION: It is recommended that the City Council approve Resolution 5651,
authorizing the 2.5% increase for non -union employees of the City.
