monitoring in Kalispell
► Winter of 1994 - 1995 - saturation study
was conducted in Kalispell
• 10 sites in and around Kalispell were monitored
during a two week period
BACKGROUND- CONTINUED
Aip 1 November 1, 1995 - Began monitoring at
the Main and Idaho site
" 1 Exceedances of the NAAQS occurred
January 8, 1996 (11.1 ppm) and January 18,
1996 (11.4 ppm)
• The 8-hour standard for CO is 9.0 ppm
• May not have more than one exceedance of the
8-hour standard in any given year.
BACKGROUND - CONTINUED
1 March 1996 - Petitioned EPA for 1-year
delay while we studied the exceedances
1 November 1996 - Installed additional CO
monitor behind "Taco Bell"
1 Kalispell designation to "SIP Call' formally
occurred in August of 1997. This call for
SIP revision afforded greater flexibility to
our community versus designation as
non -attainment.

develop a control plan for the community

RECOMMENDATION OF THE COTAC
/ The modeling conducted by the State DEQ
revealed that an oxygenated fuel program may be
the only control program that puts us into
compliance. Fuel is "oxygenated" by adding
ethanol or an ether containing compound to fuel -
the additional oxygen maximizes the combustion
process.
